ABUJA - The latest governance poll conducted by the NOIPolls Limited indicated that 61 percent of adult Nigerians have approved the job performance of President Goodluck Jonathan last month, especially in the area of improved electricity supply to some households.
The results showed that while 41 percent approved of it, 20 percent strongly endorsed the President’s performance.

This rating currently being at par with the rating obtained in January 2014, represents a 1-point drop from July’s rating which was recorded at 62 percent.
More findings according to the polls revealed that slightly more than half 51 percent of adult Nigerians experienced an improved state of power supply to their households within the past one month

According to NOIpolls, “an assessment of the President’s performance on key elements of his transformation agenda in the month of August revealed that the President received an average three rating in his performance on Job creation, power, economy, education, health, agriculture & food security,

“Transportation and Foreign Policy & Diplomacy except for Security, which he performed poorly. Still based on his transformation agenda, the month of August saw a push in the President’s performance on Power and Economy to an average rating (3) following a continuous poor rating since February 2014.

“This figure illustrates the highest positive rating recorded in power supply from the inception of the NOIPolls power monitoring polls in January 2013. These are some of the key findings from the Governance Snap Poll conducted in the week of August 25th 2014.
“These results represent the eighth in the 2014 monthly series of governance polls conducted by NOIPolls to gauge the opinions and perceptions of Nigerians regarding the approval rating of the President, the performance of the President on key elements of his transformation agenda, and the state of power supply in the country.

The firm explained respondents to the poll were asked three specific questions on job performance of President Goodluck Jonathan over the past 1 month and that the results revealed that 61 percent of adult Nigerians surveyed approve of the President’s performance where 41 percent approve and 20 percent strongly approve.

“A total of 26 percent of the respondents assessed disapprove of the President’s performance, where 18 percent disagree and 8 percent strongly disagree. Furthermore, 13 percent remained neutral as they neither approve nor disapprove.

On zonal analysis, the NOIPolls said “the South-East and the South-South zones accounted for the largest fraction of respondents who approve of the President’s job performance with 89 percent and 74 percent respectively. The North-Central and North-West zones have the highest proportion of respondents who were neutral with 20 percent and 17 percent.

“Also, the North-East zone and the North-West zone have the largest proportion of respondents who disapprove of the President’s job performance with 41 percent and 38 percent respectively.
“Monthly trend analysis of the President’s approval rating reveals that the President’s approval rating remained almost stable with a slight decline by 1-point to stand at 61 percent in August 2014.

This current result and that obtained in January 2014 both represent the second highest rating since NOIPolls started its governance poll in January 2013. Likewise, the average rating of the President’s job performance after 8 months is at 56.5 percent, this implies that the President performed above his 8- month’s average by 5-points.

Federally collected revenue from oil companies as petroleum profit tax (PPT), cmpany income tax (CIT) and value added tax (VAT) accounted for N2.5 trillion of the total money that entered the Federal Government’s coffers for the first half of this year, BusinessDay investigations have shown.

The amount represents 94.2 percent of the total revenue of N2.5 trillion from other sources, such as stamp duties, capital gains tax and stamp duties, among others.

Analysts said yesterday that the development is positive for government, considering increasing complaints relating to doing business in Nigeria and vandalisation of oil pipelines, but emphasised the need for judicious application of these funds, in line with the 2014 bugdet expenditure.

They also see the level of the revenue being a result of improved efforts of the Federal Inland Revenue Service (FIRS) in increasingly blocking revenue loopholes.

Further analysis by BusinessDay show that PPT accounted for N1.2 trillion, CIT, N751 billion and VAT, accounted for N406 billion.

Petroleum Profit Tax (PPT) is paid by companies engaged in petroleum exploration and production operations in Nigeria (up-stream operations).

Others that pay similar taxes are persons resident in Nigeria, employed in the management of the petroleum operations carried on by non-resident companies; and the liquidator, receiver, or agent of liquidator or receiver of any company carrying on petroleum operations in Nigeria.

A breakdown of this revenue shows that in January 2014, N190.01billion came into the Federal Government’s coffers as Petroleum Profit Tax; in February it was N268.207billion; while in March, it stood at N178.832billion.

Also, in April, N177.2billion was collected by the Federal Government as Petroleum Profit Tax; in May it was N215.63billion; while in June, Petroleum Profit Tax revenue was put at N246.43billion by the Federal Inland Revenue Service (FIRS).

In addition to PPT, the Federal Government’s spending power got boosted with N751.5 billion which companies paid as income tax.

Details show that in the month of January, companies paid N80.609billion as income tax; while in February, the Federal Inland Revenue swelled the Federal Government’s purse with N56.488billion it collected as companies’ income tax.

Further checks show that in March, N58.121billion was collected from companies as income tax; in April, no fewer than N60.559billion was collected from companies as income tax; in May, N280.63billion was collected by the FIRS from companies as income tax; while in June, N215.06billion was paid by companies as income tax.

