Prominent Nigerian broadcasters, Africa Independent Television (AIT) and Channels Television, have both issued apologies to the Department of State Services (DSS) over their coverage of the recent events at the Lagos State House of Assembly.

On Monday, February 17, 2025, AIT broadcast a news item reporting the presence of DSS operatives at the Lagos State House of Assembly. However, the station has since acknowledged that aspects of the report may have been incomplete and could have misrepresented the agency’s presence.

In an official statement, AIT stated:
“AIT News wishes to apologise to the Department of State Services, DSS, for the news item broadcast during our bulletin on Monday, 17th February 2025, regarding the presence of DSS officers at the Lagos State House of Assembly. Our intention was not to malign or embarrass the DSS, an institution we hold in the highest regard for its critical role in safeguarding our nation.

“Our reporting was based on eyewitness accounts and information obtained from sources at the Lagos State House of Assembly. However, we recognise that the report may have been incomplete and unintentionally misrepresented the service and the presence at the State House of Assembly. We hereby regret any embarrassment this may have caused.”

Similarly, during an interview on Channels Television, former DSS Director, Mohammed Ngoshe, addressed the matter, suggesting that the press may have been too quick to label the DSS presence at the Assembly as an “invasion.”

“It’s maybe the work of the press,” Ngoshe remarked. “I think the press jumped to a very hasty conclusion to begin to give it names such as invasion, it was this, it was that.”

Seun, a Channels TV host, also acknowledged the mischaracterization of the DSS’s role at the Assembly. He noted that subsequent revelations confirmed that the Lagos Assembly Clerk had indeed requested DSS protection.

“If you look at the video, it was made to appear as though the lawmakers were fighting to get inside and they were shocked that DSS was there,” Seun explained. “And I think it’s right to apologise to the service to say, I mean, the use of invasion might not be the right word to use.”

Further clarifying the legal authority of the DSS, Seun stated:
“You know, clearly you’re stating, and from what we even understand, that DSS has the power under the law to move into any place as they deem fit. Is that right?”

In response, Ngoshe expressed appreciation for the clarification and the acknowledgment of the DSS’s role, while also calling for official apologies to be communicated directly to the agency.

“I hope the apologies will be carried to the DSS officially. Because we need to stop some of those things,” he stated.

The interview ended on a note of appreciation for the dedication of security personnel across Nigeria, with Seun commending officers for their service to the nation.

“We care, and we love, and we respect, and we salute your bravery, wherever you may be,” he said. “You might be in the interiors of Adamawa, or Borno State, or Benue, or in fact in Ekiti State, or Kwara, or in fact in Akwa Ibom, wherever you may be in the country, protecting the peoples of this country, we salute you tonight. Well done.”

The apologies from AIT and Channels TV mark a significant step in addressing concerns over media coverage of security operations, emphasizing the need for accuracy in reporting events involving national security institutions.

The Department of State Service (DSS) has threatened legal action against DAAR Communications Plc, owners of African Independent Television (AIT), and Channels Television for running news stories that their operatives, on Monday, invaded the Lagos State House of Assembly.

In a letter dated February 17, 2025, the DSS, through its lawyer, Chief Ayodeji Adedipe, SAN, demanded a retraction of the story and apologies from both television stations, stressing that the stories portrayed the Service in bad light.

Entitled "False, Defamatory andalicious Publication Concerning the State Security Service (aka DSS) Regarding Their Presence at the Lagos State House of Assembly on Monday February 17, 2025," the Service demanded retraction of the story and apology.

Should the media houses fail to within seven days of the receipt of their letter run apologies in their respective news channels five times a day for three days running, said the senior lawyer, the DSS would be faced with no option than seek redress in court.

According to counsel, even when it was clear that fears were rife that hoodlums could attack the lawmakers, and the Clerk of the Assembly consequently invited the DSS and police to help secure the Assembly, the media houses still went ahead to run reports that their operatives invaded the Assembly Gestapo style.

Recall that the DSS had in October 2024 withdrawn charges against OrderPaper and nine of its staff members, after they publicly apologized for publishing false information about the DSS invading the National Assembly to back a purported plot to remove Senate President Godswill Akpabio from office.

A coalition of Civil Society Organisations (CSOs) with operational areas in different states of Nigeria has alerted President to what it alleged to be a fraudulent process in the process of appointing a new Accountant-General of the Federation, as being undertaken by the Office of the Head of Civil of the Federation.

Addressing a press conference in Abuja on Monday, the coalition led by Emmanuel Fatemen, said it had written a letter to Tinubu in which it. also alleged that the process had been hijacked by influential members of opposition parties against the President.

While commending President Tinubu for his “competence, credibility, transparency and integrity”, in selecting appointees for various offices, Fateman, who led other members of the coalition to conference, urged the President to urgently intervene and restore transparency to the process .

According to the statement read on behalf of the group by Fateman, President Tinubu was urged to invite all those who applied for and wrote the selection examinations for the AGF position, so that he can interact one and one with them to see that the best were not those presented as having passed the examination.

The statement said: “The essence of this letter is to bring to your Excellency's knowledge our dissatisfaction with respect to the controversy and illegality rocking and/or surrounding the appointment of an Accountant-General of the Federation upon the retirement of the incumbent occupant.

“Your Excellency, sir, on the 11th February, 2025, edition of the Daily Trust Newspaper, the Head of the Civil Service of the Federal (HCSF), Mrs. Didi Esther Walson-Jack issued a statement wherein she informed Nigerians that the Federal Government has begun the process of appointing a new Accountant-General of the Federation (AGF) and two Federal Permanent Secretaries, following the approval of your excellency.

“In the same statement Sir, the Head of the Civil Service of the Federation also emphasised that the appointment will adhere to a structured, transparent and merit-driven process to ensure only qualified and competent individuals are selected.

“However, it is our observation that the assurances given by the Honouarable Head of the Civil Service of the Federation are greatly and unequivocally in doubt, and we humbly make the following recommendations to Your Excellency:

“Firstly, the appointment of persons into the position of the Accountant-General of the Federation (AGF) should not be based on recommendation by Godfathers or favouritism. This is because anyone who has the power to recommend another for appointment into a position must as a matter of necessity have influence over that other person.
This is in line with the African adage that – “he who pays the piper dictates the tone”. Rather, it is our recommendation that the appointment be based on competence and previous or past records.

“Secondly, the appointment process had been marred with irregularity, fraud, favouritism and undue influence. The examination process was not fair and transparent at all, as the best candidates had not been invited to the next stage, and proper vetting of the candidates by the appropriate agencies were not done.

“To ascertain these assertions and allegations, it is our recommendation that his Excellency invite all those who applied for and wrote the selection examinations so the president can interact one and one with them to see that the best were not those presented as having passed the examination. This will enable His Excellency to see firsthand the most competent candidate for that position.

“Thirdly, the appointment process had been hijacked by members of the opposition parties, who have no interest in success of this administration. His Excellency should look into this very vital point, as allowing this appointment process to continue undisturbed, uncontrolled and unrestricted in the hands of members of the oppositions might be detrimental to the political chances of His Excellency in 2027 and limit the chances of His Excellency’s success in the next general elections in 2027.

“His Excellency Sir, as an offshoot of the aforementioned genuine and concerned reasons, it is our humble plea that you cancel the entire appointment process to the office of the Accountant-General of the Federation, and issue a directive to the Head of the Civil Service of the Federation to halt the entire process, and put a stop to further examination and/or interviews until further notice, when a more transparent and credible process will be used.”

Contrary to reports by a section of the media that Department of State Services (DSS) officers stormed the Lagos State House of Assembly, sealing offices of the Speaker and his deputy, it was the Assembly that invited security agents to maintain order.

In a letter dated 14 February, 2025, the Assembly management told security agencies in Lagos that there was credible information that plans were afoot to forcefully reinstate the mpeached Speaker of the State Assembly on the 18th February, 2025.

This, noted the Assembly management, posed "a potential security threat to the Assembly and its members."

The letter, which bore reference number
LSHA/FAD/0/7554/323, was signed by the Acting Clerk of the Assembly, Mr. A. T. B. Ottun. It wa addressed to the DSS Director in the State, as well as the heads of other security agencies in Lagos State.

Entitied URGENT: ENHANCED SECURITY MEASURES FOR LSHA PREMISES, the Acting Clerk wrote: "I wish to bring to your attention a pressing matter that requires immediate action.

The letter was addressed to the
"The impeached Speaker of Lagos State House of Assembly plans to resume to office on the 18th of February, 2025 as
the Speaker, posing a potential security threat to the Assembly and
its members.

"In light of this situation," continued the Clerk, "we kindly request that you take necessary measures to fortify the security of the Assembly premises
with effect from Sunday 16* February, 2025 by increasing the presence
of your Men and as well observe a strict access control within and
outside the Assembly premises till further notice."

He concluded this, "we look forward to your prompt attention Sir. Thank you."

A former Director at the Department of State Security Services (DSS), Mike Ejiofor in this interview speaks on the appointment of the first female Deputy Director General of DSS and how her appointment will lead to career growth, sets agenda for the agency in 2025, among others. Here are the excerpts:

What are your thoughts about the appointment of Folashade Adekaiyaoja as the Deputy Director DSS?

