Governor Nasir El-Rufai of Kaduna state has sent a
powerful message to the Nigerian army and the Shiites
who have been in the news recently over incessant
disagreements.
In a statewide broadcast on Thursday, December 17, the governor
promised to investigate the recent killings and explained incidents that
preceded the unfortunate occurrences.
Governor Nasir El-Rufai has issued a stern warning to Shiites over
recent clashes with the Nigerian army.

We have witnessed sad events in Zaria and a part of
Kaduna metropolis over the last few days. As your
Governor, it is my duty to address you on the incidents,
and explain the events that preceded the tragedy of last
weekend. We shall also outline how we intend to prevent
a recurrence.
As you are aware, military operations have taken place in
Zaria between Saturday, 12 December and Monday, 14
December 2015. There have been tragic consequences
and needless loss of lives, and we extend our
condolences to the families that have been affected.
In this sombre moment, we have also directed that steps
be taken to address the humanitarian fallouts of the
operations. The State Government is carrying out after
action review of the theatre of operations with a view to
compensating those whose vehicles, real property and
other assets were damaged as a result.
The Kaduna State Government has been informed that on
Saturday, 12 December 2015, the convoy of the Chief of
Army Staff, Lt. General Tukur Buratai, reported an ambush
and attempted assassination at a roadblock mounted by
members of Sheikh Ibrahim El-Zakzaky’s Islamic
Movement of Nigeria.
Clashes broke out as soldiers mounted operations to
repel the attack, remove the obstruction to a major public
highway, and to contain and arrest the perpetrators. When
the security agencies sent reports of the clash to me a
little after 3pm on that day, I initiated steps that I thought
could calm the situation. I called Sheikh Ibrahim El-
Zakzaky on the phone to get his side of the story, and
thereafter visited Zaria for on-the-spot briefing and
assessment and visited the Chief of Army Staff.
The army and the police have since addressed the press
on the security operations and the aftermath. We have
also seen video clips aired on national television and
online to show the extent to which the Nigerian Army
tried to reason with the persons that were intent on
obstructing a public highway without any justification. The
avoidable weekend tragedy in Zaria has a background
based on information available to the Kaduna State
Government.
What the Kaduna State Government has learnt
Based on reports from government organs and security
agencies, we have learnt the following:
There had been tension in parts of Zaria since Thursday,
10 December 2015, when members of the Islamic
Movement of Nigeria were alleged to have attacked
Gabari, a community on the outskirts of Zaria, in
continuation of a dispute over a mosque. Like the
previous attack, this second assault on Gabari also took
three lives. The alleged bone of contention was that the
El-Zakzaky movement wanted to take over a mosque
they did not build in Gabari. The mosque had been
sealed by the authorities following the collapse of the
arrangements that had enabled various sects to amicably
share its usage.
In the last two weeks, the Islamic Movement of Nigeria
has also illegally occupied federal roads. Over a period of
four days, they took over one side of the federal
expressway between Kaduna and Zaria, and the roads to
Kano and Katsina. They entered schools along these
routes, using them as rest and recreation points without
notice or permission or any concern about the disruption
of academic activities.
The Husainiyah building, the headquarters of the Islamic
Movement of Nigeria, was put up without statutory title to
the land, and in outright defiance of a stop-work notice
issued by KASUPDA in 2010. When KASUPDA followed
up with a demolition notice in the same year, the then
authorities chose to look the other way, and allowed the
sect to complete a building that had neither title nor
planning approval, and which the appropriate agency had
determined was in violation of planning and development
regulations.
The successful completion of this illegal building on a
major road subsequently led to a pattern of
inconveniences being inflicted on members of the general
public. There were various reports and complaints that
the sect was harassing members of the public, and
inflicting hardship on commuters. At their headquarters
and in other areas where Zakzaky’s movement had
structures, they had tried to forcibly acquire the property
of their neighbours; this is apart from subjecting residents
to an illegal curfew.
Government also received reports that the Islamic
Movement of Nigeria acted like a parallel state, with total
disdain for the formal structures of the Nigerian
government and little regard for the rights of non-
members. Whenever community, traditional or political
leaders invite the sect to dispute resolution meetings,
they often declined the invitations. In addition, members
of the movement are alleged to openly carry and use
offensive weapons.
Following the Zaria incident, Shiite members of the
Islamic Movement of Nigeria have tried to upset the
peace in parts of Kaduna. The security forces have
responded firmly to the situation in the Tudun Wada area
of Kaduna Metropolis. Violent actions by sect members
on Tuesday, 15 December 2016, included the use of
Molotov cocktails and petrol bombs against the security
forces.
