coalition of Northern Youth Groups tagged, “The Kaduna Declaration” have given all Igbos residing in any part of Northern Nigeria three months to relocate to their places of origin. They have also directed northerners residing in the East to within three months relocate back to the North. Economic Intelligence Magazine, Economic Confidential, has released its Annual States Viability Index (ASVI) which shows that fourteen States are insolvent as their Internally Generated Revenues (IGR) in 2016 were far below 10% of their Federation Account Allocations (FAA) in the same year. The index proved that without the monthly disbursement from the Federation Account Allocation Committee (FAAC), many states remain unviable, and cannot survive without the federally collected revenue. The IGR are generated by states through Pay-As-You-Earn Tax (PAYE), Direct Assessment, Road Taxes and revenues from Ministries, Departments and Agencies (MDA)s. The report indicates that the IGR of Lagos State of N302bn is higher than that of 30 States put together excluding Lagos, Ogun, Rivers, Edo, Kwara and Delta States whose IGRs are very impressive at more than 30% each. The 30 other states merely generated a total of N258bn in 2016. It reveals that only Lagos and Ogun States generated more revenue than their allocations from the Federation Account by 169% and 127% respectively and no any other state has up to 100% of IGR to the federal largesse. The IGR of the 36 states of the federation totalled N801.95 billion in 2016 as compared to N682.67 billion in 2015, an increase of N119.28 billion. While the report provides discoveries to the effect that 14 states which have less than 10% IGR may not stay afloat outside the Federation Account Allocation due to socio-political crises including insurgency, militancy and herdsmen attacks, others lack foresight in revenue generation drive coupled with arm-chair governance. The states that may not survive without the FAA due to poor internal revenue generation include Borno which realized a meagre N2.6bn compared to a total of N73.8bn it received from the Federation Account Allocation (FAA) in 2016 representing about 4%. Biafra: We shall hold Osinbajo responsible if any Igbo man is killed – Ohanaeze Others are: Ebonyi with IGR of N2.3bn compared to FAA of N46.6bn representing 5%; Kebbi N3.1bn compared to FAA of N60.88bn representing 5.14%; Jigawa with N3.5bn compared to N68.52bn of FAA representing 5.15% and Yobe with IGR of N3.24nn compared to N53.93bn of FAA representing 6.0% within the period under review. Other poor internal revenue earners are Gombe which generated N2.94bn compared to FAA of N46bn representing 6.26%; Ekiti N2.99bn compared to FAA of N47.56bn representing 6.28%; Katsina N5.54bn compared to FAA of N83bn representing 6.65% and Sokoto N4.54bn compared to FAA of N65.97bn representing 6.88%. Lagos State remained steadfast in its number one position in IGR with a total revenue generation of N302bn compared to FAA of N178bn which translate to 169% in the twelve months of 2016. It is followed by Ogun State which generated IGR of N72.98bn compared to FAA of N57bn representing 127%. Others with impressive IGR include Rivers with N85bn compared to FAA of N134bn representing 63%; Edo with IGR of N23bn compared to FAA of N59bn representing 38%. Kwara State however with low receipt from the Federation Account has greatly improved in its IGR of N17bn compared to FAA of N49bn representing 35% while Delta with IGR of N44bn compared to FAA of N126bn representing 6.88%. The Economic Confidential ASVI further showed that only three states in the entire Northern region have IGR above 20%. They are Kwara, Kano, and Kaduna States. Meanwhile eight states in the South recorded over 20% IGR in 2016. They are Lagos, Ogun, Rivers, Edo, Delta, Cross River, Enugu, and Oyo States State. The states with the poorest Internally Generated Revenue of less than 10% in the South are Imo, Bayelsa, Ekiti, and Ebonyi States while in the North we have Niger, Nasarawa, Sokoto, Katsina, Gombe, Yobe, Jigawa, Kebbi and Borno States. OXFORD University has announced the appointment of a United States-based Nigerian scholar, Wale Adebanwi, to the prestigious Rhodes Professorship in Race Relations in the School of Interdisciplinary Area Studies. The announcement was made in the Oxford University gazette recently. Adebanwi is the first black African to be appointed to the endowed Chair which was created in 1954. Adebanwi, who was for many years a member of the Nigerian Tribune editorial board, is presently a professor at the University of California, Davis, United States. As Rhodes Professor, he will also be a Fellow of the St. Anthony’s College, Oxford effective July 1. The Rhodes