MINSK (Reuters) - Belarus has legalized transactions in crypto-currencies, part of a drive to foster private sector growth and attract foreign investment by liberalizing parts of its Soviet-style economy.

President Alexander Lukashenko signed a decree on the move on Thursday, his press service said.

Bitcoin, the world's most popular crypto-currency, has lost a third of its value BTC=BTSP since hitting a record high of close to $20,000 on Sunday, but its supporters dismiss warnings over volatility and say it is the start of a new monetary system not dependent on central banks.

“All smart and intelligent people know what stability and order are,” state news agency BelTA quoted Lukashenko as saying earlier this month. “They’re all trying to reach that shore. We’re prepared to arrange a dock and even a harbor.”

Belarus has developed some globally recognized IT brands, belying an image of a country stuck in a Soviet time warp.

The decree is designed to attract digital coin entrepreneurs, who are moving businesses to locations more welcoming to crypto-currencies as they face intensifying scrutiny from regulators over digital currency fund-raising, known as initial coin offerings.

“The decree is a breakthrough for Belarus,” Anton Myakishev, the head of Microsoft’s (MSFT.O) Belarus office, told Reuters.

“It gives the industry the possibility to make a leap forward in its development and allows foreign capital the possibility to come to Belarus and work in comfortable conditions.”

The decree legalizes initial coin offerings and transactions in crypto-currencies, including their exchange for traditional currencies on Belarusian exchanges, while all trades will be tax-free for the next five years.

It also allows local IT companies to operate in part under English law - a boon to potential foreign investors, who can struggle to navigate the Belarusian legal system.

“We regularly faced legal problems. When a Western company buys a Belarusian company they try to structure the deal outside Belarus,” said Denis Aleinikov, senior partner in a private law firm Aleinikov and Partners in Minsk and the main author of the decree.

“Investors don’t want to deal with Belarussian legislation,” he told Reuters.

Viktor Prokopenya, a prominent investor in the Belarussian IT sector, said Reuters the legislation and other measures showed the government fully supported the industry.

The Belarussian IT sector has flourished despite the country’s wider economic slump, attracting foreign workers, expatriate Belarussians and locals to jobs that pay about five times the average wage.

Dozens of software companies operate in Minsk’s high-tech IT park, including U.S.-based EPAM Systems (EPAM.N), founded by two Belarussians in 1993. Belarussian software engineers are also behind the Japanese-controlled Viber messenger and the popular video game World of Tanks.

The bright outlook for the IT industry is not matched in other sectors of the Belarussian economy, which remains hamstrung by loss-making state-owned companies that have seen little or no reform since the collapse of the Soviet Union.

The economy is expected to return to growth of 1.7 percent this year, but the International Monetary Fund in November said growth will remain around 2 percent annually over the next few years if state-run heavy industries don’t modernize.

The Grodno State Medical University, in the Republic of Belarus (an eastern European country) intends to open a branch in Sri Lanka; the BelTA news agency reported quoting the university's Rector Viktor Snezhitsky.

A delegation of the Grodno State Medical University is now busy negotiating in Sri Lanka.

“We intend to open a branch of the university's preparatory courses department. The idea will be implemented in 2018 if not in 2017. We are considering hiring local teaching staff. Specialists from Grodno will be sent to Sri Lanka for short-term business trips for the sake of control, performance review, and educational support,” said the rector. If the plans are implemented, Sri Lanka will be the first country with a branch of the Grodno State Medical University of its own. It is a normal practice for many universities. If the project produces the effect the university counts on, the practice will be expanded, noted Viktor Snezhitsky.

The Grodno State Medical University has trained foreign students for more than 20 years. Education services with English as the language of instruction have been available for over 15 years. At present two thirds of foreign students at the Grodno State Medical University are instructed in English during the entire six-year period of education. “Our teachers are ready for it. We constantly recruit more young professionals, who speak foreign languages,” added the rector.

The quality of training of foreign students at the Grodno State Medical University is highly rated; competition among foreign students exceeds two people per place. A roundtable session of the Education, Science, Culture, and Social Development Commission of the Council of the Republic of the National Assembly of Belarus took place at premises of the Grodno State Medical University on 18 April. Ways to improve medical university education and science in Belarus were discussed during the session.

The Grodno State Medical University

History
The Grodno State Medical University was founded on August 9, 1958. Initially there was the only one medical faculty. Later, in 1970 a preparatory department was opened, in 1979 a pediatric faculty started its work. The University became the first one in Belarus to open the Department of Nurses with higher education in 1991 and the Faculty of Medical Psychology in 1993. Since 1995 foreign students have been studying here. In 2000 GrSMU gained the University status.

Amnesty: 45 students graduate from Belarus University, with 3 first class

45 student delegates of the Presidential Amnesty Programme graduated from two universities in Belarus with three of them clinching first class honors in Information Technology from the Belarusian State University of Informatics and Radioelectronics. While a total of 29 majored in various fields from the Belarusian State University of Informatics and Radioelectronics, 16 others trained in related areas at Brest State University, Belarus.

