The Remo Federal University Bill (HB 1852) was sponsored by the late Rt. Hon. Adewunmi Oriyomi Onanuga and had already advanced significantly before her passing.

As President Bola Ahmed Tinubu proceeds to the United Kingdom on a state visit, it is important that the Nigerian delegation remains clear-eyed about the central issue confronting our nation today: security.

Courtesy meetings, investment forums, and ceremonial engagements have their place, but they must not obscure the overriding reality that Nigeria is bleeding.

Across vast stretches of the country, communities are living under the shadow of senseless violence. Villages are attacked, farmers are displaced, and innocent men, women, and children often the poorest and most vulnerable are murdered in ways that defy logic.

Over the years Nigeria has deployed enormous kinetic force to contain this menace, yet the cycle of violence persists with disturbing resilience. That persistence alone should tell us something: the problem is not merely the gunmen in the forests. It is the invisible network that funds them, arms them, moves them, and sustains their operations.

This is where the visit to the United Kingdom must carry real purpose.

The modern Nigerian state did not emerge in a vacuum. The 1914 amalgamation engineered by Frederick Lugard under the authority of the United Kingdom fused diverse peoples into one political entity. History therefore imposes a moral obligation on Britain not to remain a distant observer while that entity struggles under waves of destabilizing violence.

Nigeria today remains the crown jewel of the Commonwealth of Nations in terms of population, influence, and strategic importance. If such a country is allowed to hemorrhage indefinitely, the consequences will reverberate far beyond its borders.

The United Kingdom, with its vast intelligence capabilities, financial monitoring systems, and global diplomatic reach, cannot pretend that it lacks the capacity to contribute meaningfully to dismantling the networks that sustain terror and banditry in Nigeria.

Nigeria cannot truly appreciate any economic partnership, no matter how lucrative it appears on paper, if its citizens continue to be slaughtered in their homes and fields.

The message, therefore, should be simple and unequivocal: security must come first.

This visit offers President Bola Ahmed Tinubu an opportunity to insist that Britain move beyond diplomatic niceties and confront the moral dimension of history. APC Congress in Ado-Odo/Ota Affirms Executives, Elects Whensu Obanla as Chairman

The All Progressives Congress (APC) held its local government congress on Friday, February 21, 2026, at the party secretariat in Ota, Ado-Odo/Ota Local Government Area of Ogun State, where existing party executives were affirmed, with new officers emerging through consensus in key positions.

Hon. Whensu Obanla of Ere Ward emerged as the consensus Chairman of the party in the local government. Hon. Ogun Targets 2,000km of Road Construction Before End of Abiodun’s Tenure

The Ogun State Government has disclosed that it has constructed over 1,600 kilometres of roads since 2019 and is working towards completing at least 2,000 kilometres before the end of Governor Dapo Abiodun’s tenure.

The Commissioner for Works, Ade Akinsanya, made this known during an appearance on Sunrise Daily, where he explained that road construction is currently ongoing across all 20 local government areas of the state.

According to Akinsanya, the administration inherited over 4,000 kilometres of bad roads and deliberately set out to tackle the challenge through a statewide infrastructure strategy focused on rural connectivity, food security corridors, economic hubs and access to schools.

“We are talking about thousands of kilometres of bad roads, and as of today, we have completed more than 1,600 kilometres across the state,” he said. “We are not concentrating on one area alone — work is ongoing in all 20 local governments.”

He highlighted major projects including the reconstruction of the 70-kilometre Ota–Abeokuta road, as well as extensive works in Ado-Odo/Ota, Ifo and Akute areas. Akinsanya noted that previously impassable roads such as Ajuwon–Akute, Alhaji Kosoko–Akute and Yakoyo–Alagbole have now been fully rehabilitated, significantly improving movement between Ogun and neighbouring Lagos communities.

The Commissioner added that construction is progressing steadily from Ota through Akute to Ijoko, with several sections already completed and others actively under development.

Also speaking on the programme, the Special Adviser to the Governor on Media and Strategy, Kayode Akinmade, defended the administration’s infrastructure drive, stressing that road projects are being evenly distributed across the state.

“When the governor assumed office in 2019, he promised to democratise infrastructure across all local governments, and that is exactly what is happening,” Akinmade said. “The 16 kilometres being referenced in one axis is just a fraction of the roads delivered statewide.”