Professorship in Race Relations is named after Cecil Rhodes, British businessman, mining magnate and politician in South Africa who served as Prime Minister of Cape Colony from 1890 to 1896. The professorship was established by the Rhodesian Selection Trust Mining Company in 1954 at Oxford. Oxford University is the oldest university in the English-speaking world and the world’s second oldest university in continuous operation. The university has produced 28 Nobel laureates, 27 British Prime Ministers and many foreign heads of state. The new Rhodes Professor was a Bill and Melinda Gates Scholar at Cambridge University. He holds two PhDs, one in political science from the University of Ibadan, Nigeria, and the other social anthropology from the University of Cambridge, UK. In September 2014, alongside three other former Gates scholars, his “amazing success” since graduating from Cambridge was acknowledged by the world’s richest man, Bill Gates. Gates funded the scholarship with which Adebanwi studied at Cambridge. Gates’s acknowledgement was part of the video message he sent to a gathering of current and former Gate Scholars at Cambridge University during the Gates Cambridge Biennial 2016. Adebanwi has published widely in the areas of nationalism and ethnic studies, media and communication, corruption and politics, democracy and democratisation, cultural politics, spatial politics, urban studies, and social theory and social thought. His most recent book is entitled Nation as Grand Narrative: The Nigerian Press and the Politics of Meaning. He is also the author of Yoruba Elites and Ethnic Politics in Nigeria: Obafemi Awolowo and Corporate Agency published by Cambridge University in 2014 and Authority Stealing: Anti-corruption War and Democratic Politics in Post-Military Nigeria published by the Carolina Academic Press. The book was selected as one of the three “Best Books on Africa in 2013” by the influential US periodical, Foreign Affairs. The newly appointed Rhodes Professor is the editor or co-editor of seven books. He has served as co-editor of Journal of Contemporary African Studies and is currently co-editor of Africa: Journal of the International African Institute. Adebanwi, who was formerly a lecturer in political science at the University of Ibadan, Nigeria, is a visiting professor at the Institute for Social and Economic Research at Rhodes University, Grahamstown, South Africa. He has held visiting fellowships at St Anthony’s College, Oxford, and the Centre for African Studies in Leiden, The Netherlands, and a Rockefeller fellowship for Academic Writing Residency at its Bellagio Centre, Italy. NIGERIAN National Petroleum Corporation (NNPC) and the Federal Government have been called to renew their exploration of oil in Benue state. Deputy governor of Benue, Engineer Benson Abounu made the call at the weekend in Otukpo on the purported discovery of oil seepage in Apa local government area and further discovery of exploratory oil wells drilled in 1960s by Chevron. Abounu spoke at Otukpo while receiving the Apa local government Sole administrator, Danjuma Solomon who came to brief him on the discovery of oil seepage in his local government area and the further discovery of exploratory oil wells drilled in the 1960s by Chevron. The deputy governor said that with the latest discovery of oil and results of several geological investigations carried out in the area the state is convinced all along that that the state has oil, all that is needed is further exploration of the oil. While calling on federal government and NNPC prompt action into the discovery, the deputy governor averred, ‘at a period of depleting oil reserves and continuing restiveness in the Niger delta, it is wise for the government to explore new frontiers of oil exploitation to boost the nation’s stock’’. A commercial tricyclist in Owerri, the Imo State capital, and an Abuja-based trader have been caught by National Drug Law Enforcement Agency (NDLEA) officials at the Murtala Mohammed International Airport (MMIA), Lagos with 6.390kg of substances that tested positive for heroin. One of them, Cajetan Chinedu Egwin, was arrested on arrival from Kigali, Rwanda; the other, King Sunday, was nabbed on arrival from Nairobi, Kenya. The drug with an estimated street value of N575 million was hidden in their luggage. Egwin, 32, was caught with 3.900kg of heroin and Sunday, 38, was found with 2.490kg of heroin NDLEA Lagos Airport Commander Ahmadu Garba said: “Egwin arrived from Kigali on a Rwanda Airline flight while Sunday imported the drug found on him from Nairobi during inward screening of passengers on an Ethiopian Airline flight. The suspects are being investigated. “Preliminary investigation by the