20 killed in Plateau fresh attack •Scores of houses burnt •24 hrs curfew imposed •NYSC members relocated THE entire Barkin Ladi Local Government Area of Plateau State was in mourning, on Thursday, following a clash between the Fulani and the natives Berom,leading to the death of no fewer than 20 people, with several houses burnt. To stem the hostilities, the state government has, therefore, imposed 24-hour curfew on the affected local government area, while members of the National Youth Service Corps (NYSC) serving in the council had been relocated to the state capital. The latest crisis was in connection with the clashes between the natives and the Fulanis on Monday, leading to the death of seven people and since the incident, there had been reprisal, thereby heightening tension in the council and other surrounding local government areas. Nigerian Tribune learnt that the incident got to its peak in the early hours of Monday, when the two groups confronted each other over the killing of two people in a place of worship. It was learnt that as a result of the commotion that ensued, the two re-grouped and mobilised, leading to killings and burning of property at random, while the incident further spread out to the interior parts of the council. In the clash, a police inspector with the police division in the council, Mr Dalyop Pindar; his wife and four children of a councillor, Mr Pam Choj, were killed and their residences set ablaze. At the time of filing this report, the people of the area were still counting their losses, with bodies of those killed being picked at various parts of the council, while those who sustained injuries were recuperating at health centres within the local government. The incident cut off people in the central and southern parts of the state from assessing the state capital, as a result of the curfew imposed on the area by the state government. Speaking with the Nigerian Tribune by telephone, the chairman of the council, Mr Emmanuel Loman, condemned the incident, adding that security agencies had been drafted to the areas. The Special Task Force (STF) Information and Media Officer, Captain Charles Ekeocha, confirmed the incident to the Nigerian Tribune by telephone. Tony Adams, "Mr Arsenal" to legions of Gooners, has resigned as coach of FC Gabala, a club playing in the top flight of the Azerbaijan football league. He has cited "family reasons" (one of those "well I have to say something and can't tell the truth" kind of excuses) as the explanation for his sudden departure. Adams, in a move that surprised many, joined the Azeri club in May 2010, and was on a three year contract. His decision to jump ship midway through his "project" (the term used mainly as a euphemism for spending sprees these days) will definitely raise a few eyebrows, given how effusive he was about his assignment. Passed in 1996 by the Clinton administration, the Defense of Marriage Act, or DOMA, restricts the federal definition of marriage to that between one man and one woman. Since then, a number of states have legalized gay marriage, yet under the federal law, no state is required to recognize a same-sex marriage ordained by another state. Some aspects of the law have been ruled unconstitutional in state courts--and recently the Obama administration announced that though it still would enforce the law, the Department of Justice would no longer defend it in court. In response, congressional Republicans led by Speaker of the House John Boehner spent $1.5 million to defend the law themselves under the Bipartisan Legal Advisory Group. The Senate Democrats are now looking to repeal DOMA entirely, with the Judiciary Committee taking on the law. They passed a bill that would repeal DOMA called the Respect for Marriage Act in a 10-8 vote along party lines. The repeal of DOMA is likely to meet many more obstacles. In a committee hearing, many Republicans rejected the comparison of same-sex marriage to interracial marriage, which was illegal in some states into the 1960s, as Senate Democrats try to paint the repeal as an issue of civil rights. Central Bank of Nigeria (CBN) has enjoined all qualified bank workers to ensure they enlist as members of the umbrella body, Chartered Institute of Bankers of Nigeria (CIBN), as provided in CIBN Act No. 5. Speaking at the 45th Annual Bankers’ Dinner in Lagos at the weekend, the Deputy Governor, Operations, Tunde Lemo, regretted that despite the provisions in the CIBN Act No. 5 that stipulated that workers in the banking sector should be members of CIBN, most of them are yet to comply. According to Lemo, since moral suasion has failed, the apex bank and the relevant bodies would look for ways to enforce provisions of the Act. “The CBN will no longer tolerate a situation where qualified bankers as provided in the CIBN Act No. 5 deliberately refused to become members of the Institute. Henceforth, such workers will face appropriate sanctions,” he said. Opinions have been expressed at several fora on the attitude of majority of the bank workers to register as members of the Institute. Earlier in his welcome address, CIBN President, Laoye Jaiyeola, commended the support of the sector regulators, CBN and Nigeria Deposit Insurance Corporation (NDIC) and the bank chief executives, to the Institute, stressing that the Institute had embarked on several initiatives to meet its objectives. “It is my delights to specifically appreciate the explicit support of the CBN Governor and his team in making good things happes at the Institute. The NDIC Managing Director and chief executives of banks have also demonstrated unalloyed support. THERE is a strong indication that the naira will depreciate this week because of uncertainty over a Central Bank of Nigeria (CBN) review of its target band for the currency. The CBN governor, Mallam Lamido Sanusi, had said last week that the apex bank would review its framework in the next few days. CBN has been trying to keep the naira in a +/- three per cent band around N150 to the dollar. Depending on where the exchange rate settles, it may move the midpoint to 155/156 to the dollar, it said. Traders at the interbank market said sentiment favoured further depreciation in view of the new thinking in the apex bank. “There is a lot of uncertainty in the market, considering the new thinking by the Central Bank on reviewing the present target band upward,” one trader said. Meanwhile, interbank lending rate fell on Friday to an average of 14.83 per cent after it initially rose to a multi-year record high of 16 per cent on Thursday due to tight liquidity in the system. Traders said a portion of the September budgetary allocations hit the system on Friday, providing liquidity and helped cost of borrowing among banks to recede. “About N337 billion budget allocation for the month of September hit the system today, helping to provide liquidity in the market,” one dealer said. Tight liquidity due to initial delay in the release of the budget funds caused acute cash shortage in the system in the week and forced some lenders to discount their AMCON held bonds for cash at the Central Bank to help fund their operations. Traders said the secured Open Buy Back (OBB) was unchanged at 14 per cent, from 12 per cent last week, 200 basis points above the Central Bank’s 12 per cent benchmark rate and 400 basis points above the Standing Deposit Facility (SDF) rate. FOLLOWING an apprehension that Jos, the capital of Plateau State might witness violence as a result of threats by some people to unleash mayhem during the Eid-el-Kabir, most people in the state capital stayed indoors during the celebration and these included Christians who were supposed to be in church for Sunday service. When the Nigerian Tribune went round the state capital, major streets like Ahmadu Bello Way, Muritala Mohammed way and Goodluck Jonathan Way were deserted, while commercial motorcyclists were off the streets. The premises of the Nigerian Television Authority (NTA), National Museum, Wildlife Park and other places where children usually gather for funfare during festive periods were equally deserted for fear of attack. However, men of the Special Task Force, Operation Safe Heaven, mobile policemen and other security agencies were seen at various places to curtail any unauthorised movements. Meanwhile, the acting governor of the state, Mr Ignatius Longjam, has urged Muslims in the state to celebrate the Eid-el-Kabir with prayers for a lasting peace to return to Plateau State. In his sallah message, Longjam, through his press secretary, Mr Wulime Goyit, advised them to imbibe the spirit of sacrifice, which the festival signifies. Meanwhile, security agencies, notably the police, were conspicuous on the streets of Abuja, the nation’s capital, at the weekend, as Muslims marked this year’s Eid-el-Kabir. Ten or fifteen years ago, we didn't need any fancy anti spam software, we got most of our lottery scams by snail mail. If all that dead paper was not so bad for the environment, I might wish we still did; because the lottery spam that sneaks past my anti spam filter and into my inbox is the pits.
