The identity of the "they" and their objectives is under the "conspiracy theory" meme tag by cynics, which you're likely to be one. So, it's pointless trying to go into details about their identity or identities with a dye in the wool cynic for now.

The Russian's vaccine is not mRNA based. So it is safe to assume majority of their leaders and pharmaceuticals mean well for the people.
Same may not be said for the Chinese as powerful Western billionaires funds and controls their pharmaceutical industries.
The Sinovax is the dangerous mRNA based as the danger is confirmed by the inventor of the mRNA jab, R. Malone.
I don't believe there is any intentional hoarding of vaccine to Africa as some of the MSM may want some people to believe. I believe the right word is general 'indifference' by the Western powers.
The "they" are quite aware that majority of Africans will refuse the vaccine for one reason or another. So, they will try to cut their financial and logistical cost needed to store and transport some hundreds of millions or more of these jabs to Africa.

“In addition to that, there’s a little infectious bump that kids get called molluscum contagiosum,” Cole says. “What do you need to keep that in check? You need CD8 killer T cells. I am seeing a 20 times increase in individuals over the age of 50 of this little bump and rash.”

“It’s innocuous, but what it tells me is the immune status of these individuals who have gotten the shot. We’re literally weakening the immune system of these individuals.”

“I’m seeing invasive melanomas in younger patients. Normally we catch those early and they’re thin melanomas. I’m seeing thick melanomas skyrocketing in the last month or two.”