agency, however, indicated that drug trafficking cartels are gradually changing their mode of operation by turning to African countries in sourcing narcotic drugs like heroin. The suspects were also recruited for a fee to import the drugs into the country. Egwin who is not married said he needed money to repair his commercial tricycle while Sunday who left his wife after four days of marriage under the guise of a business trip said that he needed money for his honeymoon and business.” Egwin, a commercial tricycle rider in Owerri told investigators that he needed money to change his tricycle. “The engine of my tricycle which is my only source of livelihood is bad. While I was looking for money to fix it, I was introduced to the man that promised to pay me N400,000 on the condition that I will bring his drug from Kigali. I accepted the offer because nobody was willing to help me. Apart from the repairs, my rent is due and my landlord has been asking for his money,” he said. Sunday said he made a mistake in dabbling to drug traffic stating: “I erroneously took the decision to smuggle drugs barely four days after my marriage. I was in need of money for my honeymoon and also for my business but I should not have involved myself in drug trafficking. My thinking was that I could smuggle the drug from Nairobi in two days without my wife knowing that I travelled out of the country. All my life, I have been upright in my transactions but this is a huge mistake and I regret my action.” NDLEA’s Chairman/Chief Executive Col Muhammad Abdallah (rtd) said drug traffickers were turning to African countries to smuggle heroin produced in Afghanistan, Pakistan, India, Thailand and other far away countries. ”The Agency successfully foiled their plan with the arrest and seizure of the drugs. Former Abia state governor, Orji Uzor Kalu, has lamented that the Igbos are bad in politics, despite being good in commerce and in every other thing they do. Speaking in the latest edition of The Interview, the former governor stated that elites of the South East region are not only selfish, but get their political calculations wrong. He declared that if the former governor of Lagos state, Babatunde Fashola was an Igbo man, he would have openly challenged his predecessor who is a national leader of the All Progressives Congress, APC, Bola Tinubu. A fake street beggar, 40 years old Mrs Chinagoro Uwenke who uses her son to beg for alms was arrested by operatives of Lagos State Environmental and Special Offences Unit (Task Force) at Oshodi Thursday. Chairman of the Task Force, Olayinka Egbeyemi, a Superintendent of Police (SP) while parading the suspect disclosed that there were many fake beggars pretending and deceiving innocent members of the public with different illnesses/diseases. According to a release from the task force, the suspect, Mrs. Uwenke confirmed that she bandaged her son’s leg with two rolls of white bandage and poured GV blue ink on the leg every day in order to deceived members of the public to give arms to the innocent boy. She said they both live at Oloko-danna near Ijora-Olopa area at Oyingbo and that she stopped her son schooling in JSS II at Oworebiri Secondary School at Ata Town in Abia State for street begging when she realised that it was a lucrative business where she made N3,500 to N5,000 on daily basis. According to the release, the woman said “I brought my son, Sunny Uwenke, 11 years old to Lagos five years ago to beg for arms while the remaining five children are at Ata Town in Abia State with their father”. She further confirmed that she made much money from arms at Oshodi than any other area of Lagos because of higher influx of people around the area. “She however pleaded with the government not to charge her to court as she is ready to go back to her town and re-unite with her family voluntarily.” Reacting to the arrest, Egbeyemi stated that the Agency is collaborating with relevant government Ministries, Agencies and Departments “to get rid of these beggars on streets/roads of Lagos”. The Federal Government will soon withdraw its equity holding in the Lekki Deep Sea port development, also known as Lekki Free Trade Zone. The Federal Government holds 20 percent equity in the project, representing, $118 million; the Lagos State Government, holds 18.5 percent, while the Tolaram Group of Singapore has 61.5 percent. The Minister of Transport, Mr Rotimi Amaechi said this, yesterday, after a two day conference of the African Ports Evolution (APE) held in Accra, Ghana. Amaechi noted that investors out of fear, had always wanted government’s involvement in project developments as a guarantee for sustainability. He added that while the other deep sea ports were being developed