Judicial Commission of Inquiry to be established
As the security operations in Zaria are wound-down, the
Kaduna State Government is persuaded that it is vital, for
reasons of accountability and transparency, that a factual
and authoritative account of the events be painstakingly
assembled.
The Kaduna State Government has therefore decided that
under the powers conferred on me by the Tribunals of
Inquiry Act, a Judicial Commission of Inquiry will be
established to examine the remote and immediate causes
of the Zaria incident. This inquiry will be open and will
enable all allegations and claims to be tested with judicial
rigour.
The government will act promptly on the conclusions of
the inquiry, and forward recommendations requiring
action by the Federal Government to Mr. President.
Details of the composition and terms of reference of the
judicial commission of inquiry would be made public
within the next two weeks.
Commitment to security and constitutional rights
In the meantime, Government reiterates that it cannot
permit an escalation of lawlessness. Therefore, civil
security patrols, supported by the military when
necessary, will continue to enable the state to maintain
order, reassure residents and keep the peace. Our
government continues to invest heavily in security as a
foundation for the successful execution of our economic
and social agenda to develop Kaduna State.
Fellow citizens, Kaduna State has witnessed too many
upheavals in its recent history. These tragedies have
taken too many lives, maimed people, destroyed
communities and hurt development. We all should jointly
say no to actions that divide people, reject conduct that
ignores or violates the legal and constitutional rights of
others and oppose practices that contest the prerogatives
of state institutions to safeguard and protect every
citizen.
Everyone has a fundamental right to their faiths and
beliefs, but no one has any right to practise their faith in
ways that diminish, distress or inconvenience others. And
no one can be allowed to justify unlawful and anti-social
behaviour on the grounds of religion. Only conduct that
conforms to the Constitution and the laws of the country
is valid, and it is the duty of the state to vigorously
enforce that. No responsible leader or institution should
teach their followers differently.
Henceforth, no person or group, under any guise will be
allowed to block any road, obstruct public highways,
occupy public facilities or inconvenience citizens in
Kaduna State. Anybody that needs to march may do so,
but they cannot take over public facilities or disrupt social
services and commercial activities in Kaduna State, and
any march or procession can be undertaken only with the
prior knowledge of, and protection of the police to prevent
the breakdown of law and order.
The Government wishes to assure every resident of
Kaduna State that it is committed to fostering harmony,
maintaining law and order and keeping the peace. Our
Constitution rightly protects the freedom of worship, as
well as the right to liberty, security and the pursuit of
happiness. Everyone is entitled to these rights equally.
We swore to uphold the Constitution, and our
commitment to these values is unwavering. We will
similarly protect these rights evenly.
We urge all citizens to be vigilant as they go about their
normal activities, and to report any suspicions or
concerns to the appropriate authorities. Let us all
redouble our commitment to sustaining the peace, and to
uphold each other in our God-given humanity.
While the crisis raged, the Kaduna State Government
visited Zaria, and issued appeals for calm and peace. We
have taken our time to make this formal broadcast due to
the imperative to gather as much information as possible
amidst the welter of conflicting claims, the urgency of
restoring peace and the need to consult with the federal
authorities.

Fresh facts have emerged contrary to reports that former
National Security Adviser (NSA), Sambo Dasuki allegedly
swindled $2.1billion meant for arms procurement.
According to human rights lawyer, Mr Femi Falana, Dasuki
allegedly stole $6billion as against the amount being peddled in the
media, and has vowed to drag him to the International Criminal Court
(ICC) next week.
Femi Falana believes that former National Security Adviser (NSA),
Sambo Dasuki allegedly stole $6 billion.
According to Breaking Times, Falana made this revelation while
delivering a lecture organised by the Amnesty International (AI), in
Abuja, where he also argued that Dasuki must be prosecuted for crimes
against humanity.
The human rights activist also disputed media reports that President
Muhammadu Buhari was engaging in impunity by detaining the alleged
suspects for more than 48 hours, saying it was untrue.
According to him: “Last week some people were arrested. I
think three of them principally (Dasuki, Raymond Dokpesi,
and Attahiru Bafarawa). Again, contrary to media report,
the suspects were not arrested for diverting the some of
$2.1 billion as it has been reported by the press, but for
diverting and misappropriating and conerring $6 billion. I
am talking of $2.1 billion and N643 billion.