He added that several roads have recently been commissioned in Abeokuta and other towns, noting that infrastructure development remains a central focus of the administration despite population pressure arising from Ogun State’s proximity to Lagos.

Akinmade urged critics to acknowledge the broader scope of ongoing projects, describing claims that little or nothing has been achieved as unfair and misleading.

Together, the officials reaffirmed the government’s commitment to transforming road infrastructure across Ogun State, with the target of reaching at least 2,000 kilometres of completed roads before the administration winds down.

Ahead of the forthcoming party revalidation exercise, the Ogun State Government has directed stakeholders to review the existing Ward Executive Committee (Exco) lists across the state, with a set of guidelines approved by Governor Dapo Abiodun to guide the process.

The exercise, which is expected to take place at the ward level, is aimed at strengthening the party structure by ensuring that only committed and active members remain in leadership positions.

According to an internal directive, the review will focus on seven major guidelines approved by Governor Abiodun, who is the leader of the party in the state.

Stakeholders have been instructed to review the existing ward exco list and make adjustments based on the following criteria:

1. Deceased Members: Any ward executive who has died is to be removed and replaced accordingly.

2. Inactive and Docile Members: Executives who have shown little or no commitment to party activities and have been largely inactive are to be replaced with more vibrant members.

3. Disloyal Members: Individuals found to be disloyal to the party or working against its interests will not be retained.

4. Members with Health Challenges: Those who, due to prolonged illness or health issues, are unable to perform their duties effectively may be stepped aside.

5. Members No Longer Interested: Executives who have expressed disinterest in continuing in their roles or have moved on from active politics are to be replaced.

6. Statutory Appointment Holders: The directive specifies that individuals currently holding statutory political appointments should not be considered for ward exco positions unless they tender their resignation from such appointments.

7. Special Circumstances: The guidelines also provide room for special circumstances that may require adjustments outside the listed categories, subject to proper consultation and approval.

El-Rufai writes NSA over alleged procurement of toxic chemical

Nasir el-Rufai, former governor of Kaduna, has asked Nuhu Ribadu, the national security adviser (NSA), to clarify reports of an alleged procurement of about 10 kilogrammes of thallium sulphate by his office.

In a letter dated January 30 and addressed to Ribadu, el-Rufai said the substance was reportedly sourced from a supplier in Poland.

“I am writing as a concerned citizen to seek clarification and reassurance regarding information available to the political opposition leadership about a procurement of approximately 10 kilograms of Thallium Sulphate by the Office of the National Security Adviser (ONSA), reportedly from a supplier in Poland,” he wrote.

OGUN APC ENDORSES PRESIDENT TINUBU FOR SECOND TERM

Ogun State Governor, Dapo Abiodun, has announced that the All Progressives Congress (APC) in the state will inaugurate what is described as the first-of-its-kind party secretariat in Southern Nigeria within the next five months.

Speaking during an inspection of the ongoing construction at the secretariat located along the Oke-Mosan axis of Abeokuta, Abiodun revealed that the facility, expected to be completed by July 2026, will accommodate about 2,000 vehicles, feature a 1,000-seat auditorium, and provide befitting offices for members of the State Working Committee.

According to the governor, the project symbolizes unity, strength, and resilience, reflecting members’ collective commitment to sustaining APC ideals in Ogun State. He explained that his administration’s legacy would be incomplete without establishing a modern convergence centre where party members can regularly meet to deliberate, celebrate milestones, and chart a common political direction.

At the party’s Expanded Stakeholders Strategic Meeting held in Abeokuta, Ogun APC leaders unanimously endorsed President Bola Ahmed Tinubu for a second term in office.

As a social worker in the service to support the inmate's capability development, I honestly write to complement the efforts of the policy makers within the administration of criminal justice in the country to consider these few areas of operations premising on our few years of services and contact with the inmate's with a view to solving the problem of OVERCROWDING the custodial centres across the country.Making Ogun State a case study, we had been conspicuously prominent at IBARA, Oba and Ilaro custodial centres.
Each of these centres are undisputedly overcrowded

OUR EXPERIENCE:
Among many beautiful and ugly situations we are always encountering, the OVERCROWDING of the cell units captures our attention for the purpose of our discussion today.