I want to thank Mr. President for his landmark appointment. I also thank the National Security Adviser (NSA) for taking the initiative to make this recommendation. First of all in the extant rule establishing the security service, the position of Deputy Director General has been there but for whatever reason nobody has taken the bull by the horn to implement it. I think it was only the DG before the last one that tried to expand the last structure to get to the Assistant DG, most of the officers see themselves as director being there for eight years and more because there is no more progression for you. But when this DDG rank was expanded just like you have in other security services, like in the police you have the Assistant Inspector General, DeputyInspector General. The same thing in civil defence or immigration and the rest of them. So, it is only in DSSthat we don’t follow that structure. Having done that it is very motivational because it inspires the staff. You have expansion at the top because the top was too heavy because there was no room for expansion. What happens is that you have an Assistant Director General. There is a position for two Deputy Director General but presently it is only one that is the most senior that is qualified to be appointed the deputyDirector General. These are purely administrative issues in the state security service. I have been inundated with calls. The DG DSS in his usual way wouldn’t want to expose such things in the press. It is my duty as I have always done to at least enlighten the members of the public, because people will begin to have different interpretations. The new DDG that has been appointed, is the most senior and the only one qualified for now to be appointed DDG. There is still provision for expansion for the appointment of another Deputy Director General. I think the DGshould take the initiative to also make such appointments. What does it do for the service in general? I will tell you that it calls for celebration even among retired staff. Remember that the President also appointed this DG from within the service, so he knows the challenges within the service unlike previous ones appointed as either retired people or people from outside to head the service. So, this is very inspirational and I can tell you that feelers from the service indicate that people are very happy. You know that when you are talking of gender sensitivity, for her to be lucky to be appointed at this particular time it tells a lot about professionalism as promised through the NSA by the president that he would make sure that there is professionalism in the service and there is need for us to tackle our challenges. You can see that the staff willbecome very productive in terms of. He has come out with a lot of welfare packages. There is so much he has to do and he needs our support and he needs encouragement from Nigerians to assist the agency to collect information which willhelp us to fight insecurity. So it is a welcome development.

It is a welcome development especial in the area of gender sensitivity, so many people are celebrating that, how do you clarify a point of conversation that has emerged in the public space, people are saying that her appointment has raised some concerns about federal character, though she came from Kogi state but she is Yoruba, people are saying how can the DG and the DDG be both Yoruba, please clarify that?

That is a very interesting question because I have received some calls where people have questioned, why should it be Yoruba? First of all Kogi is in North Central, Kogi is not in the South West. The DG is from the South West, besides like I explained she is the most senior and most qualified. So, you don’t bring politics into the service. In terms of appointments of state directors, DDGs and directors, yes we observe federal character appointments but you know that you cannot strictly follow character appointments over competence and capacity in a service like this. But for now by providence she is the most senior and only one qualified now to be appointed DDG. So, there is no problem about that. I think it is one of the reasons that made me say that apart it is God that has put her there. It is her luck and it is divine that she is there now. She is a woman and she is the most senior qualified to be appointed DDG for now.

Part of this appointment, beyond being celebrated as the first woman to occupy that position, is the president’s desire to make the agency more efficient. He started by thanking and congratulating the president for this appointment, what are the other things that must be done to make the agency more efficient?

I am a pensioner from the service, since the current DG came in my pension has been enhanced. How we did it, I don’t know. Welfare if staff is paramount in his pragmatic approach to motivating the staff. Promotions are being released. In fact it is not in my position to begin to discuss certain issues on air because this is a covered organisation and he has come out plan to say that his operation will now be covered, and can tell you that he has within this short period he has motivated staff in terms of training, in terms of welfare, in terms of promotion. A lot of innovations are coming in and the staff are very happy. The retired people are also happy with him. He has brought a lot of innovations and besides welfare of staff and motivation of staff, you can see a lot of collaboration and synergy between the other agencies which is what is helping us in achieving the result that we are achieving now. When he was appointed the president did emphasize that there was a need for all the agencies to synergize and work together. I am also in touch with some of the service chiefs who have confirmed that this is a different DG from what we used to have. We need to encourage him to do more for the staff and for the country.

If the organisation is a covered one like said. Some people are saying whether it is necessary to publicize these appointments, in view of a new strategy to communicate the structure of the DSS?

The DSS didn’t issue any statement with regards to that. The President approved the appointment and it was released from the office of the NSA that such an appointment had been made. Mr Tosin Ajayi the DG DSS. It is good that people should know that there are some structural adjustments within the service. This is a landmark and it is a very strategic appointment that should not be swept under the carpet, but the DSSdidn’t issue any statement on that.

Beyond appointments as highlighted from the position of the DSS there is room for three deputy directors, how can those positions be completed so as to improve efficiency further so as to reduce the top heaviness of the agency?

You have virtually answered the question. With the creation of this Deputy Director General, it will call for expansion and accommodation of various groups in terms of federal character. Like I said earlier when you have these DDGs duly appointed, you will have one in charge of one in charge of administration, another one in charge of operations and I dint how the third one willbe but that will be purely administrative. What I will tell you is that this is a very welcome development that will encourage staff there will be career progression. When you get to a particular place and you are stunted, it doesn’t encourage you or when somebody from outside is brought to come and head. It doesn’t help career progression. I think that this expansion at the top will also encourage career progression, not a situation where you have only DG, you don’t have DeputyDirector General, you don’t have Assistant Director General. These are offices that have been created to encourage staff in their career progression. If the DG, Tosn Ajayi has been selfish he would have left it the way others did but because he believes if professionalising the service he had to expand to encourage people.

If you are to set a security agenda for 2025 what are the major things you would be looking at?

I think it is very critical that we assess our approach and don’t forget that the DG is new. He has been establishing contacts with the service commanders on the way forward. For me as a person we should prioritise the issue of our security challenges. There are some that are political, there are some that we will use kinetic and there are some that we will use non-kinetic approaches. For instance, we have achieved a lot of successes in the north east until recently when we started having some isolated cases. Look at the north west you have the issue of lakurawa. Since their inception you can agree with me that after their first initial appearance much has not been heard from hat lakurawa because of the activities of intelligence and security forces. When you come to the South East, I think that the government should take the initiative to have a political solution to the issue in the south east, especially the issue of unknown gunmen and Nnamdi Kanu. I willstrongly appeal to the government to use this opportunity to unconditionally release Nnamdi Kanu. Let us see because people are killing innocent people and claiming that they are fighting for Nnamdi Kanu, and Nnamdi Kanu has condemned this issue and has talked about sit-at-home that he is not in support of. How can you be fighting for a people and at the same time destroying their economy and their means of livelihood? I think the government should look at the issues and I am happy that the Federal Government budget has the largest budget in terms of security and defence and that shows you the much concern that the government is showing. I think it is not just budgeting there should be proper scrutiny and oversight function from the National assembly to ensure that monies meant for such budgets are used judiciously

A constitutional lawyer and Senior Advocate of Nigeria, SAN, Chief Mike Ahamba, has faulted calls for the removal from office of the People's Democratic Party (PDP) National Secretary, Sen. Samuel Anyanwu, saying Anyanwu didn't breach any part of the PDP constitution.

The senior lawyer advised those seeking Anyanwu's removal from office to, either wait for him to voluntarily resign, or wait for the Supreme Court to determine his appeal.

Leaders of the main opposition party have been at loggerheads since last year when Anyanwu clinched the party ticket to contest the Imo State governorship election. Some interest groups want him to, having gone to run for the governorship election, step down as national secretary.

However, speaking yesterday on the telephone, Ahamba said he had carefully studied the PDP constitution, and that there was nowhere in the document where a party officer seeking to contest an election is mandated to resign his party office.

According to the senior lawyer, Section 48 (1) of the PDP constitution expressly stated that a party officer who wins a general election may continue to hold the party office until he “assumes” the position of lawmaker, governor or president.

“I’m not only a senior member of the PDP, I’m a senior member of the legal profession. And once interpretation of law is concerned, I remove my garb of politics.

“Now, this issue that is causing trouble in the party, is covered by Section 48 (1) of our party, which states: 'Subject to the provisions of this Constitution, any member holding any office in the party at any level, shall be deemed to have resigned that office if he or she assumes any of the following offices; (I) Governor or Deputy Governor of a State," noted Ahamba.

He continued, “Samuel Anyanwu never assumed the office of Governor of Imo State. He only contested election there.. I’m not on any side of the divide; I’m just saying that this is what our constitution says.

"I’m waiting for how the Supreme Court will interpret it; that’s all I’m waiting for now. We don’t have any other Constitution (of PDP) from the one I know," remarked the SAN.

“They have to be patient to let the Supreme Court rule. I don’t like the way my party is coming with court proceedings," he declared

The United Nations Office on Drugs and Crime (UNODC) on Friday said drug trafficking generated an estimated 400 billion dollars annually in Sahel and Lake Chad Basin regions.

Ousmane Touré, (UNODC) Country Representative for Nigeria, disclosed this while speaking at the closing of a week-long meeting of the 5th Lake Chad Governors’ Forum in Maiduguri.

