The Nigerian military has declared a war on militants in the Niger Delta over their reported renewed bombing of oil and gas pipelines in the region.

Indeed, the military authorities have already deployed a team of soldiers, naval officers and other security operatives to the creeks of the Niger Delta to fish out those responsible for the bombing of the critical oil and gas pipelines in the region.

Residents of some of the affected areas confirm that “there are gunboats everywhere”.

The Commander of Operation Pulo Shield, Maj.-Gen. Alani Gafar Okunlola, said:

“We are going to fish out those responsible… for this sabotage of our critical national assets”. For the fourth day running, the militants, who regrouped in some oil-producing states, especially in Delta State, have launched persistent attacks on pipelines belonging to the Nigerian National Petroleum Corporation (NNPC) and the Nigeria Gas Company (NGC).

Disturbed by the development, the Joint Task Force (JTF), codenamed Operation Pulo Shield, vowed to fish out the militants who blew up several oil and gas installations in the region on Friday night.

The militants bombed some oil installations both on Saturday and on Sunday with Improvised Explosive Devices (IEDs).

A mentally-deranged woman, simply known as Hassana, gave birth in broad daylight to baby boy at Kaduna Central Market, yesterday.
Hassana delivered the baby in front of a bank adjacent the Kaduna State Media Corporation, KSMC, while hundreds of citizens watched her. Some women formed a circle around her, while one of them played the role of a midwife.

Hassana, 22, had wandered around the market for years until she was spotted in the last few months with pregnancy.

“She moves in tattered clothes, scavenging for food around this market,” an excited trader in the market told Vanguard shortly after she had been moved away.

“Now, someone has impregnated her and God has helped her to get a fine baby boy. Many people are looking for this blessing, but he chose to give it to a woman who is not even in her senses. And the father seems not to exist.”

The Nigerian Immigrations Service has apprehended a 29- year-old man, Yahaya Saifullahi with 870 ATM cards and two bank internet tokens at the Malam Aminu Kano International Airport in Kano.

Saifullahi was arrested aboard an Ethiopia Airways’ Flight No ET 940 with Passport No. A06694052 while on his way to Dubai.

Speaking with Vanguard, a member of the presidential task force on money laundering and illegal movement of foreign currency, Tukur Ibrahim, said the Immigration operatives at the airport arrested the young man after he was singled out for security scrutiny.

He said, “The suspect lost his composure and psychological make up at that moment and on frisking a total of 870 ATM cards were found on him.”

Former Head of State, Late General Sani Abacha

In a letter addressed to the chairman of the EFCC, Ibrahim Magu, on Friday, December 18, Falana charged the commission to confirm the actual amount of money and properties recovered from the loot, Punch reports.

Falana who quoted from and annexed to his petition copies of the Forfeiture Assets Decree No. 55 of 1999 on seized Abacha loot, a press statement by the Federal Ministry of Justice on the Abacha loot and photocopies of pages 494 to 496 of former President Olusegun Obasanjo’s book, My Watch, that “over $2bn and £100m had been recovered from Abacha family abroad, and as well as N10bn in cash and properties locally before Obasanjo left office.”

Falana noted that the then Attorney-General of the Federation and Minister of Justice, Mohammed Adoke, had justified the withdrawal of N446bn theft charges against one of the sons of the former Head of State, Mohammed Abacha, as a step to “facilitate the recovery of the sum of $380m from the Luxembourg proceedings and $550m from forfeiture proceedings instituted by the United States Department of Justice.”

Falana who urged the EFCC to probe the alleged diversion of about $500m and ensure it was fully accounted for, added that it would be difficult for the federal government to succeed in its plan to recover the nation’s stolen money stashed abroad.

The Senior Advocate further ordered a probe into the connection between the Abacha loot, former minister of finance, Ngozi Okonjo-Iweala and former National Security Advicer, Colonel Sambo Dasuki.

He said, “Adoke further disclosed that the efforts of the administration had led to ‘the recovery of $226.3 million from Liechtenstein, in addition to the 7.5 million Euros that was recovered from an associated company of the Abacha’s in Liechtenstein in 2011. It will also be recalled that in 2011, the federal government was able to recover and repatriate through negotiated settlement with the Jersey 22.5m pounds confiscated from an associate of the Abacha family by the Island of Jersey.”

“But in a desperate bid to cover up the gross mismanagement and criminal diversion of the Abacha loot, former Minister of Finance, Dr. Ngozi Okonjo-Iweala, had repeatedly maintained that only $500m had been recovered by the Federal Government.”

