Wike and Amaechi Former Governor of River State, Rotimi Amaechi on
Monday described the panel set up by his successor,
Nyesom Wike to probe his administration as a silly
distraction to deceive the public. In a press statement released by the former governor’s
office, Amaechi said probe was an attempt to distort
his statement on the amount of money he left in the
state treasury. “Again, our attention has been drawn to comments by
the Governor of Rivers State, Nyesom Wike, where he
attempts to justify his fraudulent, sham probe of the
immediate past governor of Rivers State Rt. Hon.
Chibuike Rotimi Amaechi and distort our statement on
the amount of money Amaechi left in the State treasury. No matter how hard Wike tries, the public can clearly
see through his fraudulent deception and the sham he
calls Commission of Inquiry to probe Amaechi. That
panel was set up to indict Amaechi of corruption.
Everything about the probe commission is at variance
with the ethics and laws of a fair, just and unbiased probe commission.” Indeed, the hack panel has not disappointed its
paymaster since it started its shambolic public
hearings. As we earlier warned, it is a comedy to grab
media headlines with bogus, phantom and fabricated
claims of corrupt practices against former governor
Amaechi. He added, ” The public hearings have become a
comedy of errors for the media. We maintain that
Wike’s probe commission shall not achieve anything
beyond political excitements, entertainment and
theatrics. However, what the public may not know is that Wike’s
deceptive probe of Amaechis a distraction to entertain
and keep the public focus on his circus show, while he
siphons and salt away billions of naira from the State
treasury. From the moment he stepped into Government House,
Port Harcourt, Wike has run a government of lies,
deception and fraud. He first made a show and gave a performance of his
false accusations that Amaechi stripped the
Governor’s Lodge bare, saying that the former
governor stole spoons, plates, knives, cups,
mattresses, forks and even curtains from the
Governor’s Lodge! However, in the images Wike showed to back his lies, the curtains in the lodge were
clearly there, seen and intact. Wike then claimed he met a completely empty
treasury. That again is another big lie and grand
deception to steal state funds. We have said that
former governor Amaechi left billions of naira and we
even went ahead to mention the banks and give the
names of the accounts the money were, as at May 29, 2015. We repeat that N7.5billion cash were left behind as
balances in the State Internally Generated Revenue
(IGR) account with Skye Bank, FAAC account with
Zenith Bank, balances with Access Bank and funds in
the State reserve fund account in First Bank.This is
besides other balances in the state Government House account with Zenith Bank and other government
Ministries, Departments and Agencies(MDAs)
accounts, like the Bureau for Public Procurement
(BPP). Amaechi left N939 million naira in the Commercial
Agric Credit Scheme Account in Zenith Bank. By the
time you pull all these balances together, we are
looking at readily available cash in the region of eight
to ten billion naira left for the Wike administration. We
have mentioned banks, account names and funds left in the accounts. These are facts that cannot be
distorted by Wike. If Wike says he’s not lying that he met an empty
treasury, we challenge him to publish the statements
of these government accounts that we have mentioned
and other Rivers State government ministries,
departments and agencies (MDAs) accounts as at
May 29; to prove his claim and show the public that Amaechi left an empty treasury for him. But, we dare
say, he will not because he runs a government of lies,
deception and fraud, always wanting to hoodwink the
public. Rather than this comedic, puerile and silly distraction
he calls probe commission, Wike should explain to
Rivers people what happened to the funds Amaechi
left, the N30 billion naira loans he took under 30 days
and other funds that has accrued to Rivers State since
he became governor. Amaechi left a legacy of accountability; Rivers people expect nothing less from
Wike.

EFCC, has reacted to the allegation of
diversion of N1trn, saying it was ready to
subject its activities to any scrutiny. A statement by the commission’s
spokesman, Mr. Wilson Uwujaren, said the
allegation was a smear campaign aimed at
tarnishing the good image of Mr. Ibrahim
Larmode. It would be recalled that a national
newspaper had on Monday reported the impending probe of the commission’s boss
by the Senate. Declaring the story as spurious and veil, the
commission noted that even if it had not
returned a kobo of recovered funds in its 12
years of existence, in addition to the yearly
appropriated budget from the federation
account, its assets would still be nowhere near the alleged N1trn. The anti-graft body also faulted the petitioner
for not following procedure by the Senate in
demanding for the probe. It said: “More sinister is the discovery that
the socalled petition did not follow the
procedure for consideration by the Senate. It
was sent, not to the Senate but to a member,
Senator Peter Nwaoboshi, a first term senator
from Delta North. “Under the senate rules, petitions meant for
consideration by the red chamber are sent to
the senate, not to a member. “Also, petitions meant for the senate are
tabled at the plenary, before they are referred
to the relevant committees for further
consideration. “In this instance, the senate
has been on recess and there is no evidence
that the so called petition was considered at plenary and referred to any committee. “The EFCC as an agency that is founded on
transparency is not afraid of any ‘probe’ or
request for information regarding its activities
by individuals, groups or organs of
government; so far as such requests followed
due process of law.” According to the statement, if Larmode had
wanted the activities of the commission to be
shrouded in secrecy, he would not have hired
an international audit firm, KPMG to carry out
comprehensive audit of exhibits and forfeited
items. It said the report of the audit, which covers
2003 till date, would be made public as soon
as it is ready.