He said that the vast sum being generated by the illicit economies in the region was fueling a wide range of criminal activities, including arms smuggling, human trafficking and money laundering.

Peoples Democratic Party (PDP) stakeholders in the southeast Tuesday in Abuja unanimously nominated Hon. Chidibere Goodluck as National vice chairman for the zone to replace Mr. Ali Odefa who was recently sacked by a federal high court.

The stakeholders at the well-attendd meeting passed a vote of confidence on the party's national Secretary of PDP, Senator Samuel Nnaemeka Anyanwu over what they described as his commitment towards the growth of the party.

In moving the motion for Odefa's replacement, a former acting national secretary of the party, Hon. Onwe S. Onwe, who was seconded Hon Mrs. Okpo Franca Chinyere, both from Ebonyi State, noted that Chidibere Goodluck was a worthy replacement for Odefa.

Speaking on behalf of other stakeholders, Zonal Legal Adviser, Barr Ukpai Ukairo expressed confidence in what he said was the dedication and commitment of Senator Anyanwu to piloting the affairs of party, and vowed to support him until he serves out his tenure in December, 2025.

"Southeast PDP members are proud of the leadership of the NWC, especially our son, Senator Samuel Anyanwu. His contributions since he was elected at the last convention have surpassed what others before him put together. Senator Anyanwu has galvanized the party in the zone by positioning the Southeast on the part of success.” noted the zonal officer.

Reading the communique, Barr Ukairo noted that stakeholders, after reviewing the purpoted zonal meeting at the Enugu State Government House illegally convened by the expelled Ali Odefa, held that the Constitution of the meeting didn't follow due process and as such remained null, void and of no effect."

The Legal Adviser further maintained, “the zonal stakeholders after resolving amongst themselves in view of the forthcoming zonal congresses harmonized party positions among the five states in the zone, etc”

Stakeholders of the party in attendance were from Abia, Anambra, Ebonyi, Enugu and Imo states including national officers of the party from the zone.

Prominent leaders in attendance include; National Secretary of PDP, Senator Samuel Anyanwu, Barr Okechukwu Osuoha, Chief Maxwell, Rt Hon. Onwe S. Onwe, Rt Hon Emeka Maduagwu, Hon Greg Egu, Hon John Kay, Rt Hon Jones Onyereri , State party Chairmen of Abia, Hon Amah, Imo, Rt Hon Austin Nwachukwu, zonal working committee members, Hon Emeka Okeke, newly nominated National Vice Chairman, Hon Chidebere Goodluck, and Hon Francis Kanu.

The leadership crisis rocking the main opposition political party, People's Democratic Party (PDP) is showing no signs of abating as top party sources hinted that the National Secretary, Senator Samuel Anyanwu, will resume work today at the party's national secretariat in Abuja.

The Court of Appeal, Enugu Division, had on December 20, 2024, affirmed the nomination of former PDP National Youth Leader, Sunday Ude-Okoye, as replacement for Senator Samuel Anyanwu as national secretary.

On the heels of Anyanwu emerging the PDP governorship candidate in Imo State, the south-east chapter of the party, in a curious move alien to the PDP constitution, nominated Ude-Okoye as his replacement.

At least two PDP Governors, national publicity secretary, Barrister Debo Ologunagba, as well as chairman of the party's Board of Trustees, Senator Adolphus Wabara, are reportedly leading the charge to remove Anyanwu.

Checks revealed thst no part of the PDP Constitution compels any of its officers vying for non-party political office, to resign his party position.

Before Anyanwu, several serving PDP officers had contested for other political offices without resigning their party position. For instance, under Ologunagba's watch, his deputy, Ibrahim Abdullahi, contested for the PDP guber ticket in Kebbi State, and is back in office without Ologunagba or any other party officer calling for his removal.

Several legal experts said Anyanwu's decision to resume office is in order, having filed a stay of execution and an appeal before the Supreme Court.

"The general rule is that when an application for a stay of execution has been filed and is pending, the judgment cannot be enforced until the application is determined," said a senior lawyer who did not want his name in print.

Citing the case of OGBUNYANWA V. OKUDO (2013) LPELR-20815(CA), he noted, "once an application for stay of execution is filed and pending, it operates as a bar to the execution of the judgment, pending the determination of the application."

The senior lawyer expressed surprise that the party's national publicity Secretary, Debo Ologunagba, himself a lawyer, would be calling for the national secretary's ouster when an application for a stay of execution of the Court of Appeal's judgement is before the Supreme Court.

He said, "I think the PDP spokesman's position is personal and borne out of mischief. In fact, a case of sour grapes. He can't feign ignorance of the fact that in the case of AG FEDERATION V. S. P. D. C. NIG. LTD. (2014) LPELR-23143(SC), the Supreme Court held that 'where an application for stay of execution is pending, the judgment creditor is restrained from executing the judgment until the application is determined'".

The lawyer noted that even though there are rare exceptions to this general rule, including when judgment grants leave for execution pending appeal, or if the application for stay of execution is deemed abandoned or withdrawn, the judgment can still be enforced, he, however, noted that the PDP case is different.

A PDP chieftain wondered aloud why Debo Ologunagba and Adolphus Wabara didn't advise Governors Caleb Mutfwang of Plateau and his Zamfara State colleague, Dauda Lawal, to quit after the Court of Appeal sacked them, but addressed press conferences affirming the right of both PDP governors to challenge their removal at the Supreme Court.

"Governors Caleb Mutfwang and Dauda Lawal successfully challenged their removal at the Supreme Court and are today one of our best governors," noted the PDP chieftain, adding, "had they slept on their right to challenge their removal up to the Supreme Court, Professor Nentawe Yilwatda and Hon. Bello Matawalle would have been governors of Plateau and Zamfara, respectively today," he declared.

Operatives of the Department of State Services (DSS) have nabbed the man behind the recent cloning of its website in which a notice was placed to falsely inform Nigerians that the agency was recruiting.

32 year-old Sylvester Victor Augustus, a native of Abak Local Government Area in Akwa-Ibom State, was tracked and arrested by DSS operatives on Thursday at his residence on Akpan Eno Lane in Abak, Abak LGA.

He claimed to be a graduate of the University of Uyo (UNIUYO), a blogger and content creator.

Augustus had cloned the DSS website on which he created a fake online recruitment notice, apparently with the intent of defrauding unsuspecting members of the public.

The DSS had promptly tagged the post "fake" and cautioned members of the public not to fall victim to the antics of fraudsters.

He will soon be arraigned in court.

In continuation of the onslaught against terrorism, Department of State Services (DSS) operatives on Monday launched a major offensive on AK-47 wielding bandits on motorcycles terrorizing and looting shops in Rafi Local Government Area (LGA) of Niger State, killing many of them and seizing their cache of weapons and motorcycles.

This is the second major offensive by the DSS against bandits terrorizing residents of the state in less than a week, having neutralized three bandits last Friday in Dogon Dawa, Mairiga LGA of the state.

Three weeks ago, in the Janyau Fulani Area in Gusau, Gusau-Kaura Namoda Road, in Zamfara State, as well as in Dalori quarters, Maiduguri, Borno State, DSS operatives apprehended notorious bandits terrorizing parts of the Northeast and Northwest.

A highly-placed security source told THISDAY that the bandits in Niger State, who had recently attacked Uregi village in Rafi LGA, gathered for a meeting when DSS operatives, who had kept them under surveillance, launched the attack. Three DSS operatives were injured during the attack, but are responding to medical treatment, the source added.

The security source linked what he said was the mproved security witnessed at Yuletide to several covet operations by the DSS, especially in the Southeast. The source, who is a military officer, commended the new DSS leadership for what he described as "increased synergy", saying prompt intelligence sharing with the military and other security agencies has helped to improve the security situation across the country.

"For instance, it might interest to note that before Christmas, the DSS identified several IPOB (Indigeneous People's of Biafra) and their ESN (Eastern Security Network) camps in several parts of the southeast states.

"Collaborating with the DSS, we surgically dealt with IPOB and ESN leaders who were terrorizing residents of the Southeast. With the DSS, we were able to clear IPOB/ESN strongholds in Orsu, Oru East, Oru West and Orlu LGA in Imo State where several AK47 weapons and IED making materials and shrines were destroyed.

"In Enugu, the DSS led the operation to clear the Imilike Agu forest in Udenu LGA where several weapons of different calibres were destroyed, and a large number of IPOB /ESN commanders neutralized. Several of such operations also took place in Abia, Anambra and Ebonyi States, " added the source, stressing, "that was why people in the southeast were, for the first time in several years, able to celebrate Yuletide in peace."

A chief magistrate court sitting in Kaduna on Tuesday ordered the remand in the Nigerian Correctional Centre, Kaduna, of self-styled activist and public commentator, Shehu Mahdi.

Mahdi was arrested a few days ago by officers of the Department of State Services (DSS) after he rebuffed pleas to pull down inciting videos he posted online claiming that President Bola Tinubu granted France the approval to set up a military base in northern Nigeria.

Mahdi's narrative came on the heels of a related claim by the military leader of Niger Republic, Abdourahamane Tchiani, that France set up a military base in northern Nigeria. Shehu Mahdi blamed President Bola Tinubu for endorsing the deal in a viral tweet.