“To lend credence to the fraudulent claim, the World Bank confirmed in a reply to an enquiry by SERAP that the $500m recovered from the loot had been judiciously spent on some phantom development projects in several parts of the country.”

“But following the recent revelation by the Premium Times that a substantial part of the loot had been criminally diverted, Okonjo-Iweala has admitted that she transferred $322m from the Abacha loot to former National Security Adviser, Sambo Dasuki, to prosecute the war on terror. Apart from the said £322m, Okonjo-Iweala also released £5.5m to Dasuki.”

“Okonjo-Iweala’s excuse that the said $322m was released due to the urgency of the crisis in the North-East region is untenable having regards to the fact that former President Jonathan had sought the approval of the National Assembly to take a loan of $1bn to equip the armed forces to fight insurgency.”

“Therefore, the self-induced urgency created by Okonjo-Iweala is not a justification for spending public funds without appropriation. It may interest you to know that $500m allegedly spent on development projects was also not appropriated by the National Assembly.”

“In view of the ongoing, we hereby request you to use your good offices to confirm the actual amount recovered from the Abacha loot by the Federal Government and the extent of the criminal diversion of the said loot by Okonjo-Iweala, Dasuki and other suspects. Unless the Abacha loot is fully accounted for, the Buhari administration will find it difficult to receive the cooperation of many governments in the ongoing efforts to recover the stolen wealth of the country,” he added.

‎Meanwhile, Switzerland had previously returned to Nigeria over $700 million of the Late Head of State, General Sani Abacha in Swiss accounts.

The Nigerian army changed the death sentences handed down to 66 soldiers for mutiny last year to 10 years in prison.

The chief of army staff reviewed the sentences after several petitions, spokesman Sani Kukasheka Usman said on Saturday.

A statement on Saturday by army spokesman Colonel Sani Usman said:‎ “The death sentences by firing squad passed on 66 soldiers in January and March 2015 by separate General Court Martials have been commuted to 10 years imprisonment each.”

He explained that: “It will be recalled that 71 soldiers were arraigned on several charges in joint trials. The soldiers were arraigned on several count charges that include Criminal Conspiracy, Conspiracy to commit mutiny, Mutiny, Attempt to Commit an Offence (Murder), Disobedience to Particular Orders, Insubordinate Behaviour and False Accusation, amongst others.”

“They were tried, discharged on some charges but found guilty and convicted on other charges which included mutiny. Out of the number, 66 were found guilty on some of the count charges and sentenced to death, while 5 were discharged and acquitted and 1 was given 28 days Imprisonment with Hard Labour (IHL),” Usman added.

He stated that: “following series of petitions, the Chief of Army Staff Lieutenant General Tukur Yusufu Buratai, ordered a legal review of the cases. The directive was carried out to examine the merit of each case. It was on the basis of the review and recommendations that the Chief of Army Staff commuted the death sentences of the 66 soldiers to 10 years jail term. The sentences are to run concurrently.”

“The cases of other soldiers are being reviewed and will be made public once the appropriate reviews are completed,” the army statement said.‎

The Catholic Bishop of Sokoto Diocese, Matthew Kukah, says pro-Biafra activists are entitled to their agitation and should not be crucified for it. He also advised the Federal Government to look at the positive side of Nnamdi Kanu, a leader of the pro-Biafra movement and promoter of Radio Biafra now in detention, and draw him closer rather that prosecuting him.

According to Kukah, since every Nigerian has the right to pursue his or her goal in life, the ongoing agitation for Biafra is legitimate.

Speaking on the topic: “The Pursuit of Happiness: Some Thoughts On Human Rights, Freedom And Justice In Nigeria,” at the 41st Convocation Lecture of the Obafemi Awolowo University, Ile-Ife, the cleric advised President Muhammadu Buhari to dialogue with Kanu and his fellow activists, in order to ensure peace.

While stressing that the arrest of Kanu by security operatives forced multitudes across the globe to embark on protests for his release, Kukah argued that no governor in Nigeria could command the number of people that the pro-Biafra leader brought out without any form of inducement.

Kukah said: “This country cannot continue this way. The Movement for the Sovereign State of Biafra, MASSOB, has the right to seek Biafra since we have freedom of expression. The problem of Nigeria should not be with Kanu but with those who let the door open.

“The President of Nigeria or any governor, unless he pays, cannot bring the number of people that Kanu brought out.