OUR VIEW:
Crime remains a crime and must not be pampered or hands with Levitt

OUR DISCOVERY:
It is not very clear to us why the inmates on AWAITING TRIAL LIST constitutes 80% of the total population at different times of our service. In the course of our discovery, we observed that two of the stages before their incarceration plays a very major role that requires both review and discipline.
1. ARREST and ARRAIGNMENT:
At the point of arrest and investigation the police plays a serious role most especially on those who are very bailable. But obviously money leads to taking cases that ought to have been settled or granted bail for trial from home to using REMAND as ventilation of anger, reward for higher bidder or transfer of responsibility to another table.
Most especially at this moment of OGUN @50 I wish people on this kind of list should be given considerations to leave the correctional facility and continue their cases from home if compulsorily the case is demanding.
2. THE MAGISTRATE COURTS
If sincerely, the judiciary is not using the bailing system to generate fund for both state and non state actors in the BAILING PROCESS I honestly wish the magistrates should be compelled by further review of court rules by granting first offenders and most of these police fabricated charges a financial free and light bonding conditions to avoid their remand at all because once they are reminded the nu MAGISTRATE COURTS

correspond exactly with the name on the National Identification Number (NIN).

He warned that discrepancies could create complications during registrations and official processes.

According to him, changes of name on WAEC require a court affidavit, payment of ₦35,000, a school letter on headed paper, a written application, and a photo album. For NECO, the cost is ₦65,000 and above, covering both SSCE and GCE. He cautioned against unnecessary name changes, stressing that corrections can be stressful and expensive.

Professor Osularu particularly advised women not to alter their father’s surname on official documents after marriage, suggesting instead that marriage certificates should reflect the husband’s name without changing existing academic records. He warned that repeated name changes, especially after marital transitions, could complicate future documentation.

He concluded with a strong caution: avoid errors during registration processes and ensure consistency in all official records to prevent long-term difficulties.

A comprehensive biometric registration system tied to verified addresses within a standardized digital mapping framework. No property transaction, no state contract, no commercial vehicle registration, no SIM-linked state service without verified identity and address.

Visibility:
Solar-powered smart lighting and surveillance infrastructure across major corridors from Abeokuta to Sagamu, Ijebu-Ode to Ilishan, Sango to Ota, Atan to Agbara and integrated with emergency response systems.

Consequence:
Accelerated security and violent crime courts to ensure swift arrest, swift trial, and transparent sentencing. Public performance metrics will track enforcement outcomes.

Intelligence:
A professional state-owned intelligence coordination service integrating community networks, digital monitoring, financial intelligence cooperation, data analytics, and structured coordination with federal agencies.

Equity Must Be Earned: Why Performance Should Shape Political Appointments

For too long, political appointments in our democracy have been treated as entitlements rather than responsibilities. Representation has been confused with reward, and participation separated from consequence. This imbalance has weakened accountability, discouraged voter engagement, and undermined public trust in governance.

It is time to correct that mistake.

Representation is a constitutional obligation. Every state and every local government must have a place at the table. That principle is not up for debate. However, representation does not automatically translate into control of the most strategic ministries or influence over critical national decisions. In a democracy, effort must matter.

When jurisdictions disengage from the electoral process—failing to mobilize voters, invest in political organization, or take ownership of the democratic moment—yet later receive the most powerful positions in government, the message becomes dangerously clear: participation is optional, but reward is guaranteed. That message must end.

Governance should reflect performance. Those who deliver electoral results, who do the hard work of mobilization, persuasion, and turnout, should have a stronger voice in shaping the administration that follows. This is not punishment; it is accountability. It is how serious systems function.

A performance-based approach to appointments will restore discipline to our politics. Jurisdictions that deliver the strongest electoral outcomes should enjoy priority consideration in the allocation of strategic ministries—provided their nominees meet clearly defined standards of competence and integrity. Merit remains non-negotiable. Numbers alone do not appoint leaders; qualified people do.

Critics may argue that this approach risks exclusion. The opposite is true. It strengthens inclusion by tying it to responsibility. Every state and local government retains representation, but influence is earned through engagement. This model encourages voter participation, strengthens grassroots party structures, and aligns political rewards with democratic effort.

We must also reject the myth that some parts of the country lack capable human resources. Talent exists everywhere. What has been lacking is the political will to recognize, develop, and deploy it fairly. “Capacity” must no longer serve as an excuse for imbalance or inefficiency.

