I don’t think it’s even in retrospect. Palmer to me was always the bigger talent. I believe Pep just needed another right footed LW in addition to Grealish, and Doku was suitable.
With Foden and Bernardo Silva still available there were not enough minutes on that RW to give to Palmer.

The mistake was selling palmer.
Pep could have moved bernado to Central midfield and allowed Palmer to rotate with foden on the right wing or even moved foden to the left
Doku is a downgrade to that City attack

It wasn't really a big mistake. Palmer wasn't guaranteed playing time, Chelsea's offer was too good to turn down for an unproven academy player. Fact is, nobody knew how Palmer will turn out. You can go and check when Palmer was signed. Some Chelsea fans were against the deal because...."unproven yet expensive"

On Doku, the jury is still out on him. