Another mass failure has been recorded by students across the country in the just announced 2011 June/July Senior School Certificate Examination (SSCE) results. Registrar, Chief Executive of the Council, (NECO) while announcing the results in Minna Friday, exonerated the Council from the poor outing of students nationwide, adding that structures that ensured that appropriate standards of excellence and transparency were maintained before, during and after the examinations were put in place. A breakdown of the results shows that out of the 1,190,393 that registered for the English language, 1,160,049 actually sat for the examinations while only 2,119 or 0.18% came out with Distinction and 263,777 or 22.16% came out with Credit pass, 76,224 or 6.40% failed while there 51,312 malpractice or 4.31% was recorded. In Mathematics, 1,190,365 registered for the subject while 1,156,561 sat for it with only 3,356 or 0.28% obtaining Distinction and 295,961 or 24.86% with credit, 7, 7,395 or 60.27% pass, 89,023 or 7.48% failed while 50,826 or 4.27% malpractice was recorded. Core subjects like Biology, Chemistry, Physics, Further Mathematics also recorded mass failure with high degrees of malpractices also recorded. Answering questions from Journalists on the continous mass failure in external examinations, Registrar/Chief Executive of the Council, Professor Promise M. Okpala attributed the continous mass failure to a lot of variables which he said include the learners (Students) themselves, the various schools across the country, parents and even the society. He said while the Federal government and some states have already taken bold steps to improve on the educational standard, all stakeholders will have to be patient before reaping the good results adding that “the high expectations cannot be achieved immediately because change in the behavioral pattern of the children take time”. Professor Okpala identified quality teaching on the part of teachers and intensive learning by the students concerned as the only way out if the dwindling academics and poor results in the country have to be drastically reduced. On whether the Council has an approved syllabus for its candidates and whether schools are being monitored in strict compliance with the approved syllabus, the Registrar said, “in as much as NECO has an approved and standard syllabus, strict compliance with it rest sorely in the hands of each school to ensure that the syllabus are met in terms of teaching.” According to him,” it cannot be proper for any external examiner to go into schools to analyse how they are teaching their students and for the same examiner to oversee the markings of answer sheets of such students.” Okpala emphasized on the markings of examination scripts of students saying, “we embark on centralized marking and those engaged in our markings are qualified teachers who teach in various secondary schools across the country and I want to assure you that we don’t award marks randomly but according to ability and capability of each student. Super Eagles’ skipper, Joseph Yobo, has appealed to fans to come out in large number to support Nigeria to victory against Guinea in the October 8 Nations Cup qualifier in Abuja. Yobo said fans’ support would ginger them up to demolish the might of the Guineans, who are coming to Nigeria to consolidate their leadership position in the series. The on-loan Everton’s player believes everybody in Nigeria has something to contribute to ensure that Eagles grab the only Nations Cup ticket in Group B. Former Minister of the Federal Capital Territory (FCT), Mallam Nasir el-Rufai, yesterday decried growing and outrageous cost of governance without meaningful impact on development and empowerment of the populace. He solicited the assistance of the media in the delivery of dividends of democracy. The former boss of the Bureau of Public Enterprises (BPE) gave the charge at the opening of the seventh biennial conference of the Nigerian Guild of Editors (NGE), in Benin, Edo State capital. He noted that the ‘entire oil earnings for the year cannot pay the salaries and allowances of politicians and public sector workers and their overheads such as tea, coffee, travel and estacode’. The former minister, who was arrested and detained in July, this year for alleged inflammatory talks, gave detailed insight into how government at all tiers squandered collective wealth of the people on few elected and public officials. While indicting the three arms of government of sheer profligacy, el-Rufai hit the present administration for its wastage and growing budgetary expenditure without commensurate development. In his paper entitled; ‘Perspectives on the cost of governance in a democracy’, El-Rufai stated that Nigeria remains the only developing country where annual expenditure on general administration ranges from 55 per cent to as much as 75 per cent of the budget. “The rich countries spend an average of 10 per cent of their budgets and/or GDP on the general administration of their countries. China and India have the largest bureaucracies in the world. But their average annual expenditure on general administration is only about 12 per cent of GDP, and that is considered high, but at least the results are showing - these are the fastest growing economies in the world that have lifted hundreds of millions of people out of poverty in the last decade. Giving a sectoral analysis of how Nigeria’s wealth is cornered by its officials and cronies, the former minister disclosed that a whopping N49.9 billion will be used to run each of the 49 line Ministries, Departments and Agencies (MDAs) outlined in the 2011 Appropriation Act; N150 billion to fund the 469 members of the federal legislature and their support staff for the year while upkeep of judges along with their support staff comes to about N73 million on yearly basis. “Each ministry has at least one minister -some have two or three, with a permanent secretary, and on average eight directors. The ministers and permanent