“Now in any part of the world, this is a serious crime that
affects the generality of Nigerians, that affects our right to
development, that led to the untimely death of over 5,000
soldiers, and 20,000 civilians that have been massacred
by the dreaded Boko Haram terrorists.
“This fund was earmarked for procuring military hardware
to prosecute the war on terror, but a gang of people sat
down and resolved and decided to corner the fund, and
continue to deceive our people that adequate weapons
have been procured for our soldiers and therefore they
are indolent, and cowardly by not fighting to defeat the
Boko Haram sect.
“Perhaps, unlike most Nigerians I feel more pain. I feel
more challenged, because I have defended scores of
military officers and soldiers on pro-bono basis because I
was convinced that these funds were diverted and
therefore, why are you charging these innocent people
with cowardly behaviour which attracts the death
penalty”.
“Those who stole the money meant for procuring arms
must not go unchallenged, nobody must invoke human
rights, no lawyer must be permitted to invoke human
rights to cover these crimes against humanity.
“They went beyond just stealing and by next week we are
filing a petition before the international Criminal Court
(ICC) to ask that these guys be tried for crime against
humanity because we are only talking of those who are
alive, what of thousands that have been killed recklessly
because of this kind of irresponsibility on the part of a
few people.
“Let me clarify this, the right to liberty is guaranteed by
Section 35 of the Nigerian constitution, as well as article 6
of the African Charter that nobody shall have his right to
liberty taken away or abridged or violated. However, this
is not an absolute right if there is reasonable suspicion
that you have committed a criminal offence your right to
liberty can be taken by the state.
“Therefore, when you are told by the media that the
Buhari regime is engaging in impunity by arresting people
without taking them to court within 48 hours is no longer
in our law. I made this point on Sunday and no one has
challenged me.
“Transparency International is being hypocritical by
saying Nigeria is more corrupt than Switzerland, that is
loose talk. Switzerland houses all the funds stolen by all
dictators including dictators that have no records of how
much they hold, dictators that have died and nobody has
the record of what is kept in Switzerland. So, TI will leave
Switzerland alone and say Nigeria is corrupt. We are only
a victim of corruption.”
Speaking also on the loots recovered from late Sani Abacha, Falana
noted that “the Federal Government has a record of $2
billion recovered Abacha loot, but our former minister of
Finance, Dr. Ngozi Okonjo-Iweala claimed that only $500
million have been recovered.
“To help her, the World Bank has just issued a report, a
package of lies, a 700-page report to say that this $500
million that was recovered under her watch was
judiciously spent and they have listed roads that were not
even in existence in Nigeria that were tarred. We are
taking them on, and this will be the last time the World
Bank will tell lies about this country.
“Contrary to the claim of the World Bank and the
government of Nigeria, I say without any fear of
contradiction that not less than $4 billion has been
recovered from the Abacha loot. It is the most successful
recovered loot in the world, and the records are there.
“(Abdulsalami) Abubakar regime issued a decree, the
forfeiture decree No 45 of 1999 where the regime claimed
that it recovered about $1 billion; Obasanjo has just
written some book, and am not sure he knew the
implication, in the second volume of his ‘My Watch’,
Obasanjo has admitted that he recovered $2 billion, £100
million and N10 billion”
“The Jonathan administration also recovered $970
million; the US government has helped us to recover $
458 million last year. Buhari should set up an enquiry to
investigate how the Abacha loot was relooted.”
Speaking in a telephone interview on Wednesday, December, 16, the
ex-governor revealed that he received the sum of N100 million from the
PDP for “campaign logistics” and not from the former NSA.

On corruption and economy
1. We will stop corruption and make the ordinary people, the weak and
the vulnerable our top priority.
2. Any war waged on corruption should not be misconstrued as settling
old scores or a witch-hunt. I’m running for president to lead Nigeria to
prosperity and not adversity.
3. Corruption will have no place and the corrupt will not be appointed
into my administration.
4. This generation of Nigerians, and, indeed the future generation,
have no country other than Nigeria; we shall stay and salvage it
together!
5. We cannot build an economy where corruption is the working capital.
6. We will be a compassionate government, for out of compassion arises
the truest forms of wealth and progress a society can attain.
7. No longer shall illegal flows of massive sums leave these shores to
finance other economies. While our people languish in poverty, we
effectively give financial aid to nations that is not justified. I am sick of
this. It must stop. The money saved will finance jobs, health care and
the provision of social safety net for the needy, weak and vulnerable of
our land.
8. We shall strongly battle another form of evil that is even worse than
terrorism – the evil of corruption.
