Bro...its saddening but I have steeled my mind not to pity Nigerians or feel anything for them.

Before I left Nigeria finally, I used to go to the Teaching hospitals in Lagos to give my own "first fruits" to support peope who might need help to pay for their hosital bills,buy medication pay for tests or get a discharge from the hospital. There is no time that I return from those visits that I dont have mental depression for weeks. I see people dying because they cant afford to pay for medication or tests or even surgery for as little as of 50k. Yet I see the houses and cars worth billions of naira these politicians buy for their children schooling here and these foolish citizens still hail and praise thes same politicians. A fraction of the money these looters lavish abroad could save thousands of lives back home.

The money Lagos state government wastes on political cronies on an annual basis is enough to build and sustain 2 or 3 more first class teaching hospitals the size of LUTH for free medical care in the state. How some people are comfortable stealing all of that and still have the conscience to tell the masses to keep enduring poor services and poverty is what I can never understand.

Yet, these foolish citizens hail defend,kill and miam themselves fir these same set of looters.

Lol.....with info I had when I was in Nigeria, it is not shocking to say that Lagos State is the most corrupt of all states. The money stolen from Lagos State alone is enough to make that city close to a mega city in developed countries.

I actually did a personal research on how much Lagos state government wastes on corruption and those given to all people like those in the Governors Advisory Committee since 2007, based on the privileged info I had, it was enough to build another first class well equpped teaching hospital close to the ones we have in developed countries. Those monies end up in private pockets. A lot of the monies end up abroad. I know two LCDA chairmen in Lagos state who bought houses in Canada and the US and moved their families out in 2024 alone. Even councillors are buying houses abroad. The corruption is so massive.

Most of those people saying they are making it in Nigeria are actually beneficiaries of corruption.

Are you then making that stupid assumption that all Capex expenditure was released for only the coastal road all year and nothing else or little to other projects (even if the coastal road was not in the budget)?

Where did Umahi get his 1.06 trillion? No government in the world(except criminally minded ones in your country release 100% of funds for a counterpart funded projects)

That you allocate extra budgetary expenditure to projects does not mean it is 100% cash backed. Governments dont operate accrual accounting system, they release funds in batches. If the remaining of the 1.06 trillion will be released in 20-25, it must be put in the budget. That is what the editorial is calling out.

Any little knowledge of public finance will tell you that you don't even use Virememt(which you foolishy suggested might have been used to reallocate funds to the coastal road) for Capex but for Opex

On March 31, 2024, Umahi came on Channels Television’s Sunday Politics programme where he pointedly said that the sum of N1.06 trillion was released to Hitech. Only for him to say on TVC on April 11 that the same money been released.

If you would like to watch the video yourself, I'm sure you know what to do. Since Umahi has never refuted this particular statement, it is safe to presume it to be true.

The question is where did Umahi ever state that 1trillion was fully released. No government does that. Even in the saner climes. The money was unbudgeted for and since givernments operate cash accounting budget, that additional or extra budgetary spending money would have had to be sourced somehow(borrowing or way and means). If there was need to do fund reallocation up to the tune of N1 trillion from previously approved budget without going back to the National assembly, the Fiscal responsibility act forbids that totally So how come they did it and getting away with it? Reallocated 1 trillion nairail capital expenditure like that?

Money for the 1st phase of that project was not fully released, remaining will be done in phases. What the editorial is calling for is to ensure that it is put in the budget this time rather than use an extra budgetary means like the last time. Simple. And they are correct.

Thanks for that sharp answer. That's the more reason they omitted it in the 2025 so as to avoid budget repetition as was the usual practice of the past governments. The construction has reflected in the last budget and it's still inconclusive, therefore, it's not going to reflect in the new budget again unless there's something about the project that wasn't included during the last budget. I think this budget 2025 will be TINUBU first comprehensive original budget since he came in.....

No government(including the western ones) put 100% of funds out on their own a projects, talk more of counterpart funding of a public project of that magnitude. What this means is that the N1 trillion of FGN was not released in full at once. It must have been released in parts. In your mind, FGN has pushed out N1 trillion for the project(something that was not even budgeted for omin both the 2024 budget and the supplementary one)

So, the balance of what is not released yet will have to be budgeted for otherwise, there would have to be another extra budgetary appropriation (with its political ans economic/inflationary implications)