secretaries have personal assistants, special assistants and special advisers. Each of these expects to drive a Sport Utility Vehicle (SUV) or two to work, complete with police orderlies and other file carriers. Then, they will need houses, furniture and running costs of the vehicles and utilities. The costs of all these somehow find their way into the overheads budget of the ministries, and makes a complete nonsense of the monetization policy we implemented in 2004. “Up until December 2006, there were 31 cabinet-level ministries including the FCT Administration and about 42 ministers. The reforms of 2006 led to the merger of the ministries of Petroleum and Power into a single Energy Ministry, Water Resources and Agriculture into a single Agriculture Ministry, commerce with industry, the addition to steel development to the mandate of the Solid Minerals Ministry, the abolition of the ministries of Police Affairs, Communication, and Co-operation and Integration in Africa into larger ministries, works into transportation, and so on. “This reduced the number of cabinet level MDAs to 21, but without a significant reduction in the number of ministers. The Yar’Adua and Jonathan administrations reversed these reforms, and now, we have some 30 ministries housing between 42 and 48 ministers. “We elect a total of 360 members to the House of Representatives and 109 Senators to make laws and enhance good governance by checking and balancing the excesses of the executive arm of government. For this privilege, the 469 members of the federal legislature and their support staff at the National Assembly (NASS) will spend N150 billion this year. From the NASS website, it is evident that they only passed eight bills as at the end of May 2011, and have been on recess for 43 days out of the first 100 days of this administration. “So, assuming that they manage to pass another seven bills before the end of this year, it would cost the Nigerian citizen an average of about 10 billion naira to pass a single bill. This implies that to pass the 2011 budget (which allocated N150 billion to NASS), we paid 10 billion naira. An even more interesting statistics is the cost of maintaining every legislator every year. It works out to a princely N320 million per legislator per annum. At this rate, every four-year stint at NASS works out at N1.28 billion per legislator. “The judiciary seems equally determined not to be outdone. In this year’s budget, apart from the nearly 20 billion naira allocated to the Federal Ministry of Justice, the National Judicial Council will receive 95 billion naira. If we compute that the Supreme Court has 22 Judges; Court of Appeal 67; Federal High Court 58; FCT High Court 38 and the National Industrial Court 13, an average of 30 High Court judges per state gives a total of about 1,300 puisne judges nationwide. Following the same statistical analysis, the upkeep of these judges along with their support staff every year comes to a about N73 million per annum per judge”, El-Rufai stated. He also picked hole in the budgetary allocation of government, which he said was not in tandem with the needs and aspirations of Nigerians. “Another interesting observation is the fact that government says the problem of power shortage will be a priority, yet the Ministry of Power only got N91 billion as total appropriation, while the security sector (Military, Police, Internal Affairs, National Security Agency, Amnesty, Pensions, Police Reform, etc.) got a mind-boggling N1,592 billion. “This amount is over 35 per cent of the entire budget. In other words, though Nigerians have never felt so insecure, the NSA, Internal Affairs, Police and Defence combined will be spending N4.36 billion per day on our behalf! This does not include the security votes in ministries, and the 36 states. Even local government chairmen now have security votes”, he added. The former minister, therefore urged the media to wake up to its traditional role by sensitizing the populace on their rights, saying the people have not found their voice but rather ‘polarised on primordial ethno-religious sentiments’. “We should hold accountable those who hold political offices on our behalf, nonetheless the inadequacies in our electoral system. They should be our servants rather than being our ‘Lords’ as they currently arrogate to themselves and flagrantly display at all available fora. Until the people muster the courage to manifestly use the power, which the tenets of democracy vest in them, it is doubtful if the continually rising cost of governance would impact positively on the wellbeing of the populace. “Those that impose the outrageous system of governance wherein the spiraling costs translate into less investment, poor services and abject poverty for the majority of the people are drawn across the 774 local governments. This, in my candid opinion, is where the media’s role in educating and mobilizing the people to action appropriately lies. But do we have a mass media that is neither cowed nor bought over? Achief priest of Okonko Cult, Chief Emenike Umogariko has allegedly sacrificed a 200- level student of Political Science of the Abia State University (ABSU), Uturu at the altar of the cult in Umuopara village, Mkpa , Bende Local Government Area of Abia State. The victim, Ekenna Sunday Ugochukwu, had the left side of his face (including his ear) cutoff. The machete cut exposed the victim’s teeth. His friend, who took him to the hospital before he died, Iheanyichukwu Nwokoro, told Daily Sun said he had to tear his shirt and used it to tie the dangling part of the victim’s face to his head.