independent of the Federal Government via hundred percent private sector participation, it will be wrong for the government to take up equity interest in the Lekki Free Trade Zone. There was confusion on Sunday in the Ketu area of Lagos State after some Hausa youths seized a chemist, identified as Emmanuel Emeka. PUNCH Metro learnt that Emeka would have been lynched but for the intervention of policemen from the Ketu Police Division who quickly brought the situation under control. A source told our correspondent that the victim had written a blasphemous word on a magazine, which triggered the anger of the youths. The source said the police had already taken custody of the victim to save his life. He added that the Hausa youths mobilised to destroy the victim’s shop, but were prevented by the policemen, who were deployed in the area. He said, “It happened around 9pm on Sunday. The issue could have led to a bloody fight between Christians and Muslims in Ketu, but for the police. “What happened was that the man wrote something on a magazine which the Hausa youths said was blasphemous. When other Hausa men saw it, they became angry and seized him. “Some of his friends tried to rescue him and that almost started a fight. The police were alerted and they responded quickly and doused the rising tension.” The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident, adding that the situation was under control. She also confirmed that Emeka was in police custody. She said, “The Lagos State Police Command averted what could have been a religious crisis between the Igbo community and the Hausa Muslim community due to the timely intervention of its operatives. “At about 9.05pm, the Ketu division received a distress call that a boy was about to be lynched by some youths because he wrote blasphemous words on their magazine. “The boy was rescued and kept in protective custody. His chemist shop was secured from destruction. The paramount ruler of Warri kingdom made the call on Saturday when he received the Chief of Army Staff, Lt.-Gen. Tukur Buratai, on a courtesy visit at his palace in Warri. He said the call became necessary because of the need to cooperate with security agencies following the resurgence of militancy, kidnappings and other crimes in the area. Ikenwoli decried the resurgence of criminality that had caused further harm to the environment and the economy of the region. The traditional ruler commended the strategy adopted by the armed forces of Nigeria to tackle emerging security challenges in the Niger Delta and other parts of the country. He solicited for increased military presence in the Niger Delta to help restore order and sanity in the region, adding that the people were in support of all steps taken by government to revamp the economy. “Our people are peace loving people and for many years have lived peacefully with people from other parts of the country but we are not weak. “Recent developments occasioned by acts of kidnapping, militancy and other violent crimes have dragged us behind and further impoverished our people. “This region has for decades produced the main stay of this nation’s economy and yet has nothing to show for it; this has been compounded by the activities of some criminal elements in our midst. “I want to state here categorically that this kingdom commends steps taken by the military to contain criminality in our land and we will fully support their initiative. “ I want to appeal to the military hierarchy to consider our request of increasing military presence in the region in the region, more Air Force, Navy and Army personnel should be deployed to assist the police to restore sanity in our land,’’ he said. Ikenwoli urged Nigerians to be patient with the Buhari administration, noting that the rot of many years could not be fixed overnight. He expressed confidence that the present military hierarchy would help restore peace and order in all troubled spots across the country. He solicited for increased military presence in the Niger Delta to help restore order and sanity in the region, adding that the people were in support of all steps taken by government to revamp the economy. “Our people are peace loving people and for many years have lived peacefully with people from other parts of the country but we are not weak. “Recent developments occasioned by acts of kidnapping, militancy and other violent crimes have dragged us behind and further impoverished our people. “This region has for decades produced the main stay of this nation’s economy and yet has nothing to show for it; this has been compounded by the activities of some criminal elements in our midst. “I want to state here categorically that this kingdom commends steps taken