The National Security Adviser (NSA) Mallam Nuhu Ribadu, as well as the Minister of Information and National Orientation, Alhaji Mohammed Idris, swiftly punctured the narrative of the Nigerien military leader as false.

On Tuesday, the DSS arraigned Mahdi before Magistrate Abubakar Lamido on two-count charge of conspiracy, aiding and abetting terrorism, which the agency said is contrary to Section 26 (2)(3) of the Terrorism (Prevention & Prohibition) Act, 2022 and Inciting Public Disturbances Contrary to Section 78 of the Penal Code Law of Kaduna State, 2017.

In his ruling, Magistrate Lamido held that Mahdi remain in a correctional facility in Kaduna until January 14, 2025, for further hearing on the matter.

The video clips posted by Mahdi have since been fact-checked by several media organizations, including Daily Trust and The Cable, and found to be 2013 video footages of Nigerian soldiers at Bamako Airportthei, Mali, uring their deployment for an African Union Peace Keeping Mission in Northern Mali.

Kaduna-based civil rights activist, Dr Mahdi Shehu, has been arrested by the Department of State Services, DSS, for the circulation of a video about the establishment of a French military base in Nigeria.

THE CONCLAVE reports that DSS operatives arrested Mahdi in Kaduna on Sunday night.

The Service has perfected plans to arraign him on Monday [December 30, 2024] morning.

Mahdi’s alleged offence was the circulation of a video, which was orchestrated, according to security sources, to embarrass the country and instigate crisis.

The video in question contained a false narrative about the establishment of the French military base in Borno State consequent upon the approval of President Bola Tinubu.

Mahdi’s arrest was largely motivated by the false and inflammatory nature of the offensive content of the video.

The DSS, as learnt, went after Mahdi for deliberately going ahead to circulate the offensive video despite swift refutal by the Minister of information Mohammed Idris and the Chief of Defence Staff, General Chris Musa that no foreign country had a military base in Nigeria.

One of the issues that rendered Mahdi’s video tenuous was the footage of a military officer who retired in 2016.

The video was passed off as a 2024 clip of Nigerian military officials at the French military base.

Madhi’s video has now been removed from his social media handles.

But this was after it had reinforced the position of the Nigerien military leader, General Abdourahamane Tchiani that France was set to destabilise his country from the military base operating from Borno State.

That claim was dismissed by Nigeria as unfounded.

Recall that Mahdi has characteristically been creating mischief in the Nigerian polity.

In a February 10, 2024 report by Daily Trust, erstwhile Attorney-General of the Federation and Minister of Justice, Abubakar Malami, a Senior Advocate of Nigeria (SAN), had explained that a whistleblower, apparently referring to Mahdi Shehu, was arrested for attempted extortion.

According to reports, Shehu’s claim through his lawyer, Mohammed Abubakar, that he was arrested in Abuja for calling on President Bola Tinubu to probe former President Muhammadu Buhari and some of his top officials.

A statement from Malami’s firm signed by A.A. Sherif, a lawyer, alleged that Shehu was arrested in Kaduna when he tried to take advantage of his wife, Aisha, for a sum of $500,000.

While Sheriff rejected the activist’s accusations, he disclosed that the suspect was apprehended for charges related to engaging in extortion, criminal intimidation and attempting to deceive a syndicate through the use of GSM numbers and email addresses to acquire money by deceptive means.

“Our attention has been drawn to the above press statement made on February 7, 2024, as well as that of January 2024; and we, as solicitors to Mr Abubakar Malami, SAN, and his family, noted with grave concern that the press statement is not correct, misleading, malicious and a gross misrepresentation of the facts leading to the arrest. Therefore, we write to set the record straight for the benefit of the public. Without prejudice to the police investigation that is ongoing, the facts relate to the complaint/petition which we wrote to the Inspector-General of Police on allegations bothering on extortion, criminal intimidation and an attempt to obtain money by pretence against a syndicate using GSM numbers and email addresses,” the letter reads.

At least three notorious bandits were on Friday night neutralized in Dogon Dawa, Mairiga Local Government Area (LGA) of Niger State, following a well-cordinated ambush by officers of the Department of State Services (DSS).

During the attack, several other bandits fled into the bushes with bullet wounds, while the DSS operatives recovered three AK-47 rifles and three motorcycles from the fleeing bandits.

Security sources said Friday's ambush by the DSS was the result of weeks of intelligence gathering and the interception and analysis of communication amongst the bandits by the DSS.

According to the sources, the operation was one of the several daring operations carried out by the DSS in the Northwest and Northeast, leading to the neutralizing or capture of several bandits terrorizing innocents in the zones.

The DSS have also led several successful operations against the outlawed Indigenous Peoples of Biafra (IPOB) in the Southeast, added the sources.

The intelligence gathered by the DSS, added the security sources, have greatly assisted the military and other security agencies in neutralizing or capturing several terrorists in many parts of the country.

According to the sources, the DSS have, since President Bola Ahmed Tinubu appointed Mr. Tosin Ajayi Director-General, ramped up intelligence gathering, and have been generous with sharing such intelligence with the military and other security agencies.

The ramping up of such intelligence by the DSS, and the sharing of such with the military and other sister security agencies, added the sources, have greatly helped in reducing the number of ambushes on military and other security personnel. It also led to the decimation of IPOB elements in the Southeast.

"The successes recorded by the DSS and the assistance they have lent us are just too enormous, especially since President Tinubu appointed a very capable man to head the DSS, " offered a military officer who chose to remain anonymous.

"I guess most of the successes recorded by the DSS are not being reported in the media because I guess the new DSS DG is sticking to his promise to revert to the covertness which was the hallmark of the DSS in its early years," said the military officer, adding, "but I can tell you that the DSS have really been greatly assisting us in the military."

As part of his security reforms, President Tinubu promised to support the DSS in using artificial intelligence combat insecurity in Nigeria.

The President made the promise at at the investiture ceremony of the National Institute for Security Studies (NISS) Executive Intelligence Management Course (EIMC) 17 graduates, in Abuja.

One bright afternoon, some years ago, I decided to make a quick stop at my favourite shoes-and-bags shop on Allen Avenue, Ikeja, Lagos. As I approached the shop, I noticed an armed guard at the entrance. He was carrying a familiar gun – the intimidating but innocent-looking big thing only a certain agency in Nigeria bears. Oh, a DSS (Department of Security Services) personnel was on the premises. A DSS guy shopping for his lady or a DSS lady taking time off to buy high heels and a nice clutch? I stepped in and lo and behold, testing a nice blue pair of eye-popper heels, was a DSS lady of note and record. Go on, guess all you want. I ain’t helping or telling.

Is this a story about high-heeled shoes? Nah. It’s a story about DSS, DSS guns, DSS and the Nigerian media and their tough marriage. So at this year’s conference of the International Press Institute (IPI), Nigeria’s chapter, I was looking forward to seeing dozens of the DSS ‘designer guns on display. Maybe I’d even get to touch one, I thought. And why not? The DSS chief, yeah, the Director-General of the DSS, Adeola Oluwatosin Ajayi was going to deliver a paper and I was on the panel that would discuss that paper. So I got to the venue early. Didn’t want those hard poker-faced- dudes getting there before me. But there was no gun in sight. What the heck? Was he standing us up, sending a rep? He came himself and when he did, the guns were still missing. Nobody was wearing a black shirt or an overall with bold DSS inscribed on it. What’s going on here?

When Mr Ajayi finally got on the podium (he, himself, looking like a bank CEO), he explained why the guns were out of sight. It was a long counselling session, the kind a wife gets even when she’s the one who woke the husband up with “Honey, we need to talk”. His topic was ‘Dissecting the frosty relationship between the Nigerian Media and Security Agencies. He read from no notes, speaking directly from his heart. His message was clear, delivered in stern terms and tone.

There’s no frosty relationship (I added ‘Honey’ in my head). The DSS is the DSS. It’s a security agency. It’s a secret police.

DSS protects its information

The media looks for information

Breaking news can break security

The choice of words the media uses can damage things.

The media throw ‘it’ out there. The DSS keeps it away from getting out.

So, how do these two people who are brought up differently, trained differently to live lovingly in their federally and nationally arranged marriage? even the Bible says two cannot work together except they agree. Wait, maybe that’s the key to the resolution. Agreement. For this marriage to work, the Media and DSS will have to agree on their differences and how to live with them.

Even if the DSS Chief insisted that there is no such thing as a frosty relationship between the newsroom and security, this couple still need to sit down and agree on the knotty issues. If a wife says it is not well and the husband says it is well, then we need to find out what’s in the well. If a husband says it is full and the wife says it is empty, we need to check the cup and look at why the two are seeing different things.