9. We shall send corrupt politicians to Kirikiri.
10. I will stabilise global oil price.
On Boko Haram and insecurity
11. Boko Haram is a mindless, godless group who are as far away
from Islam as one can think of.
12. Progress has been made in recent weeks by our security forces, but
victory cannot be achieved by basing the command and control centre in
Abuja. The command centre will be relocated to Maiduguri and remain
until Boko Haram is completely subdued.
13. But we cannot claim to have defeated Boko Haram without
rescuing the Chibok girls and all other innocent persons held hostage by
insurgents.
14. Boko Haram is a typical example of small fires causing large fires.
An eccentric and unorthodox preacher with a tiny following was given
posthumous fame and following by his extra judicial murder at the hands
of the police.
15. They have to prove to us that the girls are alive, they are well, and
then we can promise we can negotiate. We will negotiate if we certify
that the girls are alive.
16. For now the armed forces will be fully charged with prosecuting
the fight against Boko Haram. We shall overhaul the rules of
engagement to avoid human rights violations in operations.
17. There are many reasons why vulnerable young people join militant
groups, but among them are poverty and ignorance. Indeed Boko
Haram – which translates in English, roughly, as ‘Western Education
Is Sinful’ – preys on the perverted belief that the opportunities that
education brings are sinful.
18. The misappropriation of resources provided by the government for
weapons means the Nigerian military is unable to beat Boko Haram.
19. Stop killing our people.
20. If you are starving and young and in search of answers as to why
your life is so difficult, fundamentalism can be alluring. We know this
for a fact because former members of Boko Haram have admitted it:
they offer impressionable young people money and the promise of food,
while the group’s mentors twist their minds with fanaticism.
21. You shall be able to go to bed knowing you are safe… Insurgents
would soon know the strength of the collective will of Nigerians.
22. We are going to erect and maintain an efficient, disciplined people –
friendly and well-compensated security forces within an over – all
security architecture.
23. We stand united in our pledge to resist terror in Nigeria – not just
through military means but also through the power of opportunity and
the hope of a better future for all.
On religion
24. I will continue to show openly and inside me the total commitment
to the Sharia movement that is sweeping all over Nigeria… God
willing, we will not stop the agitation for the total implementation of the
Sharia in the country. (Note: the call was made in August 2001 and,
apparently, concerned only areas where Muslims predominated).
25. Religion is a personal affair. If you want to visit Mecca or
Jerusalem do it with your personal funds. Sponsorship of religious
pilgrimages is illegal, unconstitutional and lack of fairness.
26. Because they can’t attack our record, they accuse me falsely of
ethnic jingoes; they accuse me falsely of religious fundamentalism.
Because they cannot attack our record, they accuse us falsely of calling
for election violence – when we have only insisted on peace. Even as
Head of State, we never imposed Sharia.
27. I urge Nigerians to put aside religion, politics and all other
divisions to crush the insurgency.
28. Religion must never be used as an excuse to divide us, oppress
others or gain unfair advantage.
On the former government
29. Whatever one’s views are, Nigerians must thank former President
Jonathan for not digging-in in the face of defeat and thereby saving the
country untold consequences.
30. I would like to thank President Goodluck Jonathan for his display
of statesmanship in setting a precedent for us that has now made our
people proud to be Nigerians wherever they are.
31. President Jonathan has nothing to fear of me; we might not agree
on the same methodology of governance… He is a great Nigerian
leader, who made it possible for democracy to thrive. I will extend my
hands of fellowship to Jonathan and his team.
On election
32. This campaign is the third and last one for me. I will not offer
myself again for election into the office of president. (Note: the promise
was made before the 2011 presidential election).
33. It is up to the people. If you choose correct leadership, there won’t
be any need for the military regime. The opposition has united this time
to back one candidate to challenge the PDP in the presidential poll.
The military came in when it was absolutely necessary and the elected
people had failed the country.
34. There shall no more be a ruling party; All Progressive Congress
(APC), will now be your governing party.
35. You are all my people; I will treat you all as mine. I will work for
those who voted for me, voted against me and those who didn’t vote at
all.
36. If what happened in 2011 (alleged rigging) should again happen in
2015, by the grace of God, the dog and the baboon would all be soaked
in blood.’
On the military past

37. I cannot change the past. But I can change the present and the
future.
38. I have heard and read references to me as a ‘former dictator’… I
take responsibility for anything that happened under my watch.
39. I bear no ill will against anyone on past events. Nobody should fear
anything from me. We are not after anyone. People should only fear
the consequences of their actions.
