According to the Senate, the states yet to transmit their resolutions on the proposal are Kano, Oyo, Cross River, Abia, Niger, and Benue.

The Senate on Wednesday fixed 15 November as the deadline for state Houses of Assembly to transmit their resolutions on the proposed creation of state police to the National Assembly.

The Senate President, Godswill Akpabio, announced the deadline during plenary after senators endorsed the decision through a voice vote.

According to the Senate, the states yet to transmit their resolutions on the proposal are Kano, Oyo, Cross River, Abia, Niger and Benue. However, records show five states have passed the proposal in their respective states, except Niger State.

The Senate Leader, Opeyemi Bamidele, read out the names of the 30 states that have approved the proposal so far and transmitted their resolutions to the National Assembly.

The states are Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Borno, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Jigawa, Kaduna, Katsina, Kebbi, Kogi, Kwara, Lagos, Nasarawa, Ogun, Ondo, Osun, Plateau, Rivers, Sokoto, Taraba, Yobe and Zamfara.

Mr Bamidele urged the remaining states to transmit their resolutions before the deadline, describing the development as a positive step for Nigeria’s democracy, the government and Nigerians.

State Police: 34 States Endorse Bill, Katsina, Borno Say Work Ongoing

No fewer than 34 states had passed the State Police Bill as of yesterday, following the approval by four additional State Houses of Assembly in Lagos, Bauchi, Niger and Sokoto of the proposed alteration to the 1999 Constitution to provide for the establishment of state police services.

The approvals bring the number of state assemblies that have endorsed the bill to 34, exceeding the constitutional requirement of 24 states, or two-thirds of the 36 state assemblies, needed for a constitutional alteration.

However, the two remaining states, Katsina and Borno, said work on the bill was still ongoing.

The states that have passed the bill are Abia, Adamawa, Akwa Ibom, Anambra, Bayelsa, Benue, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Jigawa, Kaduna, Kano, Kebbi, Kogi, Kwara, Lagos, Nasarawa, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, Sokoto, Taraba, Yobe, Zamfara, Bauchi and Niger.

Katsina State Police Bill Set for Third Reading, Says Assembly PRO

The Katsina State House of Assembly is preparing to advance the proposed State Police Bill to its third reading after it passed the first and second readings and was referred to a special committee for scrutiny.

The Assembly’s Public Relations Officer, Aminu Magaji, disclosed that the bill, which was recently passed by the National Assembly and transmitted to state Houses of Assembly, had been formally presented before the Katsina legislature.

Magaji said the bill had passed the first and second readings, while a special committee headed by the House Leader had been constituted to examine its provisions.

“On the issue of the State Police Bill, it has been brought to the House and has gone through the first and second readings. A special committee was formed under the House Leader, and its members are working on it,” he said.

He added that the House was currently on recess and that the Speaker was out of town.

The referral to the special committee marks another step in the legislative process towards establishing a legal framework for the creation and operation of state police in Katsina State.

The committee is expected to scrutinise the bill and submit its findings and recommendations to the House for further consideration. These would guide subsequent deliberations by lawmakers.

The Assembly has indicated its intention to give the bill the necessary legislative attention, although the timing of its third reading and eventual passage remains subject to the House’s proceedings.

The proposed state police framework is part of broader efforts to decentralise policing and strengthen security responses to threats, including banditry and other criminal activities affecting communities across Katsina State.

Borno Assembly’s State Police Bill at Reading Stage, Says Clerk

The Clerk of the Borno State House of Assembly, Shettima Garba, has said that the State Police Bill is currently at the reading stage before the Assembly.

He explained that the bill was still undergoing legislative processes and had not been passed.

“The bill is still at the reading stage. It has not been passed. Members are still deliberating on it and will subject it to all necessary legislative scrutiny, including a public hearing where necessary,” the clerk said.