by the military to contain criminality in our land and we will fully support their initiative. “ I want to appeal to the military hierarchy to consider our request of increasing military presence in the region in the region, more Air Force, Navy and Army personnel should be deployed to assist the police to restore sanity in our land,’’ he said. Ikenwoli urged Nigerians to be patient with the Buhari administration, noting that the rot of many years could not be fixed overnight. He expressed confidence that the present military hierarchy would help restore peace and order in all troubled spots across the country. A security guard, Uchenna Okoh, has been arrested for alleged theft of goods worth N2.1m at a shop on Ikotun-Idimu Road, Lagos State. The suspect had reportedly visited the shop – Finest Couture Boutique – on June 20 on the pretext that he wanted to buy jeans, shirts and shoes. While negotiating the prices of the items with the salesgirl, Juliet Aghedo, he was said to have lured her into a corner in the shop and squeezed her neck until she passed out. Okoh, who worked as a security guard in the Mushin area, reportedly carted away a bag, 56 pairs of jeans, 36 pieces of women leggings, 15 shirts, 13 wristwatches and four mobile phones valued at about N2.1m, before Aghedo regained consciousness. PUNCH Metro learnt that the shop owner, Francisca Osomiha, a lawyer, reported the matter to the Lagos State Commissioner of Police, Fatai Owoseni, through a petition. The petition read in part, “On June 16, a man walked into Finest Couture Boutique which is under my care. The man (Okoh) pretended he wanted to buy jeans but the price he was asking for did not go down well with us. So he left, leaving his phone number with the salesgirl. “This same man, on June 18, called her on the phone that he was around the shop to buy the goods. But when we got to the shop, till the end of the day, he didn’t show up. On June 20, just as she (Aghedo) was opening for the day business, the man came to the shop, pretending he had come to buy the goods. “He lured her into the inner shop where he knew nobody would hear her screams. He held her neck to the point that she started foaming in the mouth and fainted. He packed away those things, including N280,000 cash not knowing that our Closed Circuit Television was on and had picked all that happened.” Our correspondent gathered that the police eventually apprehended the Delta State indigene after tracking him down with his picture generated from the CCTV. “The phone number he used to call the salesgirl was also used to trail him. He had confessed to the crime,” a police source added. Okoh, in his statement to the police, said he sold the stolen items to one Francis at Computer Village, Ikeja, adding that he took to stealing sometime in 2010 while in Benin, Edo State. He said, “I am a security guard at Mushin. I have been robbing at plazas in Ikotun for some time now. I sold the jeans I stole on that day to Francis at Computer Village for N1,000 a pair. He bought four pairs of canvas for N2,500 each. I was introduced to stealing when I was in Benin.” A police prosecutor, Sergeant Donjor Perezi, brought the suspect before an Ikeja Magistrate’s Court on Monday on three counts bordering on robbery. Perezi told the court that the offence was punishable under sections 228, 295 and 297 of the Criminal Law of Lagos State, 2011. The charge read in part, “That you, Uchenna Okoh, and others now at large, on June 20, 2016, at about 9am, at Finest Couture Boutique on Ikotun-Idimu Road, Lagos, in the Lagos Magisterial District, did steal one ‘travel’ bag worth, N14,000; 53 pairs of jeans worth N7,000 each; 32 pairs of women’s leggings valued at N192,000; three pairs of canvas worth N25,000 each; 13 wristwatches valued at N25,000 each; 15 pairs of shirts worth N97,000 and four assorted phones valued at N778,000. All valued at N2,140,000, property of one Francisca Osomiha.” The presiding magistrate, Mrs. O. Olanipekun, did not take the plea of the defendant and ordered that he should be remanded in prison. The lawyer, Antonius Karwayu, who represented two of the convicts, said that the convicts could face a firing squad at the Nusa Kambangan prison complex off the coast of Java on Thursday. Karwayu said, “The families have been notified that there would be executions and the convicts had been asked for their last wishes. “Their families were given until 3pm today to visit them so it is likely that the executions would be carried out tonight.” The Attorney General’s office has not announced a date for the executions but spokesman Muhammad Rum confirmed that 14 convicts would be executed soon. “I have only been informed of those three names,” he said. The