Central Bank of Nigeria (CBN) has enjoined all qualified bank workers to ensure they enlist as members of the umbrella body, Chartered Institute of Bankers of Nigeria (CIBN), as provided in CIBN Act No. 5.

Speaking at the 45th Annual Bankers’ Dinner in Lagos at the weekend, the Deputy Governor, Operations, Tunde Lemo, regretted that despite the provisions in the CIBN Act No. 5 that stipulated that workers in the banking sector should be members of CIBN, most of them are yet to comply.

According to Lemo, since moral suasion has failed, the apex bank and the relevant bodies would look for ways to enforce provisions of the Act.

“The CBN will no longer tolerate a situation where qualified bankers as provided in the CIBN Act No. 5 deliberately refused to become members of the Institute. Henceforth, such workers will face appropriate sanctions,” he said.

Opinions have been expressed at several fora on the attitude of majority of the bank workers to register as members of the Institute.

Earlier in his welcome address, CIBN President, Laoye Jaiyeola, commended the support of the sector regulators, CBN and Nigeria Deposit Insurance Corporation (NDIC) and the bank chief executives, to the Institute, stressing that the Institute had embarked on several initiatives to meet its objectives.

“It is my delights to specifically appreciate the explicit support of the CBN Governor and his team in making good things happes at the Institute. The NDIC Managing Director and chief executives of banks have also demonstrated unalloyed support. This has helped our drive toward meeting the objectives of the Institute,” he stated.

Why CBN maybe CIBN has pally with CBN to make more money from Bankers, I am an IT Professional and work in the Bank, I belong to Nigeria Society Of Engineers(NSE) and Nigeria Computer Society (NCS), This is rubbish,

What about the IT personnel and the lawyers, why will they be forced to register as a member of CIBN when they already have their own profession.

If you work in the IT department of a bank, it doesn't make you a 'banker'. You're IT support. IT support staff in an engineering firm are not Engineers. Security men in Total Nigeria are not 'Petroleum Engineers'.

I know Sanusi bashing is a pastime for many on Nairaland, but let's please remember we are educated people and show it in our arguments.

works in a bank is a banker but to try and force people to join an association in a free moral society
is nothing short of high handedness-and don't come telling me 'its in the cibn act' because even
that can be challenged in a competent law court. any rule, act or law which seeks to infringe on
the constitutional rights of individuals to freedom of association - in a free country - can be
successfully challenged anywhere! angry

The OP contains the actual words spoken by the CBN representative. Why would you disregard this in favour of whatever spin the journalist who wrote the article thought up?

the actual words spoken by CBN's Lemo are reproduced below for clarity

I do not see any ambiguity there. As an IT support staff, you are not a 'banker' by any stretch of the imagination, any more than the caterer in UBTH will be fretting over moves to make medical personnel join an association.
Let me modify my advice: Please learn to read and utilize your brains.

If you notice, i did not quote your post and it touches on an area i did not dwell on. At least it seems we are in agreement that it isn't everyone that works in a bank that is a 'banker'. This is the simple wisdom I have tried to force into the heads of the two people who posted before you did.

I disagree. Why don't we demand that 'forcing' doctors to take the Hippocratic oath is 'high-handedness' and an infringement of the constitutional rights of Nigerians?
If there is a body set up to ensure all professionals in a field are registered and documented, as long as membership is free and terms of membership are not onerous, what's the harm?

Their questions are relatively cheap compard to ICAN and CIS(Chartered Institute of Stockbrokers), two things that do not make the exam to appeal to me is that it is only relevant in banking industry , secondly it is only useful for employment unlike the CIS and ICAN where you can obtain licenses for private practice.

i only hope others can emulate this habit, it wld surely go a long way in reducing the No. of childish n selfish replies that i read on nairaland these days. Although every1 is entitled to his/her own opinion,let d truth be said, some comments on NL these days r truly robbing this site of its integrity n nothing is been done to stop it. laws must be complied with.

it may interest some to know that the CIBN Act defines a banker in Nigeria as someone who is a member of CIBN.

different professions have different regulatory bodies. If u are not a lawyer, u cant just open an office and start practicing law; just like u cant just open a hospital and start treating people if u are not a doctor. Same way, there are certain skill and knowledge u must acquire to work as a banker.

For those calling sanusi's name, in nigeria laws are made by the national assembly and not sanusi

The CIBN act in question was the brainchild was of Mazi Unegbu, past president
The implementation is now being championed by current Registrar, Dr Uju Ogubunka
Soludo as CBN Governor was a member of the Governing Board of CIBN and he gave active support to the passing of the act


Th act was passed before Sanusi became governor. Sanusi's offence, it now appears, is that as CBN Gov, he is a member of the CBN Governing Council and supports the activities of CIBN

Some people just write or react to all topics without understanding the issues. Are supporting staff qualified banker? The answer is NO. Why all these wrong interpretation and noise? If you decide to go the way of banking as a career, please do the necessary and right things.

Funny you say that, isn't it? The man you claim cannot 'challenge his peers on the same economic front' has won the African Central Bank Governor of the year for two years running! Who are his 'peers' again?

You guys came out, guns blazing, claiming that his banking reforms were a 'vendetta' and 'ill-timed'. Yet it is now on record that hundreds of billions of Naira have been recovered from the same bank chiefs that his critics were defending staunchly. According to 234Next, N190 billion naira loot was recovered from Cecilia Ibru alone!

PS: I will not even dwell on the fact that Sanusi was nicely placed in Time Magazine's top 100 most influential people of 2011 list, with glowing tributes written about him. grin

pple who have brains have explained it all. For the fact that u work in the bank does not qualify you as a banker. There is a difference btw a banker and working in the bank.an engineer who is involved in bank transactions like deposits etc can be regarded as a banker ,bt same engineer who provides support services is nt a qualified banker.