Warri Refinery Crippled By Disrepair, Corruption, Shuts Down - Sahara Reporters


Despite official claims that Nigeria’s newly refurbished refineries were making profits and helping to combat fuel scarcity, SaharaReporters has learned that the Warri refinery in Delta State remains a drainpipe, a symbol of the rot in Nigeria’s opaque and shady oil sector.

Less than two weeks after President Muhammadu Buhari appointed Ibe Kachikwu as the new Group Managing Director for the Nigerian National Petroleum Corporation (NNPC), the debt-riddled Warri refinery is reportedly close to being shutdown. SaharaReporters has obtained two daily reports about the operations of the Warri refinery. The grim reports indicate that the refinery operates at a huge loss that could cost the Nigerian government close to N1.2 trillion per year.

The documents reveal that the refinery barely produces 2.3 million liters of gasoline, a mere drop in the bucket compared to the 50 million liters required to daily fuel consumption across Nigeria.

The refinery processes about 11,865 metric tonnes of crude oil. The crude is supplied via trucks and vessels instead of through pipelines, which remain significantly damaged due to the activities of armed militants in the Niger Delta region. The reports obtained by our correspondent also disclosed that several units for processing crude at the Warri facility were currently shutdown.

Part of the report revealed that, on August 11, 2015, a vessel MT Bade offloaded more than 1,200 metric tonnes of imported fuel at the refinery to supplement the facility’s low production output.

Part of the report showed that one pipeline for pumping diesel from the refinery had been shut down because of vandalization at Adeje, Delta State. Pipeline ‘2C’ was also shut down, with a crude oil supply source called Escravos Line remained suspended. A huge crude oil supply line, UQCC, which is supposed to be protected by ex-militant commander, Government Ekpemupolo (alias Tompolo) also remained suspended.

Ex-President Goodluck Jonathan and former Petroleum Minister, Diezani Alison Madueke, gave approval for Ocean Marine Tankers (OMT) Limited, founded by Captain Hosa Okunbor, Tunde Ayeni and Mr. Ekpemupolo (Tompolo), to take over delivery of crude to Warri Refinery.

“It beats my imagination that, despite being paid millions of dollars for pipeline surveillance and protection, Tompolo and other Niger Delta militants have not been able to restore pipeline sources to the refinery. Tompolo is being paid by the NNPC to safeguard pipelines that are currently not delivering crude to the [Warri] refinery.

We are thus forced to rely on trucks to deliver crude for refining and for delivering final products,” one engineer at the refinery told our correspondent.

The Rapele-Warri pipeline also remains suspended. As a result, it costs the government $2 million per month to transport crude from Escravos to the refinery. “The management of the refinery spends $66,000 per day to transport crude for refining,” one source said.

The management of Warri Refinery is paid subsidy of N34 per liter of fuel produced at the facility.

A second report obtained dated August 18 2015 by SaharaReporters showed that the Warri refinery had shut down its Crude Distillation Unit (CDU). The CDU is the first stop in the processing of crude and is the refinery’s main distillation unit and engine room. “Once the CDU is down, technically the refinery is down,” said one inside source.

Other dysfunctional units at the refinery include the Vacuum Distillation Unit (VDU) and the Fluid Catalytic Cracking Unit (FCCU). An engineer disclosed that technicians at the facility had tried for more than one week to start up the FCCU without success. “The FCCU is the unit that increases the yield of premium motor spirit,” he said. “If it’s working, the refinery should be able to produce an additional two million liters of gasoline per day.”

Two sources in the oil sector told SaharaReporters that no single repair had been done in a long time by the refinery’s management. “That’s why it is producing at loss,” one source said.

Our sources stated that the crisis-prone Warri facility currently has 30,948 cubic meters of crude oil available for processing, with the quantity due to last for a mere 2.6 days. A vessel, Mt African Beauty, berthed on August 17 to discharge 15,000 cubic meters of crude which will also last for an additional day. As at press time, SaharaReporters learned that 9,925 of the vessel’s shipment had been discharged.

The refinery’s technical problems have a long history, our inside sources said. They claimed that budgets for the repairs of the Warri Refinery provided fodder for “repair scams” that benefited some NNPC officials. “When President Buhari came to office, the refinery was not repaired, but was just cranked up to impress him that the refinery is in good condition. But the reality is dawning on everybody that the refinery is close to being shut down completely.”