Community Legal Aid Institute, which advocates for the convicts, said the convicts facing execution were four Indonesians, six Nigerians, two Zimbabweans, one Indian and one Pakistani. Local and international human rights groups have urged Indonesian President Joko Widodo to halt the impending executions. In 2015 Indonesia executed 14 death-row convicts in a move that drew criticism from the UN and the EU. According to the Indonesian Justice Ministry, about 121 people are currently on death row in Indonesia, including 35 foreigners, mainly for drug-related crimes. Mr. Fayose had in June said Mrs. Buhari was the “Aisha Buhari” named in a U.S. court document, alleged to have been involved in a bribery case involving a convicted former U.S. lawmaker, Williams Jefferson. The governor, in what appeared to be an error, referred to the scandal as the Halliburton corruption case. The Halliburton case is different from the Williams Jefferson scandal. There were demonstrations of the hatred of All Progressives Congress (APC) for the people of Ekiti State. The APC gathered about 200 people from across the states and hurriedly took photographs for their usual, well-known media advantage and in about 25 to 30 minutes, they were done. With the photos all over the social media, it became the talk of the town that Ado Ekiti was locked down and things like that. But this was a false message. There was nothing like Ado Ekiti being locked down but cynics would still not agree. However, the rally that was staged by the people of Ekiti State in solidarity with Governor Ayodele Fayose, on Friday (the day after) was supposed to have been held on Thursday. They got to know about it and quickly ran to the police for a permit. So, they got to the police before us. Be that as it may, what we had on that day was not a protest but a rally by private sector unions in Ekiti. All of them came together as one body: Photographers, beer sellers, commercial drivers unions, traders, artisans, tailors, hairdressers and so many others, even hunters. This man is just trying to drag our peace loving community into the nonsense that is going on in the Niger Delta. “If you listen carefully to the voice, you will know that after mentioning Orogun, every other body language and things he said were geared towards the South East and because he has threatened the President, his family and governors in Biafra region, I want the whole world to understand that he is not from or part of Orogun and we condemned the action”, he said. It is also the first time oil will be found and drilled outside of Niger Delta. The company behind the feat is Yinka Folawiyo Petroleum Co. Ltd. The company was granted an Oil Prospecting License (OPL 309) by General Ibrahim Badamosi Babangida in June 1991 as a Sole Risk Contract under the Nigerian government’s Indigenous Allocation Program. The program was put in place to encourage the development of a locally owned and operated Nigerian upstream Oil industry. Following the acquisition of 2D Seismic data in 1994/95, and the drilling of the Aje-1 well in 1996, the Aje field was discovered. A second well, Aje-2, was drilled the following year in 1997. After the successful drilling and testing of both wells, OPL 309 was converted to Oil Mining License (OML) 113 in 1998 with an initial term of 20 years. Oil produced from the Aje Field will be stored on the FPSO, which has storage capacity of 750,000 barrels of oil and the ability to accommodate production rates up to 40,000 barrels per day. First oil production from the Aje Field offshore Nigeria commenced on 3 May 2016 from the Cenomanian reservoir. Flow rates will be provided following a period of commissioning and well stabilization. The Chairman, YFP, Mr. Tunde Folawiyo, was quoted as saying “We are very proud of and appreciate the efforts, determination and commitment of the entire Aje project team, past and present; the constant support from our regulators, the DPR and Ministry of Petroleum; and our financiers. Governor Rochas Okorocha of Imo State has said he was among Nigerians praying that the country’s oil wells dry up, so that Nigerians could have rest. He made this statement while having an interactive session with Imo State members of the Nigeria Union of Journalists (NUJ) at the council secretariat, on Port-Harcourt Road, Owerri, Imo State. According to him, this would drastically reduce problems being encountered by the Federal Government and militants, particularly with the avengers that had continued to blow up oil pipelines in the Niger Delta region. Chief Okorocha pointed out that this would assist the country greatly in the diversification of her economy to other mineral resources, mostly solid mineral and agriculture.