Companies income tax (CIT) applies to all companies incorporated in Nigeria, with the exception of companies engaged in petroleum operations; and all non-resident (foreign) companies that earn or derive income from Nigeria.

In addition, its applies to all organisations limited by guarantee (institutions of public character or charitable organisations) engaged in profit making activities, other than the promotion of their primary objects; and the liquidator, receiver, or agent of liquidator or receiver of any taxable company or organisation.

Some time ago, at the FIRS regional enlarged management meeting (REMM) held in Lagos, Kabir Mashi, acting executive chairman, Federal Inland Revenue Service (FIRS), insisted on its staff raising the ante in tax revenue collection, saying that such increase would help to narrow the gap between the tax revenue collection and Nigeria’s Gross Domestic Product (GDP).

Also, the Federal Government raked-in in excess of N406.14billion as Value Added Tax (VAT) in the period under review. This includes: Nigeria Customs Service –import VAT, and non-import VAT.

A monthly breakdown shows that in January, N78.773billion went to government coffers as VAT; in February, it was N66.801billion; while in March, N63.307billion was collected as VAT by FIRS.

Value Added Tax is subjected to any individual, corporation sole, group, corporate body or organisation that consumes, buys, procures or imports taxable goods or services. During direct sales or open market transactions, the buyer or consumer of taxable goods pays the tax to the seller, along with the cost of the goods or services bought.

In April 2014, the FIRS collected N65.43billion as VAT; in May, N65.415billion came into the Federal Government’s revenue basket as VAT; while in June, VAT collected rose to N66.414billion.

In pursuance of the primary objective of saving our great nation from total collapse, I, Major-General Muhammadu Buhari of the Nigerian army have, after due consultation amongst the services of the armed forces, been formally invested with the authority of the Head of the Federal Military Government and the Commander-in-Chief of the armed forces of the Federal Republic of Nigeria. It is with humility and a deep sense of responsibility that I accept this challenge and call to national duty.

As you must have heard in the previous announcement, the constitution of the Federal Republic of Nigeria (1979) has been suspended, except those sections of it which are exempted in the constitution. The change became necessary in order to put an end to the serious economic predicament and the crisis of confidence now afflicting our nation. Consequently, the Nigerian armed forces have constituted themselves into a Federal Military Government comprising of a Supreme Military Council, a National Council of States, a Federal Executive Council at the centre and State Executive Councils to be presided over by military governors in each of the states of the federation. Members of these councils will be announced soon. The last Federal Military Government drew up a programme with the aim of handing over political power to the civilians in 1979. This programme as you all know, was implemented to the letter. The 1979 constitution was promulgated.
However, little did the military realise that the political leadership of the second republic will circumvent most of the checks and balances in the constitution and bring the present state of general insecurity. The premium on political power became so exceedingly high that political contestants regarded victory at elections as a matter of life and death struggle and were determined to capture or retain power by all means. It is true that there is a worldwide economic recession.

However, in the case of Nigeria, its impact was aggravated by mismanagement. We believe the appropriate government agencies have good advice but the leadership disregarded their advice. The situation could have been avoided if the legislators were alive to their constitutional responsibilities; Instead, the legislators were preoccupied with determining their salary scales, fringe benefit and unnecessary foreign travels, et al, which took no account of the state of the economy and the welfare of the people they represented.

As a result of our inability to cultivate financial discipline and prudent management of the economy, we have come to depend largely on internal and external borrowing to execute government projects with attendant domestic pressure and soaring external debts, thus aggravating the propensity of the outgoing civilian administration to mismanaged our financial resources. Nigeria was already condemned perpetually with the twin problem of heavy budget deficits and weak balance of payments position, with the prospect of building a virile and viable economy.

The last general election was anything but free and fair. The only political parties that could complain of election rigging are those parties that lacked the resources to rig. There is ample evidence that rigging and thuggery were relative to the resources available to the parties. This conclusively proved to us that the parties have not developed confidence in the presidential system of government on which the nation invested so much material and human resources. While corruption and indiscipline have been associated with our state of under-development, these two evils in our body politics have attained unprecedented height in the past few years. The corrupt, inept and insensitive leadership in the last four years has been the source of immorality and impropriety in our society.

Since what happens in any society is largely a reflection of the leadership of that society, we deplore corruption in all its facets. This government will not tolerate kick-backs, inflation of contracts and over-invoicing of imports etc. Nor will it condone forgery, fraud, embezzlement, misuse and abuse of office and illegal dealings in foreign exchange and smuggling. Arson has been used to cover up fraudulent acts in public institutions. I am referring to the fire incidents that gutted the P&T buildings in Lagos, the Anambra State Broadcasting Corporation, the Republic Building at Marina, the Federal Ministry of Education, the Federal Capital Development Authority Accounts at Abuja and the NET Building. Most of these fire incidents occurred at a time when Nigerians were being apprehensive of the frequency of fraud scandals and the government incapacity to deal with them. Corruption has become so pervasive and intractable that a whole ministry has been created to stem it.

