Cardinal admits Church files on paedophile priests ‘destroyed’

A top Catholic cardinal admitted Saturday that Church files on priests accused of sexually abusing children were destroyed or never even drawn up in a move which allowed paedophiles to prey on others.

German Cardinal Reinhard Marx was speaking on the third day of an unprecedented summit of the world’s top bishops convened by Pope Francis in a bid to tackle the crisis over paedophilia within the clergy.

“Files that could have documented the terrible deeds and named those responsible were destroyed, or not even created,” Marx told the landmark Vatican summit on a problem that has dogged the Roman Catholic Church for decades.

“Instead of the perpetrators, the victims were regulated and silence imposed on them,” he said. “The stipulated procedures and processes for the prosecution of offences were deliberately not complied with.”

The ongoing scandals over sexual abuse have escalated, engulfing countries across the globe with the latest crises hitting Chile, Germany and the US.

At one point, delegates heard the testimony of a woman who was repeatedly raped by a priest when she was just 11.

“Engraved in my eyes, ears, nose, body and soul, are all the times he immobilised me, the child, with superhuman strength,” said the woman, who remained anonymous.

“I thought: ‘If I don’t move, maybe I won’t feel anything; if I don’t breathe, maybe I could die’.”

‘A life-long injury’ 

Back in September, Marx apologised personally to thousands of victims who had been abused by clergy within the German Church, saying the perpetrators must be brought to justice.

His admission about the documents on Saturday sparked an angry reaction from Peter Isely of Ending Clerical Abuse (ECA) association, who denounced such destruction of paperwork as “illegal” and demanded an investigation.

(Reuters) - A South African cardinal who helped elect Pope Francis this week has told the BBC pedophilia is an illness and not a crime.

Cardinal Wilfrid Fox Napier, the Catholic Archbishop of Durban, told BBC Radio 5 on Saturday that pedophilia was a "disorder" that needed to be treated.

"From my experience, pedophilia is actually an illness. It's not a criminal condition, it's an illness," he said.

TOKYO — The Vatican’s Caritas Internationalis charity says it learned in 2017 of pedophilia concerns involving its Central African Republic director, but left it for his superiors to investigate and he remained in place and in ministry until this year.

CNN revealed the scandal over Father Luk Delft this week, reporting that the Belgian Salesian priest was appointed to lead the Vatican’s main charity in the poverty-stricken country despite a 2012 criminal conviction in Belgium for child sexual abuse and possession of child pornography.

The Salesians of Belgium have pointed a finger at the country's courts after a convicted pedophile priest was allowed to work with children in Africa.

Driving the news

"You can say the Salesians shouldn't have let him go to Africa, but we trusted the advice given by the probation commission, which should also have seen it was too risky", Belgian provincial vicar and Salesian spokesman Father Carlo Lootstold CNS November 26.

Loots was speaking after a CNN investigation found Salesian Father Luk Delft has been accused of molesting at least two boys in the Central African Republic (CAR).

The Salesian representative did add, however, that "I don't think it helps much to start blaming people" for the scandal over the pedophile priest.

He did admit a Belgian probation commission had "no idea about the situation in the CAR", one of Africa's poorest and most vulnerable countries, when it approved Delft's relocation there.

In 2013, Delft was invited by Belgian Salesian bishop Albert Vanbuel to work at a CAR camp for internal refugees run by Church aid organisation Caritas.

That was despite Delft having been convicted by a Ghent court in 2012 of child abuse and possession of child pornography, and having been sentenced to a suspended 18-month jail term and a 10-year ban on being with children.

In 2015, after Vanbuel retired, Delft became the national director of Caritas in the CAR, and continued to have contact with minors.

Why it matters

Salesian spokesman Loots admitted that Bishop Vanbuel had "clearly no idea how a pedophile really functions", despite having been informed of Delft's past and agreeing to supervise the abuser priest.

"Bishops and religious orders always face a big problem knowing what to do with abusers of young people — there's no death penalty for this, so we can't kill them, but nor can we send them to a desert island", Loots explained.

"Instead, we have to look for a solution, and the philosophy is that such people deserve a new chance — but not in the same context or situation as previously".

As for what the Salesian order will take away from the Delft scandal, Loots explained that "we've learned that all communications involving [abuse] cases must be written and documented, rather than exchanged verbally at the risk of being passed over and forgotten".

