Poster sincerely that amount is way too small for the project you are describing. the features you listed are unique of a professional website, and 10k is way too small. you can go ahead sha, they can even do it for 5k for you. but believe me, you will hate what will be deliverd to you

if you have an average knowledge of joomla, you can build the website yourself and then buy the bulksms component. if you rely totally on someone else to build it for youn you will be stuck with that person if a little problem arise. i built www.smsfield.com myself, designed the template with artisteer 4, and download modules/components from joomla directory, all for free.
