Every elephant saw 2 monkeys heading toward the river... ( the word ''EVERY'' is not specific)
2 monkeys down (2)

(since it's one track that leads to the river, so every elephant are on the road side )

The elephant are just lurking on the road, so they are not going to the river..
each monkey hold 1 parrot..
ie 2 monkey, 2 parrot
2 parrot down (2)

I think it's 5 animals based on the above analysis..