First, can the DSS be more open, and ….em… em perhaps unscrap the scrapped office of the DSS spokesperson. Wha-a-t? Tosin Ajayi almost blew something. A secret police with a spokesperson? How does that add up? The DSS is like a sacred masquerade or ‘Oro’. It does not talk anyhow everywhere. The DSS is like a circumspect Yoruba Oba, he must not eat in public. Ok, those are my words, my understanding of the seriousness of the situation. The media want answers, voices in their stories, operating within deadlines that must be met. How do we deliver our stories when DSS doesn’t want to be seen? Tosin Ajayi said all of that can be arranged without the office of the spokesman of DSS. Seriously? What changed? Well, I learnt that this new Sherrif is a thoroughbred secret cop who rose through the ranks, not a politician or political appointee who got lucky. No, Ajayi started as a rookie, and after three decades-plus of service, he’s here determined to restore the dignity of the service. The mask must stay on and the masquerade must stay in the grove unless there is reason for it to visit the people.

Do you see why this relationship is rocky, if not frosty? Journalists are excited by masks. They want to know who is behind the mask. What’s the mask made of and indeed what goes on in the grove? Why does the masquerade speak in a guttural voice? Does it have a cold or it just want to confuse the populace? Secrets and secret hunters can hardly ever be on the same page. That is why the innocent-looking DSS guns are out of sight and the bold DSS labels are now covered by long cloaks. Tosin Ajayi doesn’t want his men in our faces even when they are all over us. A masquerade who goes to the village market every day will soon lose his mask to little boys who would think he’s one of them and not a spirit.

That was why they were all dressed like bankers at the IPI Conference. But we, yes editors knew they were not one of us. I know they also knew we were not one of them. They did their thing and we did ours. Come to think of it wasn’t that what the new DSS Chief’s presentation was about?

Seriously, the media and the DSS both want the same thing, safe environment, safe nation. The two just use different routes to the market.

Different trainings, different ways of life for two different professionals expected to work together. Tough but doable.

The boss at the Yellow House comes across as a man who came into this job prepared. He knew the service he joined more than 30 years ago and he didn’t like the turn it took somewhere along the way. He’s a man on a mission, determined to keep the Secret in the State Service while maintaining a smart and smooth relationship with the newsroom.

The only way for this marriage to stay on the happily-ever-after lane is mutual respect and understanding of what each party brings to the table. I can still see the D-G, DSS in his impeccable suit as he told us to stop shaking the table. We’ll try, sir, but shaking the table is what we do. We’ll just try to do it within the ambits of the law, respect the space of the sacred grove and the New Sherrif’s masquerade.

The management of TIMADIX GEOMIN CONSULT LTD, a fully indigenous mining company in Nigeria, has strongly condemned the actions of the Nasarawa State Government, particularly the Commissioner of Environment, for unlawfully issuing mining licenses to Chinese nationals to operate on the same site where the company holds legitimate permits, licenses, and documentation.

In a statement issued on Monday, December 22, 2024, by Managing Director Tim Eldon, the company emphasized that it had fully complied with all legal requirements, including obtaining necessary licenses and permits from the Federal Ministry of Solid Minerals Development. Furthermore, TIMADIX reported to the Ministry in Nasarawa State and secured the required clearance to commence its legitimate mining operations in the region.

“We wish to inform the public and relevant stakeholders of the current situation regarding our mining activities in Nasarawa State,” said Eldon. “We have adhered to all legal stipulations, obtaining the requisite licenses and permits from the Federal Ministry of Solid Minerals Development. The actions of the Nasarawa State Government represent a direct violation of federal law, which places mining jurisdiction exclusively within the federal government’s authority.”

“Despite our compliance and contribution to local development, state officials have resorted to damaging our reputation by spreading misinformation and unfounded allegations. To counter these efforts and ensure transparency, we are compelled to publicly release all our licenses, including the Small-Scale Mining License (SSML 60269) and the Exploration License (EL 36528).” Eldon stated. “This move is crucial to clarify the legitimacy of our operations, enabling the public to distinguish between legitimate miners and those involved in illegal activities under dubious, state-endorsed arrangements.”

The company also reiterated its commitment to compliance, stating it is fully up to date with all statutory mining taxes, fees, and service charges as required by federal laws. Furthermore, Eldon called on the federal government to empower local mining firms as a means of strengthening Nigeria’s economy and delivering greater benefits to host communities. He expressed concern that the Nasarawa State Government’s actions, favoring corrupt foreign interests, undermine these goals.

“While we welcome foreign investment in Nigeria, their entry into the mining sector must be through transparent and lawful channels, not through corrupt practices that harm local stakeholders,” Eldon added.

The attention of the National Secretary of the Peoples Democratic Party (PDP), Senator Samuel Nnaemeka Anyanwu has been drawn to a fake news claiming to have purportedly sacked him from office by an Appeal Court sitting in Enugu State.

This report is not only fake, misleading, and mischievous, but a designed ploy by desperate politicians to divert attention. Senator Anyanwu remains the National Secretary of PDP till December, 2025.

The truth of the matter is that no court of competent jurisdiction within Nigeria or beyond can sack Senator Anyanwu from office. This is because there is a subsisting Court judgement restraining individuals, groups, or parties from laying claim or further challenge his position as National Secretary of PDP.

These same group of desperate politicians working effortlessly to create division in PDP are known agents of APC, but we shall not allow them to succeed.

In view of this, the public is advised to ignore this falsehood being peddled, as it remains baseless, futile and of no effect.

The National Bureau of Statistics (NBS) has denied reports that Adeniran Adeyemi, the Statistician-General of the Federation, was summoned by the Department of State Services (DSS) for questioning.

The clarification comes amidst the recent release of a contentious report on ransom payments in Nigeria by the NBS, which revealed that Nigerians paid a staggering N2.23 trillion in ransom between May 2023 and April 2024.

The NBS published its Crime Experience and Security Perception Survey on December 17, sparking widespread reactions. However, less than 24 hours later, the agency’s website was hacked.

Rumours had it that Adeyemi was called in by the DSS for interrogation regarding the methodology and data used in the report.

Clarifying the rumours, Ichedi Sunday, Head of Communications at the NBS, has come out to dismiss the claims.

“I can authoritatively say the reports are not true,” he said on Thursday.

Sunday added that he was with Adeyemi until late Wednesday night when the news broke out, and there was no communication from the DSS. “I also spoke to him today, and I can confirm that he was never called by the DSS for interrogation,” Sunday said.

One of the protesters, Dahiru Hamza from Tudun Wada, Kaduna State, explained that their release was facilitated by the decision of the new DSS Director General.

“Honestly, I was not happy with the person who sponsored us, Khalid, because he convinced us that he had police authorization for the protest. We later ended up in DSS custody. But we were lucky; since our arrest, we were never tortured or maltreated,” Hamza said.

Hamza further explained that he initially feared being mistreated but was surprised by the fair treatment they received.

“After writing my statement, I was fed, and the DSS medical team attended to us. The only problem we faced was being confined to a place for so long because I was not used to staying in one spot as a DJ. Apart from that, nobody beat or maltreated us,” he added.

He emphasized that while confinement was difficult, they were not subjected to physical harm.

“If I had been tortured, now that I’m free, I would not be afraid to say it. But I was not. I don’t know why Khalid claimed he was tortured.”

Another released protester, Abdullahi Isa, who was arrested on August 2nd, corroborated Hamza’s account.

“We were in the room with Khalid, and I can tell you for a fact that nobody touched or beat anyone among us. I never saw Khalid being beaten or tortured,” Isa said.

Isa added that their unexpected release came after the new DSS DG intervened.

“The new DG invited our guardians to write statements on our behalf, after which we were allowed to go. Since then, none of the DSS officers have called or harassed us,” he noted.

Isa revealed that they learned about the new DSS leadership’s decision to review all cases, including Khalid’s.

“We later heard that the new DGSS directed the Kaduna DSS to review all operational and legal procedures surrounding our cases and Khalid’s case in court. That’s why Khalid is a free man today, even though he sponsored us,” Isa narrated.

The released protesters’ statements appear to contradict claims of torture by their sponsor, Khalid, while also shedding light on the role of the new DSS leadership in facilitating their release.

* Candidates forced to pay millions of Naira into private accounts

There are indications that the controversy that dogged the recent attempt by the federal government to recruit 10,000 Constables for the Nigerian Police Force has taken a fresh twist as the Police Service Commission (PSC) is reportedly investigating some officers who abused the recruitment exercise to become millionaires.

One of the officers (name withheld), who has been fingered as the brain box of the syndicate, has reportedly been suspended as the PSC launched an investigation into the matter.

The PSC, it was gathered, is investigating how the syndicate was able to manipulate what they assumed was “the water-tight result" of a CBT test which erstwhile chairman, Dr. Solomon Arase, begged the Joint Admissions and Matriculation Board (JAMB) to conduct for the PSC.

PSC sources revealed that a Supritendent of Police who until recently was in the training department at the Force headquarters, is currently facing investigation for allegedly being the conduit through which huge sums of monies were channelled to insert the names of unqualified applicants into a dedicated police recruitment portal outside the one set up by the PSC.

PSC investigations, it was gathered, uncovered a particular private bank account which members of the syndicate made thousands of candidates pay monies into. The investigators linked the bank account to a certain Abuja-based hotel which the now suspended officer claimed belonged to his brother.

The officer, it was further gathered, is believed to be close to top brass of the police establishment. "He is so confident that his connections would save him, the result of the investigation notwithstanding," offered a PSC official, who added that "he is so powerful that he even threatened to remove any PSC officer the same way he removed Dr. Solomon Arase as PSC chairman”.

