Please your suggestions are highly needed thanks

Hi, doctors In the house I don't know what might be causing this. I usually get this immediately my body is healed of an injury and most time through pimples. I have a picture attached here and I will be happy if I can get suggestions of how to permanently remove it on my body. I have it on my back hand, on my neck, my lower lip and on my stomach too. They are all pretty the same thing. I have tried cutting them off but anytime I do they still grows back and I'm tired af. I have been considering opting for a surgery to remove it but I don't know how to go about it or if I can just find a drug or anything I can use to eradicate it completely off my body I will be happy.
