I think I can get a bit of what is happening with this guy's case.
Govt always announced appointment through one spokesman or the other, there was no announcement in this guy's case.
Those that brought him in has been moving along fine without issues.
They got him an official state house letter which everyone (agencies) has been responding to, thinking he is valid, after all, they won't go and meet Tinubu to confirm he signed off on such letter.
What exposed him was trying to bring in foreign diplomats into his heists, those ones are not as dumb as our administrators, they wrote to Foreign Affairs Ministry for verification, that's where the problem began.
Btw, Has the COS been signing off on anyone's appointment letter before now
Also, I think the guy should state the office that gave him the appointment and the date he picked up the letter, at least the office should answer for who authorised the document

That's why investigation is ongoing; they should find out if it was a security breach or an insider attack or some corruption scheme.