“The anxiety of Nigeria should be that a young man (Kanu) who can bring out this great number of people is worth doing business with.”

The bishop called on Nigerians, especially politicians, to strip themselves of lust for power and greed for material gain, saying they do not bring happiness.

Many prominent Nigerians and leaders are being indicted for collecting huge sums of money from the Office of the National Security Adviser (ONSA).

Ibrahim Idris Wambai, the former accounts officer II has revealed that office of ex-vice president, Namadi Sambo was on a monthly stipend of N20million from the ONSA, led by former National Security Adviser, Sambo Dasuki, Today.ng reports.

According to Wambai, some presidential aides, like Doyin Okupe also benefitted from slush funds from the ONSA, saying records of all cash payments to such individuals and organizations are still intact

This was disclosed in a statement of witness/accused person which was filed by the Economic and Financial Crimes Commission (EFCC) in the High Court of the Federal Capital Territory.

The certified statement on oath is part of the proof of evidence for the trial of nine suspects next week.

Wambai said: “In December 2014, I took cash of N4million to Col. Madaki (rtd) in his residence in Wuse II Abuja. I had made many cash payments to Doyin Okupe, Ahmad Idris (PA to ex-NSA), ADC to former First Lady Patience Jonathan as payments for monthly operation allowances.

“The documents showing evidence of the payments are in the office of Yazidu Ibrahim in cash payment files. The exact amounts paid and date of payments I cannot remember but are available in the files.

“The venue for the collection of the money was my office and the money was given to me from the cash in the strong room.

“So many cash payments were made on a monthly basis to the following beneficiaries: office of the former vice president, Arc. Namadi Sambo (N20,000,000). The money was being collected by former deputy chief of staff; ADC to former president (amount not known but in cash payment files; chief personal physician to former president Goodluck Jonathan; former coordinator on anti-terrorism, Gen. Sarkin Yaki; former director PC4, Gen. Terba Waya (rtd); personal assistant, domestic affairs to ex-president Goodluck Jonathan.

President Buhari yesterday said that his adminstration will soon publish names of those who have returned portions of their loot.
President Buhari, according to Vanguard said that the Central Bank of Nigeria will soon publicly release the names of those who looted the country's treasury and have returned parts of their loot.

He said the Central Bank of Nigeria (CBN) hasn't published the list yet because they don't want to jeopardize investigations and further recoveries.

At the 15th session of the Anyiam-Osigwe Foundation lecture at the International Conference Centre, in Abuja yesterday, the president said:
“We have taken steps towards recovering a reasonable amount of the money that was looted or misappropriated from public coffers. Investigations are ongoing on public officers who served, or are still serving, and those whose conduct are questionable will be compelled to accept the path of honour and surrender their loot,” he said. “As I stated recently, a good number of people who abused their positions are voluntarily returning the illicit funds.
"I have heard it said that we should disclose the names of the people, and the amount returned. Yes, in due course, the Central Bank of Nigeria will make information available to the public on the surrendered funds, but I must remark that it is yet early days, and any disclosure now may jeopardize the possibility of bigger recoveries. “But we owe Nigerians adequate information, and it shall come in due course.

A chieftain of the Peoples Democratic Party, PDP, in Delta State, Chief Sunny Onuesoke has faulted President Muhammadu Buhari’s allocation of N39.4 billion for oil exploration in the the northern part of Nigeria.

Onuesoke, who spoke yesterday at Yanagoa, Bayelsa State, said the provision in 2016 budget, is amazing, especially now when the West and other parts of the world are embarking on renewable energy exploration.

He said it is regrettable that Nigeria is allocating funds for oil exploration in arid northern part of the country.

“I wonder if Nigeria is thinking ahead or backward. I am saying this because when countries like America are selling their reserve and diversifying to other sources of energy generation, it is now that Nigeria is exploring for more oil in the North.

“It should be noted that Nigeria cannot be an advocate of climate change and at the same time investing on oil exploration instead of renewable drive for sustainable energy like solar,” he argued.

Describing the action of the Federal Government as waste of priority, but maintained that it is waste of time and resources by searching for oil in the desert when nation can channel the money on something else meaningful to the development of the country.

“The action of government showed that the country is not ready to diversify by searching for this silly oil elsewhere instead of thinking of how to do without oil. We will soon start looking for where we can dig out raw Dollars in the north too,” Onuesoke noted.

He called on Buhari to divert the N39.4 billion budgeted for oil exploration in northern part of Nigeria into research programme on renewable source of energy because the world focus today bid towards renewable source of power
