What he did was duplicate his certificate which makes it an unofficial certificate that has been verified to have factual information that is in the official certificate. Hence since he did not modify/alter the facts or information in the certificate, it does not constitute as a forgery. A forgery must be an [b]altered [/b]copy/duplicate.