40. A few people have privately voiced fears that on coming back to
office I shall go after them. These fears are groundless. There will be
no paying off old scores. The past is prologue.
41. Let us put the recent past behind us and forget our old battles.
42. The phased end of the USSR was a turning point for me. It
convinced me that change can be brought about without firing a single
shot.
On Nigeria’s future
43. I assure you, if I become president, the world will not have to
worry about Nigeria as it is now.
44. We have all the attributes of a great nation. We are not there yet
because the one commodity we have been unable to exploit to the fullest
is unity of purpose.
45. This generation of Nigerians and indeed the future generation have
no country other than Nigeria, we shall stay and salvage it together!
46. Our long night is over and a new dawn has come… Democracy
and rule of law will be put in place.
47. Along the way there will be success and setbacks; mistakes will be
made but we will not take you for granted.
48. The work of making Nigeria great is not yet done, because I still
believe that change is possible, this time through the ballot, and most
importantly, because I still have the capacity and the passion to dream
and work for a Nigeria that will be respected again in the comity of
nations and that all Nigerians will be proud of.
On governance and public service
49. As far as the constitution allows me, I will try to ensure that there
is responsible and accountable governance at all levels of government in
the country. For I will not have kept my own trust with the Nigerian
people if I allow others abuse theirs under my watch.
50. Every new government inherits problems. Ours was no different.
But what Nigerians want are solutions, quick solutions not a recitation
of problems inherited.
51. Our government set out to do things methodically and properly.
52. Change does not just happen. You and I and all of us must
appreciate that we all have our part to play if we want to bring
CHANGE about.
53. We must change our lawless habits, our attitude to public office and
public trust. We must change our unruly behavior in schools, hospitals,
market places, motor parks, on the roads, in homes and offices. To bring
about change, we must change ourselves by being law-abiding citizens.
54. The Federal Executive under my watch will not seek to encroach
on the duties and functions of the Legislative and Judicial arms of
government.
55. It is only when the three arms act constitutionally that government
will be enabled to serve the country optimally and avoid the confusion
all too often bedeviled governance today.
56. Constitutionally there are limits to powers of each of the three tiers
of government but that should not mean the Federal Government should
fold its arms and close its eyes to what is going on in the states and local
governments. Not least the operations of the Local Government Joint
Account.
57. I belong to everybody and I belong to nobody.
58. We shall rebuild and reform the public service to become more
effective and more serviceable. We shall charge them to apply
themselves with integrity to stabilize the system.
On employment
59. I appeal to employers and workers alike to unite in raising
productivity so that everybody will have the opportunity to share in
increased prosperity.
60. Unemployment, notably youth un-employment features strongly in
our Party’s Manifesto. We intend to attack the problem frontally
through revival of agriculture, solid minerals mining as well as credits
to small and medium size businesses to kick-start these enterprises.
On infrastructure
61. We have to upgrade our dilapidated physical infrastructure. No
single cause can be identified to explain Nigerian’s poor economic
performance over the years than the power situation. It is a national
shame that an economy of 180 million generates only 4,000MW, and
distributes even less.
62. We shall quickly examine the best way to revive major industries
and accelerate the revival and development of our railways, roads and
general infrastructure.
63. There is nothing strange, except that I said those who bought the
electricity companies and the workers must work accordingly. From
1999 to present, Nigeria’s money, totalling $20 billion, not Nigerian
naira, but US dollars, was spent on Nigeria’s electricity. So the
companies involved in whatever way, we have been begging them to
come back and work because there may be a time when the push comes
to shove on how such monies were spent, the companies must execute
the project or refund to Nigeria her money.
On media
64. The Nigerian press is the most vibrant in Africa. My appeal to the
media today – and this includes the social media – is to exercise its
considerable powers with responsibility and patriotism.
On Niger Delta amnesty
65. The amnesty programme in the Niger Delta is due to end in
December, but the government intends to invest heavily in the projects,
and programmes currently in place.
66. What is responsible for the security situation in the country is caused
by the activities of Niger Delta militants […] The Niger Delta militants
started it all.
On self-determination of people
67. As we engage in these annual debates, we need remind ourselves
of the principles that led to the founding of the United Nations. Among
those are peaceful coexistence and self-determination of people. In this
context, Mr. President, the unresolved question of self-determination
for the Palestinian people and those of Western Sahara, both nations
having been adjudged by the United Nations as qualifying for this
inalienable right must now be assured and fulfilled without any further
delay or obstacle.