Thr new PSC heiriarchy is reportedly astonished that whereas neither the police nor the PSC engaged the services of consultants to aid in the recruitment, a Sergeant who enjoys the protection of a serving AIG, without any approval, engaged the services of two consultants: Clickers Digital System with a GTBank number and Elite Palace with an FCMB account, through which huge sums of money were collected from prospective applicants.

Sources familiar with the investigation also revealed that the officer who has being transfered out of the headquarters to a North East state to allow for proper investigation by the PSC, may not be working alone.

A high ranking police officer from the Southeast said to have been the architect of the syndicate, PSC sources added, used his position and charm to make several State Governors from his zone, to allegedly part with large sums of money to fill their state's slots with unqualified candidates into the recruitment list.

Recall that in March, 171,956 candidates drawn from all the 774 local government areas in the country sat for the PSC-CTB examinations conducted by JAMB. The Commission was scouring for 10,000 candidates who passed the CBT for enlistment as Constables into the Nigerian Police Force.

Dr. Arase, as the Chairman of the Police Service Commission (PSC), served as the Inspector- General of Police in 2015. While justifying the need to get JAMB to conduct the examination, he said “Nigeria needs the right police personnel with mental mobility and fertile minds to relate effectively with the public.”

Arase's insistence on a transparent and professional recruitment process apparently didn't sit well with some top politicians and police top brass who allegedly wanted to hijack the process and handle the recruitment themselves.

According to sources in the Commission, Arase was convinced that if the problem of the Police was to be tackled on a long term basis, it must be tackled at the recruitment level especially those at the lower and mid cadre of the force,

"As a former Inspector General of Police, he understood the problem and was willing to do his best to solve it. He wanted the recruitment exercise to be based on merit and due process. He wanted those who wrote the computer-based assessment test and made the cutoff mark to be the ones considered for recruitment into the force.

"There were clear criteria outlined for the exercise. In each state of the federation those who made the cutoff marks were to be prioritized. There was also consideration for female candidates to ensure gender balance. This is the first time the Commission was carrying out a recruitment process in line with its mandate, and Dr. Arase wanted to set a standard that was to become the basic minimum," stated the source.

Arase lost in the intrigues and powerplay between the Commission and the Nigeria Police Force and was in July replaced by Hashim Argungu, a retired deputy Inspector-General of Police.

Not long after the assumption of office of the new PCS chairman, he, like Arase, was confronted with the controversies facing the recruitment process.

Investigation showed that not long after Arase left office, the police heirachy jettisoned the CBT test carried out by the PSC under him and opted to use a different list for the exercise.

Probably for curious reasons, some seemingly recalcitrant tendencies or stakeholders are not ready or willing to acknowledge or concede that some key, positive changes are being birthed in the operational modus of Nigeria's primary domestic intelligence agency - the Department of State Services, aka DSS - an agency which plays a critical role in national security and intelligence gathering.

DSS’ main responsibilities include counter-intelligence, medical intelligence, economic intelligence, internal security, counter-terrorism, and surveillance as well as investigating some other types of serious crimes against the state. But there is a flip side to the global history of this important government agency - which many may be blissfully unaware of.

In many climes, the secret police engage in covert operations against a government's political, ideological, or social opponents and dissidents. Secret police organizations characterise authoritarian and totalitarian regimes.

Often - and with good reason - in several parts of the world, the secret police is described as central to totalitarian regimes and an indispensable device for the consolidation of power, neutralization of the opposition, and construction of a single-party state.

Because secret police typically act with great discretionary powers, arbitrary detention, abduction and forced disappearance, torture, and assassination are all tools it deploys to prevent, investigate, or punish real or imagined opposition.

But the good news is that the foregoing does not characterise Nigeria’s Department of State Service, DSS, particularly, under the administration of the service’s new Director-General, Adeola Oluwatosin Ajayi. It also does not describe the governance modus of the President Bola Ahmed Tinubu administration.

It is against this pertinent backdrop that the difficult work of the DSS to rein in disruptive, unsalutary plots, in a difficult national period, can best be situated and fairly deconstructed. Some examples of recent skirmishes with organisations and individuals will serve to illustrate the new restrained footing of the DSS in adroitly managing disruptive tendencies - deploying civil options in its vast statutory ‘arsenal’ - instead of relapsing into the old monster mode.

A case in point is the ongoing and very interesting N5.5 billion lawsuit slammed by the DSS against one civil society organization (CSO) Socio-Economic Rights and Accountability Project (SERAP). The CSO had in early September issued a statement accusing the DSS of raiding it's Abuja offices.

Before Tosin Ajayi took over as the DSS DG, it was not uncommon to find citizens and CSOs get away with levelling all manner of allegations against the secret police.

However, a hint that it won't be business as usual emerged after an Abuja-based online newspaper, OrderPaper, ran a story alleging that DSS officers invaded the National Assembly with a view to stopping senators from impeaching Senate President Godswill Akpabio.

It would seem OrderPaper forgot the invasion of the National Assembly by DSS officers had on August 12, 2018, led to the sack of the then DG, Alhaji Lawal Daura, by acting President, Yemi Osinbajo.

By the time OrderPaper realized it's mistake, it seemed a little too late. The secret police promptly sued OrderPaper publishers and its reporters. However, following the intervention of well-meaning stakeholders in the media industry, and an apology by OrderPaper, the DSS reciprocated by dropping the charges.

Fast forward to SERAP. Following the CSO's statement that the DSS raided it's Abuja office, the secret police responded by faulting SERAP's account of the visit. The DSS affirmed that SERAP was aware the visit by two of its officers was "routine," and that the CSO's narrative was skewed to paint the security agency in bad light. In any case the DSS clarified that had it intended to raid SERAP's office, it would have sent scores of gun-wielding officers, and not just two unarmed operatives.

Even when it appeared that SERAP's statement on the alleged raid was fraught with inaccuracies and inconsistencies, the CSO still stuck to its guns, refusing to admit it was wrong. The CSO appeared unfazed by a letter from the DSS' lawyers, demanding an apology from SERAP.

When the legal fireworks began in court, the first sign that SERAP's defence might have punctured SERAP's invasion claim came from its statement of defence.

"One of the two DSS officials who entered SERAP’s office signed the visitor’s book as 'Sarah David' and not 'Sarah John' as constituted in this suit. A photocopy of the extract from the visitor’s book showing that the official hid her true identity when she entered SERAP’s premises is hereby pleaded and shall be relied upon during trial," noted SERAP's counsels

Tayo Oyetibo, SAN and Ebun-Olu Adegboruwa, SAN.

The fact that SERAP admitted to offering the DSS officers they claimed 'invaded" their office the courtesy of signing their visitor's book, noted one legal mind close to the CSO, greatly hurt their claim that the DSS officers indeed invaded their office.

Another drama played out at the resumed hearing of the matter on November 29. The CSO, which had all the years addressed itself as SERAP, dramatically told the stunned court led by the presiding judge, Justice Yusuf Halilu, that it no longer was SERAP, but ‘Registered Incorporated Trustees of SERAP."

But describing the new move as a ploy to apply technicality to keep dragging the case in court, a lawyer who witnessed the entire drama, said SERAP appeared to be uncomfortable complying with the rule of substantial justice, which it has been calling others to abide by but instead, it has now resorted to technicalities.

According to the lawyer, SERAP, in all their statements, had maintained the word "SERAP." He wondered aloud why the CSO was now resorting to ‘Registered Incorporated Trustees of SERAP.”

“Basically, it is assessed that it is doing so to evade justice. It is ironic that SERAP, an advocate for accountability, does not want to account for its actions, " noted the lawyer, however, adding, "in accordance with the rules, parties were directed to file all preliminary arguments for consideration on 10th February 2025.

Aside SERAP, the DSS appears to have its sight set on Khalid Aminu. An engineer by training, Aminu was arrested alongside many others in the wake of the August #Endbadgovernance protests in Northern Nigeria.

After being let off the hook, Aminu featured on a television station where he alleged that while in the custody of the secret police, their officers brutalized and tortured him to no end. Interestingly, Aminu appears to be the only person among the several detainees who was allegedly tortured by DSS officers.

Shortly after his television appearance, some persons who said they shared the same DSS detention facility with him, contradicted his allegation. There was no time any of them, Aminu inclusive, was brutalized by any officer of the DSS. They told journalists in Kaduna that Aminu may have fabricated the story to attract public sympathy or for other personal gains.

Apparently sure it didn't dehumanize Aminu or any protester in its custody, the secret police has handed the engineer a seven-day ultimatum to retract his allegation and tender a public apology - or it will activate the civil option of seeking legal redress for deliberate injury to its reputation.