Democracy thrives when citizens believe their participation matters. A system that rewards effort, discipline, and results sends a powerful message: your vote counts not only on election day, but in how the country is governed afterward.

The era of automatic rewards is over. Equity must be earned. Merit must be enforced. Performance must matter. That is how we rebuild trust—and that is how democracy works.

Hon. Lanre Edun has once again demonstrated outstanding leadership capacity and political maturity by decisively intervening in the internal misunderstanding that recently threatened the unity of the All Progressives Congress (APC) in Abeokuta South Ward 8. His timely and strategic involvement reaffirmed his reputation as a dependable leader who prioritizes peace, cohesion and the collective strength of the party.

The crisis, which involved the Ward Chairman, Hon. Mukaila Gboguniyi and other key party stakeholders like Hon. Semi’u Esanuomoyin, Chief Showunmi, Hon. Ayo Adebesin (Ward Secretary) and Hon. Suraju Onibuore (Vice Chairman) which had led to the emergence of factional ward meetings. This division created confusion among party members and weakened the sense of direction and unity within the ward.

Recognizing the urgency of the situation, Hon. Lanre Edun swiftly convened an emergency reconciliation meeting on 10th February 2026 at Kemta, Idi-Aba. The meeting was deliberately structured to pacify aggrieved parties, foster dialogue and realign all stakeholders toward a common goal and for the progress and unity of APC Ward 8 Abeokuta South

During the meeting, Hon. Edun emphasized the importance of internal harmony, mutual respect and adherence to party structure. He appealed to all leaders to put personal differences aside and work collectively in the interest of the party and its members. His calm but firm approach helped to de-escalate tensions and opened the door for reconciliation and renewed cooperation.

The intervention successfully curtailed the factional activities that had been distracting party faithful and creating uncertainty about leadership legitimacy within the ward. More importantly, it restored confidence among members and reinforced a unified leadership structure capable of driving the party’s vision forward.

Hon. Lanre Edun’s actions stand as a clear testament to his competence, reliability and unwavering commitment to party unity. Ogun State has entered its Golden Jubilee with pride, reflection and renewed debate about its future, as leaders, institutions, political actors and traditional authorities mark fifty years since the state’s creation on February 3, 1976.

Across the Gateway State, tributes poured in to celebrate five decades of resilience, progress, and promise, even as critical voices used the milestone to question the direction of governance and development.

In a statewide address to commemorate the anniversary, Governor Prince Dapo Abiodun described the Golden Jubilee as “a defining moment to look back with gratitude and look ahead with renewed purpose.” He noted that Ogun has evolved from modest beginnings into a major hub for industry, education, and innovation, driven by the sacrifices and vision of past administrations.

To enable residents to fully participate in the celebrations, the governor declared Tuesday, February 3, 2026, a public holiday. Activities across the state included thanksgiving services, cultural exhibitions and the unveiling of key development projects.

The jubilee attracted high-profile goodwill messages and appearances from elder statesmen, including former President Olusegun Obasanjo and former Governor Chief Olusegun Osoba, who joined an interfaith thanksgiving and commended Ogun’s steady progress in education, housing, healthcare and agriculture.

Cultural voices also lent their admiration. Popular actor and cultural advocate Lateef Adedimeji described Ogun as a “gateway to excellence,” praising its rich heritage and intellectual influence while expressing confidence in the state’s future under the current leadership.

A CONTRASTING VOICE: “OGUN IS NOT UNDERDEVELOPED, IT’S UNDER-GOVERNED

Amid the celebrations, political actor Otunba Segun Showunmi struck a contrasting tone, declaring his intention to lead Ogun State and arguing that the state’s biggest challenge is not lack of resources but lack of purposeful governance.

In a strongly worded statement, Showunmi said his ambition is anchored on a development philosophy he calls “Awolowo 2.0”—a leadership model built on long-term planning, strong institutions, and measurable public value. He criticised what he described as “entitlement politics,” where power is pursued through inherited influence rather than competence and vision.

“Ogun is not poor. It is under-governed,” he said. “With our proximity to Lagos and our strong manufacturing base, this state should be competing with the best-performing economies in Nigeria. Instead, we are growing by accident, not by design.”