The graduation ceremony in Minsk was well attended by envoys from various countries with a delegation from the office of the Special Adviser to the President on Niger Delta and Coordinator of the Presidential Amnesty Programme. The First Vice Rector of Belarusian State University of Informatics and Radioelectronics Dr Siarhei Dzit in a graduation speech commended the international students, including the Amnesty delegates for their resilience and expressed hope that they will apply the knowledge gained in advancing society. He said ” as one of the best international school in Information Technology, we are known to produce graduates with the requisite technical knowledge to meet contemporary challenges in the industry. I am optimistic that these graduates can firmly take their place in world class firms to exhibit their professionalism”. NATIONAL EDUCATION SYSTEM

Education in the Republic of Belarus is one of the most significant priorities of social and economic development of the country and is based on national traditions and global trends in education area.
There has been a dynamic development in the educational system of the Republic of Belarus in recent years. Academic staff of universities of Belarus is presented with highly skilled specialists. Taking into consideration part time staff, there are over 27082 of teaching professors work in state educational establishments, about 1313 of them are grand PhD specialists, 8530 – PhD specialists. 1242 professors have acquired the title of PhD professor, 7040 – associate professor.

In May 2015 Belarus officially joined the Bologna Process – the European Higher Education Area.

A great number of educational establishments of the Republic of Belarus actively cooperate with such political organizations as UNO, UNICEF, UNDP, European Union, European Commission, European centers of professional improvement, etc.

Professional and scientific training of students is carried out by state (43) and private (9) higher education institutions of different types: classical universities, specialized universities, academies, institutes.

Belarus expects to build strong channels of communication with African partners, Belarus Prime Minister Andrei Kobyakov said as he met with Chairperson of the African Union Commission Nkosazana Dlamini-Zuma in Minsk, BelTA has learned. “We suggest discussing the inclusion of our farm machines into the state projects which are implemented in Africa and which are funded as part of the state government development programs and international technical assistance. We hope that with your support and participation, we will be able to establish strong channels of communication with African partners in order to promote the Belarusian technological potential on the continent,” Andrei Kobyakov said. He expressed the hope that the visit of Ms Nkosazana Dlamini-Zuma to Minsk will be fruitful and successful. “We are confident that the visit will lay the necessary foundations so that cooperation between Belarus and the African Union Commission, the countries that you represent, would develop on the principles of respect and comprehensive partnership,” the Belarusian Prime Minister noted. Andrei Kobyakov stressed that Belarus' relations with African states rely on the traditions of friendship, equality and mutual respect. Belarus highly appreciates the increasing role and influence of the African Union Commission not only in Africa but throughout the world. “We agree with the position of the African Union Commission that there is the inextricable link between security and sustainable development. Here Belarus might be a very useful partner for you,” Andrei Kobyakov said. According to him, the joint implementation of large projects is a good opportunity to strengthen cooperation. As examples he cited the successful projects to assemble MTZ tractors and MAZ trucks in Egypt and Algeria. “Other large projects are in the pipeline. These are the setting up of assembly plants for MTZ tractors in Nigeria and Ethiopia, MAZ trucks in South Africa and Ghana,” Andrei Kobyakov noted. He noted that Belarus supplies equipment to virtually all African regions under the agriculture mechanization programs in Africa. Belarusian dump trucks, metal products, potash fertilizers are in demand in the African market. “We are ready to increase the shipments and satisfy the demand in full,” Andrei Kobyakov assured. The Belarusian head of government stressed that Belarus is interested in supplying comfortable passenger buses, municipal vehicles, and road-building machinery to Africa. “We are ready to offer modern financial instruments and very attractive terms and conditions of sale of Belarusian machinery. These may include export credit and international leasing,” he explained. Another area of cooperation is education. According to Andrei Kobyakov, Belarus is ready to provide training, arrange internships in such majors as agriculture, engineering, medicine, military science. Scientific and technical cooperation is promising too. As start-up projects Andrei Kobyakov proposed the technologies for processing remote sensing data. In his view, the use of multi-functional unmanned aircraft systems developed by the National Academy of Sciences of Belarus can be a big project too. “The use of these systems makes the protection of the state border, military intelligence, geophysical research and environmental monitoring much more efficient,” he noted. The Prime Minister stressed that, in general, the African Union and Belarus have broad prospects for cooperation. “I invite the African Union Commission, in collaboration with the Permanent Representative of Belarus to the African Union, to prepare proposals and a list of specific projects that we might carry out together. I am confident that by joint efforts we will raise our relations to a qualitatively new level,” Andrei Kobyakov noted. Chairperson of the African Union Commission Nkosazana Dlamini-Zuma thanked Andrei Kobyakov for the meeting. “We view Belarus as a friendly country for the African continent, a friend in any weather: when the sun shines and when it rains,” she said.
