The only difference was that while Enugu and other Igbo cities were demolishing and renovating all old buildings, Ibadan stood still

if you go to most of the places Igbos had old structures, they are being replaced daily, sons train down his parents house to replace it with a new one. Or just change the roof, windows and repaint the house.

To be fair to Ibadan, it might not be poverty that made them to freeze and remain with brown roofs, maybe someone didn't tell them that a city needs to recreate itself to look modern.