Showunmi noted that Ogun generates between ₦80 billion and ₦100 billion annually in Internally Generated Revenue and hosts major industrial parks and logistics hubs. Yet, he described the coexistence of multinational factories with decaying roads, weak urban planning, and poor public services as evidence of leadership failure rather than funding constraints.

According to him, much of Ogun’s industrial growth has been a spillover from Lagos, driven by congestion and rising land costs, rather than a deliberate strategy by Ogun itself. He cited key corridors such as Agbara–Atan–Igbesa, Ota–Abeokuta, Sagamu, and Ijebu Ode as economic lifelines whose poor condition undermines productivity and investor confidence.

“Ogun still behaves like a frontier state, not a mature industrial hub,” he said, faulting the absence of binding long-term development plans that survive changes in government.

Outlining his alternative, Showunmi said Awolowo 2.0 would focus on legally binding master plans, ring-fencing IGR for critical infrastructure, enforcing industrial clustering and zoning, and building institutions stronger than individuals.

“Ogun does not need miracles. It needs discipline,” he said. “Until we confront governance failure honestly, no number of factories or revenue figures will change the daily reality of our people.”



OGEPA BOSS APPLAUDS REFORMS, CALLS FOR SHARED RESPONSIBILITIES

Adding to the Golden Jubilee reflections, the General Manager of the Ogun State Environmental Protection Agency (OGEPA), Hon. Kenny Bello, congratulated the people of Ogun on what he described as “five decades of resilience, growth, and promise.”

Bello praised Governor Abiodun for what he called a “bold and purposeful drive” to reposition Ogun as a leading industrial and investment destination, citing improvements in infrastructure, investment climate, and institutional reforms.

“Ogun’s rise as a preferred destination for industries and investors is not accidental,” Bello said. “It reflects deliberate leadership and a clear vision.”

He also paid tribute to past military and civilian governors whose efforts, he said, laid the foundation for the state’s present progress, noting that Ogun has produced outstanding leaders, scholars, and industrialists of national and global relevance.

"Governors matter, but they are not the electorate. Courts play a role, but they are not a substitute for politics," Showunmi wrote. "In a democracy of over 90 million registered voters, power ultimately rests with the people. As long as Nigerians can vote, all hope is not lost."

Showunmi, a former spokesperson for Atiku Abubakar and a vocal advocate for democratic reforms, criticized the opposition's current approach, describing it as a "self-inflicted wound." We are rightly enjoined to pray for our leaders, not as a ceremonial obligation, but in sober recognition of the extraordinary institutional burdens they bear. Leadership at the level of the state is never merely personal; it is historical, civilizational, and structural. It carries the accumulated weight of institutions, the pressures of the present, and the obligations owed to generations yet to come.

The recent visit to the Republic of Türkiye must therefore be situated within this broader strategic and institutional context. At a time of pronounced global flux, the international system is undergoing a profound reordering. Long-standing assumptions that sustained post–Cold War stability are giving way under the strain of geopolitical competition, economic realignment, and security recalibration. Traditional powers particularly within Europe, our natural neighbors by history and proximity are experiencing a transformation of a magnitude not witnessed since the Westphalian settlement that shaped the modern state system.

In such an environment, responsible statecraft demands strategic diversification, pragmatic engagement, and the deliberate strengthening of multilateral relationships beyond inherited alignments. Nigeria, as Africa’s most populous nation and a pivotal regional actor, cannot afford the comfort of diplomatic inertia. Engagements such as the Türkiye visit signal an understanding that national interest in this era must be pursued through adaptive, forward-looking foreign policy architecture.

That President Bola Ahmed Tinubu discerned the strategic value of this engagement and acted upon it reflects attentiveness to the demands of contemporary governance. Ogun, World Bank Invest Over ₦5bn in Women Empowerment, Economic Recovery — Abiodun

…says State Electricity Distribution Company to boost power supply soon

The Ogun State Government and the World Bank Group have jointly invested over ₦5 billion in women-focused empowerment and livelihood initiatives over the past six years, Governor Dapo Abiodun has disclosed.

The governor made this known on Wednesday while receiving a delegation from the World Bank Group, led by its Vice President, Ms. Galina Vincelette, at his office in Abeokuta.

Governor Abiodun said the investment was deployed through the World Bank–supported Nigeria for Women Project (NFWP) and the state’s domesticated empowerment scheme, Oko’Owo Dapo, which was established after the success of the initial programme.