Fellow Nigerians, this indeed is the moment of truth. My colleagues and I – the Supreme Military Council, must be frank enough to acknowledge the fact that at the moment, an accurate picture of the financial position is yet to be determined. We have no doubt that the situation is bad enough. In spite of all this, every effort will be made to ensure that the difficult and degrading conditions under which we are living are eliminated. Let no one however be deceived that workers who have not received their salaries in the past eight or so months will receive such salaries within today or tomorrow or that hospitals which have been without drugs for months will be provided with enough immediately. We are determined that with the help of God we shall do our best to settle genuine payments to which government is committed, including backlog of workers’ salaries after scrutiny.

We are confident and we assure you that even in the face of the global recession, and the seemingly gloomy financial future, given prudent management of Nigeria’s existing financial resources and our determination to substantially reduce and eventually nail down rises in budgetary deficits and weak balance of payments position. The Federal Military Government will reappraise policies with a view to paying greater attention to the following areas: The economy will be given a new impetus and better sense of direction. Corrupt officials and their agents will be brought to book.

In view of the drought that affected most parts of the country, the federal government will, with the available resources, import food stuffs to supplement the shortfalls suffered in the last harvest. Our foreign policy will both be dynamic and realistic. Africa will of course continue to be the centre piece of our foreign policy. The morale and combat readiness of the armed forces will be given high priority. Officers and men with high personal and professional integrity will have nothing to fear.

The Chief Justice of Nigeria and all other holders of judiciary appointments within the federation can continue in their appointments and the judiciary shall continue to function under existing laws subject to such exceptions as may be decreed from time to time by the Federal Military Government. All holders of appointments in the civil service, the police and the National Security Organisation shall continue to exercise their functions in the normal way subject to changes that may be introduced by the Federal Military Government.

All those chairmen and members of statutory corporations, parastatals and other executive departments are hereby relieved of their appointments with immediate effect.

The Federal Military Government will maintain and strengthen existing diplomatic relations with other states and with international organisations and institutions such as the Organisation of African Unity, the United Nations and its organs, Organisation of Petroleum Exporting Countries, ECOWAS and the Commonwealth etc. The Federal Military Government will honour and respect all treaties and obligations entered into by the previous government and we hope that such nations and bodies will reciprocate this gesture by respecting our country’s territorial integrity and sovereignty.

Fellow Nigerians, finally, we have dutifully intervened to save this nation from imminent collapse. We therefore expect all Nigerians, including those who participated directly or indirectly in bringing the nation to this present predicament, to cooperate with us. This generation of Nigerians, and indeed future generations, have no country other than Nigeria. We shall remain here and salvage it together.May God bless us all. Good morning.

Anybody responsible for ousting a democratic regime, like Buahri should never be allowed to ascend into power in this country. Compared to Buhari 18 months in power, Shagari ran a more peaceful, balance and prosperous country. Buhari was the beginning of 16 years of military madness. Nigerians owe it to themselves to continuously reject this unrepentant man.

It appears Australian hostage negotiator Dennis Stephen isn't done making outrageous and some would say 'eye-opening' claims. MOBJECTIVE: I disagree. Lagos is working hard at their education. If your assumption were correct then Abuja would have performed just as well as the eastern states because of it's own Igbo population.

The team which worked in Lagos including WHO, American and German groups are presently in Port Harcourt. The Ebola Response Team is the same all over Nigeria. The Federal Government and states are working as one under the leadership of the minister.

Olu Ibukun Koye is the name of the diplomat who after making contact with the Liberian diplomat Sawyer slipped into Port Harcourt to be treated by Ike Enemuo, a doctor from Sam Steel Hospital on East-West Road at his hotel. Then he returned to Lagos. Apparently Enemuo was aware that Kuye was infected and even tried to decontaminate the place after treatment.

Enemuo was treated at Green Heart hospital in GRA. The doctor was deceived by Enemuo. After Enemuo died, he was taken to UPTH. On hearing of his death, Kuye then made a confession about his trip to Port Harcourt.

About 160 people who suspected to have made contact with Enemuo have been put under observation but only his wife has shown symptoms of the disease. Contacts are not patients.

According to Parker, all the facility to contain the disease has been assembled in the state including experienced experts from all over the world. The state is ready for any eventuality.

Healthy persons do not transmit the virus.

The Zenith ICTC Center on Aba Rd is currently the administration center and the hospitals involved, the Enemuo home and the UPTH mortuary are being decontaminated.

I'm ashamed at Imo's position. We're not supposed to be under APC. I'm worried that this worthless stipend is causing kids to go to school thinking about money and not their studies.




Anambra needs to be studied. It's not that it's the best, it's the best by an almost 10% margin, the widest gap between two states[/b], so obviously something unique is happening here. Normally Anambra is #1, but with a smaller margin. I'm willing to say that this is due to [b]Peter Obi handing the schools back to the churches and taking the government's hands out of educational affairs. I bet the bulk of the failed students there came from abandoned federal schools.
I would agree, with the bold in your comment, then, you have Edo and bayelsa states, with very strong government support, doing very well too.
