The structure is the issue. The civil war left such a huge war booty, it couldn't be moved across territories in a year or two so they cemented a structure that guarantees the steady flow of the booty towards the victor. To conceal the status of the victor as the beneficiary of the booty, they declared no victor, no vanquish thing.
That booty, though not fully exhausted yet, has been over-depended upon so much that it can't support the indolent and unproductive victors anymore.

No body seem to agree on how to stop the unproductive arrangement any longer.
Civil war that ended 54 years ago is the issue, which booty?

The local government system has been decimated by governors. Most times, the problem with Nigeria doesn't come from the president as we all think but from the governors.
