The world and westeros have shown her that they are mean and merciless people so why should she show mercy to them?

In a quest to be merciful she lost 3 quarters of her soldiers, lost 2/3 of her dragons, lost her 2 most trusted advisers

Being merciful has always been Danys weakness and the one used against her. People who show they are not ruthless are usually taken for a ride
