I keep wondering while waiting for how many days before rescue, are we really serious in terms of security?

Now take for example; somebody was kidnapped it takes several days to plan for rescue, what if the kidnappers had actually came to attacked those that plan and went for the rescue, it means they would have succeeded, looking at the number of days it took to plan for rescue, because those that plan and rescue seems not to be prepared for such.