68. The corporate existence of Nigeria as a single entity is not a subject
of debate and will not be compromised.
On justice
69. Justice is justice, whether it’s done in Africa or elsewhere in the
world. The important thing is let justice be done, whatever evidence the
prosecution has in Senegal. I think they should – you should proceed to
make it available to the world and prosecute him according to
international law on human rights.
70. I pledge myself and the government to the rule of law, in which
none shall be so above the law that they are not subject to its dictates,
and none shall be so below it that they are not availed of its protection.
On ministers
71. I said within this month. Therefore, I still have three weeks. As
such, hold back your question until after three weeks, when September
ends without me doing that.
72. What is wrong if I make you the secretary (of the federal
government) because I have confidence that things will go normal?
73. The civil service provides the continuity, the technocrat. And in any
case, they are the people who do most of the work. The ministers are
there, I think, to make a lot of noise, for the politicians to make a lot
of noise. But the work is being done by the technocrats. They are
there, they have to provide the continuity, dig into the records and then
guide (those of us) who are just coming in.

Nigerian Army yesterday confirmed it had a violent encounter with
members of the Shiite Islamic faith, in which the sect claimed that
seven of its members were feared killed and 20 grievously wounded in
Zaria, Kaduna State.
A statement by Colonel Sani Kukasheka Usman, Acting Director
Army, Public Relations, yesterday, read: “The Shiite sect, on the
orders of their leader, Ibrahim Yaqoub El Zakzaky, today (yesterday)
afternoon in Zaria attacked the convoy of the Chief of the Army Staff
while on his way to pay homage on the Emir of Zazzau and attend the
passing out parade of 73 regular recruits intake of Depot Nigerian
Army, Zaria.
“The sect members, numbering hundreds and carrying dangerous
weapons, barricaded the roads with bonfires, heavy stones and tyres.
They refused all entreaties to disperse and then started firing and pelting
the convoy with dangerous objects.
“The barricade was obviously a deliberate attempt to assassinate the
Chief of the Army Staff and members of his entourage while on a
legitimate official assignment as Special Guest of Honour at the passing
out parade which had earlier been widely publicized.
“The troops responsible for the safety and security of the Chief of the
Army Staff, on hearing the explosion and firing, were left with no
choice than to defend him and the convoy at all costs as well as

Advising couples to honour and keep their marriage vows, Prophet
Abiara while praying for the families explained that for peace to reign
in the family, it is important for couples to adhere strictlyto their
marriage vows.
Lamenting the high rate of divorce among couples, the man of God said
there was need for the Church to pray for peace in families as peace
experienced in individual families will transcend to the nation at large.
In his words: “God created man and woman and blessed them to have
a wonderful and joyful home but due to sin, man lost that glory. There
are cases where couples killed themselves, children disobedient to their
parents while most of our youths engaged in social vices. All these
were happening because we have departed from God. If we return to
God, He will heal our families and we will experience peace like a
river.”
Describing love as the bedrock of any marriage, Abiara asked couples
to have genuine love for one another, learn to forgive and forget;
adding that any of the couple who failed to forgive the wrong committed
by his or her partner was wicked person.
In his special talk and prayer for the church, the General Overseer,
Foursquare Gospel Church in Nigeria, Rev. Felix Meduoye, told
the worshippers that the Church, as a body of Christ, has lot of
responsibilities on it, to show forth God’s light through preaching of the
gospel, revealing God’s agenda for mankind, also as most powerful
agent of change that God placed on earth, saying anything against such is
a disappointment to God’s kingdom.
In his message titled : “Floodgate of Heaven, the general overseer of
the church, Pastor Adeboye said God did not have to create new
windows and gates for Him to pour His blessings saying heaven has
gates and windows.
Highlighting five things that would happen when God open windows of
heaven, Pastor Adeboye said: “stagnation will end and progress will
start, destitution becomes abundance, the hopeless begins to sing a new
song, the siege will be over and God will cause once enemies to hear a
noise and they will scatter.”
The cleric however noted that floodgate of heaven will only open for
those who serve God faithfully with their might and also propagate the
gospel of Jesus Christ, “God will not waste His blessings on those who
will not use it for His glory, God will only prosper those who will be
divine treasurer” he said.
Pastor Adeboye explained that sin, unforgiveness, not having right
perspective for getting breakthrough, laziness in place of prayer, failure
to preach the gospel among others are some of the obstacles that hinder
prayers.

