Hello, I have the same problem too with my Facebook advert manager account.
What I did was I visited my bank to complain about this same issue. Their suggestion was not helpful. They said the reason why the payment was not going through was because the card has been programmed in such a way that when initiating an international transaction it is charged in dollar and Naira can't be converted to Naira. which means I have to change my billing currency to Dollar but I can't even edit my currency. . Please let us raise an awareness our banks are too hard on us.