According to him, the Nigeria for Women Project, implemented through Women Affinity Groups (WAGs), has significantly transformed the socio-economic lives of women across the state.

“The programme has deepened financial inclusion, strengthened social cohesion, and equipped women with leadership and basic accounting skills.

“About ₦3 billion was disbursed under the World Bank-supported initiative, while the Ogun State Government complemented it with another ₦2 billion. In total, roughly ₦5 billion has been invested in this impactful livelihood programme,” the governor said.

He added that the state government subsequently launched Oko’Owo Dapo to sustain and expand the gains of the initiative, noting that the programme has so far empowered about 55,000 women across Ogun State.

Governor Abiodun also highlighted the achievements of OGCARES — the Ogun State COVID-19 Action Recovery and Economic Stimulus Programme — describing it as a critical intervention that strengthened household resilience and supported food system recovery during and after the pandemic.

On the Ogun State Economic Transformation Project (OGSTEP), the governor said the programme has recorded measurable progress in skills acquisition, agricultural productivity, and land administration reforms.

“We have significantly increased the speed of issuing Certificates of Occupancy.

“Under the Rural Access and Agricultural Marketing Project (RAAMP), which focuses on connecting farms to markets, we are currently upgrading about 209 kilometres of rural roads. Improved rural access reduces transportation costs and enhances agricultural productivity,” he stated.

The governor further disclosed that Ogun State would soon commission its Electricity Distribution Company, as part of deliberate efforts to improve power supply and stimulate industrial growth.

He said the state is pursuing multiple Independent Power Projects (IPPs) and has already established the Ogun State Electricity Board, following recent constitutional amendments empowering states to generate, transmit, and distribute electricity.

“Power remains the biggest enabler of economic activities. We are working with strategic partners to generate and distribute electricity within the state.

“We are also on the verge of constructing mini-grids across Ogun State to meet our growing energy needs,” Abiodun said.

Speaking earlier, the World Bank Group Vice President, Ms. Galina Vincelette, reaffirmed the institution’s commitment to supporting Ogun State and Nigeria in addressing key development challenges.

She said the Bank would continue to promote public-private solutions, particularly in the electricity sector, while strengthening investments in human capital development.

Also speaking, the World Bank Country Director for Nigeria, Mr. Matthew Verghis, disclosed that the Bank is preparing a new Country Partnership Framework for Nigeria, with strong emphasis on job creation.

“Creating jobs is the most sustainable way to reduce poverty and raise incomes. Our existing programmes, including the Nigeria for Women Project, will continue.

“Nigeria currently has a $17 billion World Bank portfolio, one of the largest globally, and our support remains strong,” Verghis said.

Abiodun Accelerates Ogun’s Road Revolution, Delivers on Lagos–Abeokuta, Remo and Ijebu-Ode Corridors


Governor Dapo Abiodun is recording remarkable and measurable progress across key road infrastructure projects in Ogun State, as major reconstruction works advance simultaneously on the Lagos–Abeokuta Road, the Ilisan–Ilara–Akaka–Ode-Remo corridor, and Tam Balogun Road in Ijebu-Ode.

On the Lagos–Abeokuta Road, construction activities have intensified across critical sections including Itori, Papalanto, Ifo, Ewekoro and toward the Sango axis. Rigid pavement and reinforced concrete drainage works are progressing along the Ewekoro–Papalanto corridor, while asphalt laying of both binder and wearing courses has been completed in parts of Sango Ota and Obada Oko. Sub-base grading and compaction are also ongoing around the Itori axis and Iyana Ilogbo.

Meanwhile, the 12.4-kilometre Ilisan–Ilara–Akaka–Ode-Remo Road is now substantially completed, with only lane markings and kerb painting outstanding. Asphalt works, drainage and earthworks have been concluded across the route, restoring access, improving safety and reviving economic activities in communities that were previously isolated by poor road conditions. The project has also eliminated the dangerous runway crossing previously used by residents moving between Ilisan, Akaka, Ilara and Ode-Remo.

In Ijebu-Ode, the reconstruction of Tam Balogun Road has reached about 98 per cent completion, with all major asphalt works finished and only lane markings left to be carried out. The fully motorable road is already improving traffic flow, safety and travel time for residents and commuters.
