i think the Doctors are just being selfish. The government cannot concede to their demands because the consequences will be more than it can take and will manifest in all facets of the civil force. most ppl don't full understand what these Doctor guys are asking for. let me help you understand some:
> they want Drs to begin their career at grade level 13. Now even at this grade level, they will be collecting more money than a director in the federal civil Service because of the allowances they are asking for. it therefore means that a fresh Medical graduate will collect more money than a director who has spent 28yrs in service

>They want surgeon general as is the case with nations like US and UK but do not want a qualified health management specialist to head the hospitals as also practiced in these same countries. They choose models in advanced countries that favor them and reject any which does not

>They are opposed to consultant status for other health workers with the excuse it will confuse the patients (this is insulting on Nigerians as Drs suppose them to be confused people) but forget it is not confusing patients in US and UK in which are consultant pharmacists nurses physiotherapists etc

>They do not want anyone in the Hospital to be called a director perhaps maybe because it will confuse ppl as to who exactly is the medical director

> They are opposed to other health workers advancing their professions in line with international best practices