The threat of legal action was contained in pre-action notice dated November 25, 2024 titled: "Re: Allegation of torture by Department of State Security Services official while undertaking custody in Kaduna: A Call For Retraction," signed by Mohammed Ndanusa SAN. Having failed to retract the publication, the DSS has since sued Khalid Aminu.
According to one senior lawyer, "we are human and this is what makes us fallible; however, when we fall or make such mistakes, what counts is that we admit such errors, plead for forgiveness, and move on."
He cited the case of a prominent human rights activist, Deji Adeyanju, who last week publicly apologized for allegedly defaming the acting National Chairman and the acting National Secretary of the Peoples Democratic Party (PDP), Amb. Umar Damagun, and Senator Samuel Anyanwu, stressing, "Deji apologized and the heavens didn't fall."
These skirmishes and more capture the essence of an emerging DSS which now appears focused on executing its mandate within the ambits of the law. That the DSS has refused to yield to the temptation to wield its enormous powers like a medieval cudgel - despite prickly provocations by fairly enlightened stakeholders, is commendable.

Several human rights organizations attribute this paradigm shift and resort to civility by the DSS to the August 28, 2024, appointment of Tosin Ajayi as the new helmsman.

On assuming office, Ajayi delivered a subtle, cadenced message to the agency he has impactfully served for nearly 35 years. He pledged to “refocus the service towards covertness and likelihood of studied silence over certain matters.”

Cut to the bone, the unassuming Ajayi had simply told his workers that he is returning the agency to the stealth mode of operations, the fundamental bedrock of secret policing. In effect, Ajayi has, expectedly, introduced fresh perspectives and strategies, particularly in enhancing internal security and addressing both current and emerging threats.

Wait for it: he hit the ground sprinting, bringing his over three decades of experience in intelligence gathering and security management to his new role. Perhaps not surprisingly, the emerging consensus is that the appointment of Ajayi as the DG DSS has marked a quiet but significant turning point in the ongoing fight against terrorism, banditry, kidnapping and secessionist agitations across the country.

Many citizens now believe that genuine efforts to incept a new Nigeria, especially in a very challenging period, should not be derailed, wittingly or unwittingly, by selfish forces which revel in chaos and mischief.

President Bola Ahmed Tinubu at the weekend in Abuja underscored the role of artificial intelligence in the current fight against terrorism, pledging that his administration was committed to increasing funding and research in artificial intelligence to make the country safer.
President Tinubu made the pledge shortly after conferring the Fellowship of Security Institute (fsi) on 91 persons who completed a10-month course in artificial intelligence at the National Institute for Security Studies (NISS), Abuja.
Represented by the National Security Adviser, Mallam Nuhu Ribadu, President Tinubu said the whole world was embracing artificial intelligence to combat modern day crimes, and that Nigeria cannot afford to be left behind in this global security trend.
President Tinubu lauded the Department of State Services for what he said was its leading role in maintaining internal security, and promised his administration's commitment to strengthening internal security.
In his welcome address, the DG-DSS, Oluwatosin Adeola Ajayi, thanked the President for his appointment and honouring the Service. He gave an insight to the history of NISS, stating that DSS established a Training School known as Abuja Training School (ATS) in 1999, which later evolved to the Institute of Security Studies (ISS), in 2008. This, stated the DG, was primarily for the training of senior officers in Advanced Security and Intelligence Policy-making. At the end of the course, explained the DG, participants will be conferred with Fellow of the Security Institute (fsi); a criterion for advancement into the management cadre.
Ajayi explained that, in June 2019, former President Muhammadu Buhari GCFR, signed into Law, the National Institute for Security Studies (NISS) Bill, thereby elevating it at par with both the National Institute of Policy and Strategic Studies (NIPSS) and the National Defence College (NDC). He added that though the DSS still coordinates the activities of NISS largely, it is now mandated by law to organise Research and Policy Training for Intelligence, Military, Security, Law Enforcement, Regulatory and Strategic Agencies in Nigeria and across Africa. This, according to Mr Ajayi, was the reason NISS has on its board, representatives of other Intelligence Agencies (DIA and NIA). He added that NISS will deepen its national and subregional outlook.
The DG, who at the epochal event, had six of his predecessors at the same event, spoke on the benefits of synergy and coordination among agencies in tackling Nigeria and Africa's security challenges. While commending the strategic synergy demonstrated by this crop of Service Chiefs led by the NSA, Mr Ajayi assured that Nigeria will be more secure.
Dugnataries in attendance were the Vice President, Sen. Kashim Shettima, represented by the FCT Minister, Barr. Nyesom Ezenwo Wike, Senate President Godswill Akpabio, represented by Senator (Prof) Anthony Ani, representative of the Speaker and House Committee Chairman on National Security and Intelligence, Hon Satomi Ahmad, Attorney General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), and Minister of Finance, Wale Edun.
Others include the Chief of Defence Staff, General Christopher Musa (OFR), representatives of the Service Chief/Inspector General of Police (IGP), representatives of paramilitary agencies, (6) former Directors General, Department of State Services (DSS), Defence Attachés/Diplomats, Royal fathers led by Emir of Gumi, HRH Justice Lawal Hassan Gumi, captains of Industry among an array of high-powered personalities from all walks of life.

Chairman of the occasion, and former Governor of Niger State, Dr. Mu'azu Babangida Aliyu (CFR) lauded the solidarity and presence of former DGs of the Service, noting that, the unison will be instrumental to the overall success of NISS and DSS at large. He urged elected officials to emulate the virtues of consolidating the legacies of previous administrations and to leverage the Service's expertise for national development. Instructively, he solicited increased funding to support DSS core mandate and advocated for clear communication of government policies to enhance governance.

In the same vein, the Vice President urged newly commissioned Fellows of the National Institute to rise to the challenges of modern national security threats, which he stated demands more than traditional military tactics. He emphasized that the course's focus on AI will enhance the nation's security architecture through technology-driven countermeasures.

President Tinubu acknowledged the exemplary and astute leadership of the new DG of the Secret Service, Mr. Oluwatosin Adeola Ajayi. He commended the auspicious ceremony and especially noted that the landmark event will certainly remain indelible in the annals of the Agency. While also appreciating Mr. Ajayi’s dexterity and wide reach, President Bola Tinubu expressed admiration for the recent remarkable achievements of the DGSS, the National Institute, and Service as a whole. In recognition of numerous outstanding efforts by the DGSS in improving the internal security of the country, he committed to supporting the NISS and Service. The high point of the event was the unprecedented conferment of Fellow of Security Institute (fsi) on ninety-one (91) graduates, including foreign participants by Mr. President, the first since the inception of the flagship program. He described the occasion as one that has redefined inter-agency collaboration, evident in the strong presence of various Security Chiefs and erstwhile DGs. The elated C in C extolled Mr. Ajayi for bringing his predecessors together, describing it as a clear message in fostering unity of purpose, in the interest of the Service. He further urged the graduates to take advantage of knowledge acquired during the course, to enhance intelligence production, cross-agency collaboration, and national security management efforts.

The six (6) former DGs of the foremost Intelligence Agency, who graced the occasion in support of the new helmsman's mettle of walking in the footprints of his forbearers were; Peter C. NWAODUAH (1992-1999), Rtd Col. L K.K. ARE OFR (1999-2007), A. A GADZAMA OFR, mni (2007-2010), Ekpenyong ITA CFR, mni (2010-2015), M.B SEIYEFA mni (2018) and the immediate past DG, Y M BICHI CFR, fwc (2018-2024)

In a vote of thanks on behalf of the retired DGs, Rtd. Col ARE eulogized the tremendous transformations in the National Institute since its establishment. He thanked the current management for sustaining the dream of the National Institute’s founders. He encouraged the DGSS, Service Chiefs, and the graduates to forge ahead in ensuring protection of Nigeria’s nationall security. He also called for government’s support to achieve the National Institute’s goal of deepening research in the fields of security and intelligence management.

The occasion was rounded off with a goodwill video from another former DG, A K HORSFALL, who equally congratulated the Course 17 graduates and announced the formation of a Forum of retired DGs' at the instance of the new DGSS. He posited that this novel initiative will provide a pool of rich knowledge experience and ideas from the intelligence veterans for the benefit of current and future DSS leaders, as well as enhance smooth transition of successive administration in the Service.

Ugochukwu Ezeanyagu, an Economist and contractor from Umuahia, Abia State, has petitioned the Chairman, Economic and Financial Crimes Commission, EFCC Olanipekun Olukoyede, over a midnight raid on his home.

Writing through his lawyers, Equity Law Partners in a letter signed by Shankyula, T.S and made available to journalists, Ezeanyagu narrated that about 15 EFCC officials, some of whom were masked and armed with AK-47s, broke into his house around 2 am, slapping him and his 8-months pregnant wife.

The officials allegedly accused Ezeanyagu of being an internet fraudster, but later apologized when they found no evidence to support their claims.

They had earlier asked him if he was the owner of the Mercer SUV and a Toyota Corolla parked in the compound.

However, before leaving, they stole some bottles of wine from his fridge and slapped his security guard.

Ezeanyagu who described the EFCC action as criminal trespass, unlawful invasion of privacy, criminal intimidation, assualt and theft is demanding justice, including N150 million in compensation for the trauma and humiliation he and his family suffered.

He is also seeking a public apology from the EFCC officials involved in the raid.

The letter said in parts: "When the said EFCC men did not find anything incriminating against Our Client, they merely tendered apology and left.

"To Our Client’s chagrin, to round up their criminal mission, which they set out to perpetrate, as they were leaving, they shamelessly stole bottles of wine from Our Client’s bar. They also slapped the security man who was on duty.

