Expanding the tax base—especially through improved collection of VAT, property taxes, and taxes from high-income individuals and large corporations—would generate stable funding for welfare programs. At the same time, reducing corruption and leakages in public spending would be essential so that funds intended for welfare actually reach citizens.

Finally, Nigeria would need to build strong administrative systems and national identification infrastructure to deliver welfare efficiently to nearly 200 million people. Programs such as digital ID systems, verified bank accounts, and mobile payment platforms can enable direct payments to citizens without intermediaries. Countries like Brazil and India have used such systems to distribute welfare benefits to hundreds of millions of people. If Nigeria combines subsidy savings, stronger tax revenues, and digital distribution systems, it could gradually build a welfare state that protects vulnerable citizens while maintaining fiscal sustainability.