"We've also improved our safeguarding policy and learned to be much more prudent in dealing with an abuser.

"We thought at the time we'd taken the right decisions, but we must recognize doing our best at that moment wasn't enough".

Loots confirmed that Delft is now living under supervision and receiving treatment in Belgium, at the Salesian house in Boortmeerbeek, where there are, he stressed, "no activities involving young people".

For the record

In a statement November 21, Caritas said it was "saddened and outraged" at the accusations against Delft in the CAR, and expressed its "compassion and solidarity" with the priest's alleged victims and their families.

The international branch of the Church aid organisation said it was assisting the local Caritas in the CAR as it investigates the abuse claims and strengthens its safeguarding mechanisms.

Spokesman for the Belgian bishops' conference Tommy Scholtes said the conference "immediately alerted" Belgian prosecutors when it had knowledge of the accusations against Delft, in June.

Scholtes added that Delft's future is in the hands of the Vatican Congregation for the Doctrine of the Faith, which handles accusations against pedophile priests.

"Things are complicated since Luk Delft is here, and his possible victims are there", Scholtes admitted.

"But we trust the competence of the judicial authorities in Belgium and the CAR. Although I think everyone did their best, we must conclude this wasn't enough".

A group of well-meaning Nigerians, under the auspices of One Voice Nigeria, has called on the 9th National Assembly to improve its annual allocation for defence.

According to the group, committed to rallying Nigerians of diverse persuasion to adopt a common ground, the budgetary allocation doesn't match the current realities on the ground.

It was on this premise these concerned Nigerians launched a campaign titled ‘Nothing is Too Much for Our Security’ at the Unity Fountain, Abuja, on Tuesday.

At the event, Convener Comrade Kabiru Ibrahim Dallah stated that security is the most serious business and should be given utmost attention.

While applauding the efforts of the 8th National Assembly to marginally increase funding for defence, the group charged Senator Ahmed Lawan’s led arm of government to go more steps further.

One Voice Nigeria, however, called on all Nigerians, home and abroad to join this one-off project aimed at supporting the nation's troops and enhancing our sovereignty.

“ It is on this note that One Voice Nigeria today launches the ‘NOTHING IS TOO MUCH FOR OUR SECURITY’ campaign. The campaign will focus on several areas to ensure that there is an improvement in the quantum of resources available for providing security to Nigerians, ensure that the appropriation of the resources is not delayed and ensure prompt release of funds that have been approved,” the statement reads in part.

“ We hereby present our 3-point agenda for security spending. The first point of the agenda we are setting for the National Assembly is to double and possibly quadruple defence and security spending. This point is premised on the reality that the current budgeting for the Armed Forces, particularly the Nigerian Army, and the Nigerian Police Force is very low.

“ The need for the Federal Lawmakers to find ways of increasing the funds available to these bodies in view of ongoing operations against Boko Haram/ISWAP, cattle-rustlers, bandits, kidnappers, militants and other threats that have necessitated the massive deployment of the military and mobile police units. The budgeting for these organizations simply has to change to reflect the current reality. We see the necessity to pass a special supplementary budget to ensure that they are speedily empowered to deal with the security threats in the land.

“ The second point is that the National Assembly must, for the sake of the urgency around security issues in Nigeria, ensure speedy passage of defence budget and releases to the military. The country has the benefit of experience to know what happens when intervention budgets are allowed to succumb to politics as was the case with the issue of the $1billion sought by President Buhari, which the last parliament frustrated in the name of getting at the president.

“ By the time the lawmakers in that parliament were done with their politicking Boko Haram has upgraded to become ISWAP. This situation could have been avoided if the urgency of the situation were considered and given primacy.

“ The third point of the agenda is to the Ministry of Finance, which must give priority to issues of national security and to ensure that no arm of the military or the Police suffer any financial weakness on the account of non-release of funds.

“ It does not matter if the expenditure in question is recurrent or capital whether for procurement of critical war infrastructure or for other logistics. Going forward, any contrived failure to release funds to these institutions would be viewed by Nigerians as collusion with terrorists and criminals on the part of the officials responsible for such delay.

“ We, therefore, urge you all to follow us on all social media handles that will be passed by my colleagues to critically engage stakeholders at all levels. This is our new approach to fighting insecurity and urge all Nigerians and our international partners to join us on this project.

“ Nothing is too much for us to spend on the security of Nigeria. Nothing is too much because security is key.”