"Our Client has further informed us that he and his 8 months pregnant wife have, since the illegal operation of the rogue EFCC officials, been in a very unstable condition, petrified and thrown into serious psychological trauma. Our Client’s wife was distressed and had to be rushed to a hospital to be managed and stabilized.

"We have the instructions of Our Client to complain to your good offices against the illegal and unlawful acts of the men of the EFCC, whether of the Umuahia zonal office or wherever they came from.

"We state in clear terms that every Nigerian deserves to be treated with dignity and with due regards to his or her constitutionally guaranteed rights. The criminal trespass of the EFCC men to Our Client’s house at such an ungodly hour of 2am on the night of 6th December 2024 remains questionable, suspicious and should be probed into very seriously. Our Client’s right to privacy was violated. He and his wife were intimidated, assaulted, manhandled and humiliated. The EFCC men came without a search warrant. Their mission was illegal and as it proved to be, they found nothing incriminating against Our Client. Instead, as common thieves and criminals that they turned out to be, they shamelessly stole wines from Our Client’s bar.

"We write this petition mindful of the fact that law enforcement agents in our country Nigeria must not be allowed to continue to paint a very gory picture of the country’s image. It is embarrassing that for an elite institution like the EFCC, its officials could claim to be acting on an intel that turned out not only to be fake; but a mission for housebreaking and stealing, assault and the like.

"We therefore implore you to use your good offices to properly investigate this complaint against the conduct of the EFCC officials towards Our Client. Our Client demands for justice. Equally important is also the fact that brazen conducts such as these needs to be kept in check to serve as a deterrence for other officials. Rogue officials must be weeded out of the system and made to desist from corrupting and giving a bad name to the system. We trust and look forward that you will thoroughly investigate this petition, fish out and deal decisively with the officers involved.

"The rights of Our Client, his wife as well as that of his security guard have been breached owing to the irresponsible and criminal conduct of the men of the EFCC.

"May we also put it on record that there are CCTV footages of some parts of the operations of these EFCC officials.
We are therefore demanding for justice for our client and his family. We ask for the sum of One Hundred and Fifty Million (N150,000,000.00) naira only as compensation to assuage for the pain caused to our client and his family. We also demand a public apology to Our Client from the EFCC officials.
Please accept the assurances of our warm regards".

In a dramatic twist, prominent Civil Society Organization (CSO), Socio-Economic Rights and Accountability Project (SERAP), has told a high court of the Federal Capital Territory (FCT) that it's name was no longer SERAP, but "Registered Incorporated Trustees of SERAP."
The denial drama played out at the resumed hearing of a defamation suit filed against SERAP by officials of the Department of State Services (DSS), before Justice Yusuf Halilu of the FCT high court.
In the suit filed by some officers of the DSS, the secret police are demanding N5.5 billion as remedy for what they said was the reputational damage caused by SERAP in a September 9 statement entitled "DSS Invades SERAP Office."

Describing the new move as a ply to apply technicality to keep dragging the case in court, a security source said SERAP seems to be uncomfortable complying with the rule of substantial justice, which it has been calling others to abide by but instead, it has now resorted to technicalities.

According to the source, “The adage that it is easier to criticise than doing the right thing is being validated at FCT High Court, Maitama. One of the leading civil society organisations that is popularly called SERAP seems to be uncomfortable complying with the rule of substantial justice, which it has been calling others to abide by. Instead, it has now resorted to technicalities.

Basically, it is assessed that it is doing so to evade justice. It is ironic that SERAP, an advocate for accountability, does not want to account for its actions.”

The security source added however, that in accordance with the rules, parties were directed to file all preliminary arguments for consideration on 10th February 2025.

“As it doesn’t want the matter to proceed to trial, discerning Nigerians are observing how SERAP would riggle itself out of the accountability test the complainants want to subject him to,” the source declared.

In an unprecedented move, the Department of State Services, DSS, has written one August #Endbadgovernance protester, Khalid Aminu, demanding a retraction of his recent claim that he was brutalized while in the custody of the security agency.

Aminu, an engineer by profession, was among several persons arrested in Kano and other parts of the North during the August #EndBadGovernance protests.

After his release, Aminu featured on a Channels Television programme where he alleged that DSS officers tortured him while in their custody.

“What I went through, what we went through was inhuman, I can’t even begin to tell you everything,” Aminu said.

“On the 3rd (of August), they arrested us at NEPA Roundabout. There and then they started beating us. Boots, kicks, and all that. Then they pushed all of us into their Hilux, some into their SUVs, and then we went down to the Command.

“When we got there, the first thing I received was a strong cane, like an armoured cable that they used. If I pull up my chest, you will see. They started beating me, I was flat down and they were blasting me with all forms of sticks, armoured cables, everything you can think of,” Aminu told the television station.

However, In a letter dated November 25, 2024, the DSS through their lawyer, Mohammed Sani Ndanusa, SAN, said Aminu deliberately made the allegations to tarnish the reputation of the security agency. Titled “Re: Allegation of Torture By Department of State Security Officials While Undertaking Custody in Kaduna,” the lawyer said Aminu’s claims were not only a misrepresentation of the facts, “but a deliberate attempt to tarnish the image of the Department of State Security Services, as well as reducing our client’s hard- earned name within their professional realm.”

The lawyer further told Aminu, “You will agree with us that your above representation have caused our client a lot of embarrassment both within and outside Nigeria,” and advised him to “make a retraction .. and cause same to be published in three widely read newspapers, failure to which we shall be compelled… to initiate legal proceedings against you.”

Aminu’s torture claim appeared to conflict with those of other protesters who claimed to have been detained alongside him in the same DSS facility in Kaduna. In a recent interview, the protesters told newsmen in Kaduna that they were not tortured while in DSS custody.

OrderPaper Advocacy Initiative has been recognised for its outstanding performance and unwavering commitment to promoting fiscal transparency and accountability reforms in Nigeria.

OrderPaper was specifically commended for excellent delivery of the Growth Initiatives for Fiscal Transparency (GIFT) project, an activity under the Strengthening Civil Advocacy and Local Engagement (SCALE) project implemented by Palladium International and funded by the United States Agency for International Development (USAID).

In a letter addressed to Oke Epia, Founder and Executive Director of OrderPaper, Lydia Odeh, Chief of Party, SCALE, stated that the successful implementation of the GIFT project is a testament to OrderPaper's high level of organisational capacity, valuable networks, thoroughness, and advocacy skills.

The GIFT project is a comprehensive initiative focused on evidence-based advocacy to drive policy reforms through public awareness and engagement campaigns promoting anti-corruption and fiscal reforms. At its core, the project aims to promote Transparency, Accountability, and Good Governance (TAGG) in Public Finance Management. OrderPaper led a cluster of four other civil society organisations (CSOs) in delivering the project for two years under SCALE.

In the letter to Epia, the Chief of Party stated: "Your leadership and dedication have not only ensured the smooth execution of your cluster advocacy strategies and activities but have also set a high standard for excellence. The professionalism and efficiency demonstrated by OrderPaper and the cluster under your guidance have been truly commendable. Your team's ability to handle complex tasks with precision and your proactive approach to problem-solving has been instrumental in achieving our overall project goal.”

According to Odeh, OrderPaper’s “exemplary delivery and proven capacity” significantly contributed to the success of the five-year SCALE project. She stated that USAID-SCALE is “particularly impressed by your commitment to taking on bigger responsibilities and your readiness to tackle new challenges. Your proven capacity and dedication made OrderPaper an invaluable partner, and we are confident in your ability to continue delivering exceptional results.”

OrderPaper led the GIFT project in advocating for crucial amendments to the Fiscal Responsibility Act (FRA) 2007 as a firm measure of securing stronger fiscal discipline, transparency, and accountability in public finance management in Nigeria.

The GIFT project achieved significant milestones, including securing the sponsorship of the Fiscal Responsibility Act (FRA) Repeal and Reenactment Bill 2024 by House of Representatives Deputy Speaker Benjamin Kalu and co-sponsored by six other members, including the Majority Leader, Julius Ihonvbere. The bill has passed a second hearing and is awaiting a public hearing.

Advocacy activities undertaken by the GIFT project included organising high-level dialogues with key National Assembly committees and crucial partnerships with the Fiscal Responsibility Commission (FRC) and the Nigeria Extractive Industries Transparency Initiative (NEITI), among others.

The project reached over 18 million Nigerians through a national radio outreach, among other targeted media outputs. These activities led to the notable progress of the FRA bill in parliament and the inclusion of a demand for the amendment of the FRA into the National Assembly's recommendations for the 2024-2026 Medium Term Expenditure Framework (MTEF).

Responding to the commendation from SCALE, Mr. Epia expressed gratitude for the recognition, saying: "This commendation reflects the collective dedication and hard work of the GIFT Cluster and the entire OrderPaper team.

Our success in driving fiscal transparency reforms demonstrates the power of collaborative advocacy and strategic engagement. We remain committed to strengthening Nigeria's public finance management framework and ensuring greater accountability in governance.”

The GIFT cluster comprised OrderPaper Advocacy Initiative, Centre for Transparency Initiative (CTA), HipCity Innovation Centre, CLICE Foundation, and AdvoKC.