President Moham- madu Buhari said yesterday that his government
will soon publish names of those who have returned portions of their loot
from public coffers. This was as one of his spokesmen, Garba Shehu,
said in Kaduna that the Presidency would step on toes in their anti-
corruption fight. Shehu said that the Presidency would do so for the
interest of Nigeria.
President Buhari, according to The Cable News, said that the Central
Bank of Nigeria will soon publicly name those who looted Nigeria and
who have returned part of they wrongly appropriated.
He said the Central Bank of Nigeria (CBN) was holding on from
publishing the list in order to avoid jeopardising investigations and
further recoveries.
He was speaking at the 15th session of the Anyiam-Osigwe
Foundation lecture at the International Conference Centre, in Abuja
yesterday. In his lecture, Buhari said during electioneering, the issue
that gained “higher currency” in the psyche of the people was that
Nigerians needed leadership that could be relied upon to tackle the orgy
of corruption in the country.
“We have taken steps towards recovering a reasonable amount of the
money that was looted or misappropriated from public coffers.
Investigations are ongoing on public officers who served, or are still
serving, and those whose conduct are questionable will be compelled to
accept the path of honour and surrender their loot,” he said. “As I
stated recently, a good number of people who abused their positions are
voluntarily returning the illicit funds.
I have heard it said that we should disclose the names of the people,
and the amount returned. Yes, in due course, the Central Bank of
Nigeria will make information available to the public on the surrendered
funds, but I must remark that it is yet early days, and any disclosure
now may jeopardize the possibility of bigger recoveries. “But we owe
Nigerians adequate information, and it shall come in due course.
It is part of the collective effort to change our land from the bastion of
corruption it currently is, to a place of probity and transparency. “Quite
frankly, the anti-corruption war is not strictly about me as a person, it is
about building a country where our children, and the forthcoming
generations, can live in peace and prosperity. When you see dilapidated
infrastructure round the country, it is often the consequence of
corruption.
“Poor heal-thcare, collapsed educa-tion, lack of public utilities, decayed
social services, are all products of corruption, as those entrusted with
public resources put them in their private pockets. That must stop, if we
want a new Nigeria. And that was why I said at another forum that
people need not fear me, but they must fear the consequences of their
actions.
“Corrupt acts will always be punished, and there will be no friend, no
foe. We will strive to do what is fair and just at all times, but people
who refuse to embrace probity should have every cause to fear.”
In Kaduna, the President’s Senior Special Assistant on Media and
Publicity, Mallam Garba Shehu, reiterated the Presidency’s
commitment to anti-corruption war, speaking in a manner that indicated
that the government may still go after top Nigerians who have breached
public trust. “The President may step on big toes,” he said of groups and
individuals who have swindled the country in the recent years.
This was as the Kaduna State Governor, Mallam Nasir el-Rufai
stated that the success of president Buhari’s administration depended on
the media input. Shehu made the disclosure in his welcome remarks at
a three day retreat of the State House Correspondents in Kaduna on
Saturday.
Shehu who was the Chief Convener of the event themed “Journalism
and Change Mantra: State House in Focus”, stated that the
government needed the media support to succeed in the fight against
corruption. He recalled that the present government was a product of
media’s determination to entrench a corruption-free society, stating that
president Buhari would not fail Nigerians.
According to him, the president would not halt the ongoing investigations
and would not come to the rescue of anyone who is found culpable in
the anti-corruption war. He said: “President Buhari has embarked on
an anti-corruption campaign that is bound to offend many. Big toes will
be stepped on, personal interests will be cast aside. As the popular saying
goes, when you fight corruption, corruption fights back.
“Yes, anti-corruption is a war. And the press can help President
Mohammadu Buhari to win that war. You are of the government most
lethal weapons in this battle against the forces that aim to pull down
Nigeria. “The power of the media lies in their ability to expose wrong-
doings. This power of exposure is a far more effective deterrent in
many countries including our own, than the court systems that deliver
judgement and not necessarily justice.
“If they know that they will be exposed, many crimes will not happen
and herein lies the challenge of the media under Buhari administration.
Use your power to expose wrong-doings, the days of impunity are
gone. This is the best way to help the change that the government is
advocating especially now that we have a government with the will and
capacity to right all wrongs.”
Expressing appreciation to the media, Shehu also appealed to the media
to key into the change agenda of the present government.
“As always, the government of President Mohammadu Buhari is
grateful to the Nigerian media for the role you played in igniting the
change agenda which has swept into Nigeria in March 2015. The press
contributed immensely to the success of APC to the historic election of
President Buhari. That was only the beginning of the change agenda.
The change is still ongoing.