Jigawa state legislature passed.state police

The Jigawa State House of Assembly has officially approved the proposed constitutional amendment seeking the establishment of state police in Nigeria.
The approval was formally announced by the Speaker of the House, Haruna Aliyu Dangyatin, during a plenary session on Tuesday, October 27, 2026.
Key developments surrounding this update include:
• Clearing the Holdouts: Jigawa was previously listed among 11 states that had not yet formally passed resolutions on the decentralized security bill. With today's vote, the state has moved forward from its previous committee review stage to give full legislative endorsement.
• National Threshold Exceeded: The overarching state police constitutional alteration bill had already crossed the mandatory two-thirds threshold (24 out of 36 states) on October 23, 2026. Endorsements on Monday from states like Ondo, followed by Jigawa today, continue to expand the absolute majority of states backing the decentralization of policing.
• Next Steps for the Bill: Now that the legislative approval phase across individual state assemblies is wrapping up, the National Assembly will collate the formal resolutions. The remaining procedural steps before it becomes law include formal certification by the Clerk to the National Assembly, transmission to the executive, and final presidential assent by President Bola Tinubu.

Lagos Assembly okays establishment of state police

The Lagos State House of Assembly has unanimously backed the creation of state police, passing a resolution during plenary to support the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Act, 2026 transmitted by the National Assembly.

The Lagos State House of Assembly has unanimously supported the proposed establishment of state police following its consideration of the constitutional amendment bill transmitted by the National Assembly.

The support was declared by the Speaker of the House, Mr. Mudashiru Obasa, during plenary on Tuesday after the lawmakers reconvened to consider the proposed amendment.

The bill, titled *Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Act, 2026*, seeks to provide for the establishment of the State Police Service and related matters.

Speaking after reading the relevant sections of the proposed amendment, Obasa said the establishment of state police had remained a recurring issue from the fifth to the 10th Assembly, with successive legislatures deliberating on ways to strengthen security and protect lives and property.

He described the development as a step forward but expressed concern that some issues previously raised by state legislatures, particularly those concerning control and the relationship between federal and state police structures, had not been adequately addressed.

Obasa said he was pleased that the proposal had received attention, expressing hope that further developments in the amendment process would give states greater control over their policing arrangements.

He commended President Bola Tinubu for his commitment to democracy and democratic institutions, as well as the National Assembly, particularly the Senate and the House of Representatives, for their contributions to the constitutional amendment process.

The Speaker also commended state Houses of Assembly for supporting the proposal, noting that nearly 25 states had expressed support for the constitutional alteration.

However, he stressed the need for clear constitutional provisions defining the functions and responsibilities of state police, warning that disparities in the proposed arrangements could create an imbalance between the federal and state governments.

Obasa thanked his colleagues for supporting the proposal and urged continued cooperation between the state legislature and the National Assembly to ensure that the remaining issues were resolved.

Borno state legislature passed.state police

The Borno State House of Assembly has officially approved the proposed alteration of the 1999 Constitution to establish a State Police Service.
The state legislature passed the resolution during a plenary session presided over by the Deputy Speaker, Engineer Abdullahi Musa Askira. This move clears the way for Borno State to transmit its formal resolution back to the National Assembly.

Key Details of the Development

• The Transition: Prior to this passage, Borno was among the remaining states still reviewing the constitutional amendment bill. Alongside Ondo State, Borno’s legislative approval pushed the national momentum forward.
• The Legislative Process: Because establishing state police requires an amendment to the 1999 Constitution, at least two-thirds (24 out of 36) of Nigeria's state houses of assembly must pass the bill before it can return to the National Assembly for final passage and presidential assent.
• National Standing: With Borno and Ondo passing the bill, more than the constitutionally required 24 states have now endorsed the creation of a two-tier policing framework—comprising both Federal and State Police Services.
The National Assembly is currently receiving and collating the formal resolutions from the state legislatures to finalize the enactment of the law.

• Announcement Details: The decision was made public during a legislative briefing by the Chairman of the House Committee on Information and representative for Jaba State Constituency, Mr. Henry Marah.
• Key Rationale: Lawmakers noted that the current centralized framework prevents state governments from holding police leadership directly accountable, and stated that a localized system will improve responses to banditry and community insecurity.
