I think what they are trying to say is that...they are still yet to upload some ppl because they are doing it in batches and hence you should not panic if you see that you've not yet been uploaded...they will still upload you later. From the mail, they said you should always try later not that you should panic.

The fact here is that the main emphasis is on the word "common" just to trick you.
Yes, drug abuse occurs everywhere even in places of worship and family homes but not that common.

I don dey fear already as everyone for yesterday just dey complain about network...
