The police do not have the resources to provide local security across the state, so there must be local participation in local policing. Where the problem is is those who want the state security in its entirety handed over to jobless, faceless riffraff that are accountable to no one.

Yes. Vigilante groups exist in every state, often with close ties to local traditional rulers and sanctioned by the government. Security may be ineffective at the moment but a totall absence of security is far worse.
