At this point in time many don't have money at all to spend. So what does 40,000 a bag mean to them?

Kobo, Nigerians can still manage 40k bag of rice even if two people can share the bag. The problem now is people who really need the rice might not have access to it.

Why not open borders for rice importation? How many people will have access to buying rice at 40k?