“This government still requires the assistance of the media to continue
that process of change. President Buhari has embarked on the building
of a new Nigeria and we need you, the Press, to keep the public
informed of its many activities and policies that are geared towards
improving the lives of Nigerian people according to the change agenda.
“The government needs the press to remain impartial and eschew
spurious incentives when reporting and carrying our your
responsibilities, the government needs you to avoid partnerships with
enemies of progress who are bent on bringing down the government not
minding if the entire country collapses while they are at it”, he said.
Also making his remarks, Governor el-Rufai who was the chief host
of the retreat squarely put the success of the government on the media.
“The responsibility that has been thrust in the hands of the new
government is immense. The APC inherited a country at the tip of
failure. As is becoming clearer by the day, some of the things that went
on under the previous government are stranger than fiction.
“The consequences of the incompetence, the thievery and the divisive
ethos that reigned are only becoming clear. Nigerians are only beginning
to realise that the Jonathan government, despite years of $100 oil, was
borrowing to pay salaries. The PDP simply ran this economy aground.
Our party and our president will do their level best to pick up the
pieces, restore economic vitality and make life better for Nigerians.

Despite Independent National Electoral Commission
(INEC) declaration the December 5 governorship election
in Bayelsa state inconclusive, the All Progressives
Congress (APC) candidate in the election, Timipre Sylva,
has asked INEC to add up and announce the results
from the Southern Ijaw Local Government Area and
declare a winner in the elections. All Progressives Congress (APC) candidate, Timipre Sylva
Sylva said this in a petition to the INEC Chairman, Professor
Mahmood Yakubu, where he stated that the commission lacked the
powers to cancel already concluded or on-going election.
Timipre Sylva added that there is on provision under the constitution of
the Federal Republic of Nigeria 1999 (as amended) and the Electoral
Act 2010 (as amended), for the Resident Electoral Commissioner, your
commission or any staff whatsoever to cancel election that has
commenced or concluded, in any manner as was done in Bayelsa state.
“Should the commission feel “strongly that it has the
powers to cancel already concluded or on-going
elections,” it should also cancel the elections in Ekeremor,
Sagbama Local Government Areas, Wards 4 and 5 of
Yenagoa and Ward 8,9 and 10 of Nembe Local
Government Areas.”
He insisted that on December 6 election materials were distributed
from Local Government Headquarters at Oporoma to the different
ward headquarters, and elections conducted in a free and fair manner at
the different polling units and results announce.
“That elections were concluded on Sunday 6th December
without any reported violence from the polling units or
wards either by INEC officials on the field at the units or
ward level.”
“That the different results from the LGAs were being
collated at the state collation centre in Yenagoa from
Sunday 6th to 7th December as the results were brought
in by the different LGAs, and the Returning officer never
reported any violence either during the election or while
collation was ongoing as he had told everyone that the
results of Southern Ijaw Local Government Area are still
being awaited.”
“That at about 4pm or 5pm, the Resident Electoral
Commissioner (REC) for Bayelsa State announced the
cancellation of the results of the election of Southern Ijaw
Local Government Government Area citing violence and
ballot snatching, and that another date for elections in
Southern Ijaw would be announced.”
Sylva further stressed that the current statues do not
support the cancellation of an election while collation was
on-going:
“We consider the action of cancelling results of an
election while collation is on-going as a dangerous
precedent, usurping of the functions of the Tribunals
established by the Constitution illegal and reminiscent of
the annulment of June 12, 1993 Presidential Election and
if allowed stand will not only expose your Commission to
endless and avoidable litigations and would become a
ready tool in the hands of officials of your Commission
the power to truncate the will of the people,” he maintained.
“Consequent upon the above facts, we are calling on you
to direct the Returning Officer to add up the results from
Southern Ijaw Local Government Area, and declare a
winner for the Bayelsa State Governorship elections held
between the 5th and 6th of December 2015.”
“However, without prejudice to our assertion in
paragraphs 16 and 17 above, where your Commission
feels strongly that it has powers to cancel already
concluded or on-going elections, it is demanded that, in
the interest of equity, fair-play and justice, your
commission cancels the elections in Ekeremor, Sagbama
Local Government Areas, ward 4 and 5 of Yenagoa and
wards 8,9 and 10 of Nembe Local Government Areas,”
Sylva concluded.
Meanwhile, governor Seriake Dickson, of Bayelsa State has set up a
judicial commission of inquiry
to investigate the violence and a breach of peace that occurred before
and after the governorship election between December 3 and 6 in the
state.