“We later rushed him to Tochi Hospital, Uzuakoli, where doctors rejected him, saying that his case was beyond them and referred him to Federal Medical Hospital, Umuahia. “But before we could take him to the Federal Medical Centre, he died.” Two other victims, who were allegedly attacked by the chief priest, managed to escape with serious machete cuts and are now at the Intensive Care Unit of Federal Medical Centre,Umuahia. The incident took place in Umuopara, a village that has common boundary with Amediaba, in Mkpa, the home town of Prof. Obioma, an uncle of the deceased. Residents of the surrounding communities expressed disbelief that an incident of that nature could take place. Daily Sun gathered that trouble started when the Okonko priest was found guilty of a certain offence, which the fine was one goat. The goat must be slaughtered the same night and eaten by members. Members, who gathered at the Okonko’s house for the annual midnight ritual, which comes up a week after the community’s new yam festival, fined him one goat, which they converged on his house to eat as practised by the cult . As the people were deliberating on the issue in the hall, little did they know that the chief priest had sneaked out of the hall, gone to his house and taken his cutlass. He hid the weapon under his flowing cult gown and sat in the darkest corner of the hall. He thereafter beckoned on one of those deliberating but the man refused to go, insisting that if the priest had anything to say, he should come out and say it. Daily Sun gathered further that the deliberation centred on his alleged offence, but unknown to them, the Okonko priest had a different plan. As the chief priest delayed leaving the dark area, many of those in the hall were already dosing off when, Umogariko allegedly stood up, moved close to where the victim sat and had slept off. He drew his cutlass and dealt a deadly blow on Ugochukwu, who shouted and rushed out with the fatal wound. The chief priest attacked a second person and a third, waving his cutlass and daring anyone to come close. Everyone took to his heels in fear, while he escaped into the bush. With his blood gushing out Ugochukwu rushed to his friend, Iheanyichukwu, pleading that he be rushed to a hospital. The victim’s friend told Daily Sun that he tried everything he could to save him but Ugochukwu died on the way to the hospital. A relative of the victim, Dr Agu Ogbonnaya said the family was suspecting a foulplay. He alleged that it was possible that members of the cult sacrificed the university student at their altar and only gave the other two people, who are members of their own village mild machete cuts as a cover-up. “How come that Ugochukwu, who is not from that village is the one that was killed on the spot and the others are receiving treatment at the hospital. There is more to this than the eyes can see and the family intends to get to the root of the matter. We are only waiting for the family head before we can take a step on the matter,” Ogbonnaya said. When Daily Sun visited Umuopara village, the female goat which was seized by members of the cult, which probably sparked off the trouble was still tied inside the Okonko’s house. Daily Sun gathered that angry youths gathered in their hundreds and razed down the house of the chief priest. They apprehended and dragged him to Uzuakoli Police Station. The Assistant Commissioner of Police in charge of state CID, Mr Micloth Joseph confirmed the incident. Joseph said the incident happened immediately after the new yam festival, adding that the suspect was in police custody. Dare-devil armed robbers numbering about 50 yesteday staged a commando attack on four banks located at Oke-Odo Iwo, Osun State, carting away millions of naira. The robbers who arrived the sleepy town at about 9 a.m. used explosives to blast the security doors of the banks. The attack on the four banks located near the Bowen University, claimed the life of a police Inspector, Christopher Atama. Daily Sun gathered that the robbers who came in three buses and a mazda car, cornered Atama while the other policemen on duty fled. Some policemen allegedly left their weapons behind when they were overpowered by the robbers. The state Commissioner of Police, Mr. Solomon Olusegun confirmed the death of the officer and loss of weapons.” “He said: it is true that about 50 armed bandits attacked some banks in Iwo. Ten policemen were on the ground when they arrived and once we got the information, another team was raced to reinforce them. Gun battle ensued and they fled. “We are on their trail and they will soon be arrested. We will also recover our stolen arms. Members of the public should join us by giving us useful information about criminals.” Residents of Iwo hurriedly closed their doors as they thought the invasion was by Boko Haram sect. The deafening noise of the explosives accompanied by sporadic shootings triggered sending of Save Our Soul (SOS) especially by the students of the Bowen University. “We thought Boko Haram has made good its threat to bomb universities. Many of us started making calls and sending text messages pleading for protection and prayers,” Tope, a student at the university disclosed. The General Secretary of Nigerian Baptist Convention/Visitor to Bowen University ,Dr. Olasupo Ayokunle and the university’s Vice Chancellor, Prof. Timothy Olagbemiro said no student or member of staff was killed or injured in the attack. “I got series of conflicting reports this morning about the armed robbery attack at Iwo.I came from Ibadan to see things for myself. Thank God, nobody is injured in the campus. Normal activities of the school is not affected,” Ayokunle said. Apart from the four banks, a storey building housing Nigerian Association of Patent Medicine Dealers (NAPMED).Iwo/Ayedire/Ola-Oluwa chapter was riddled with bullets. The Chairman of the association, Mr. Lukman Oseni said the misfortune came their way because the policemen always sit in front of the building. Atama was killed in front of the building and his blood splattered all over the ground floor while bullets destroyed many belongings of the association. The slain police officer’s son ,Chinedu was inconsolable when he was met at the Divisional Police Station. “My Dad must not die. I saw him this morning and he did not say he will never return. Where’s my dad? Dad where are you?It’s not true. Atama is not dead,”he wailed.
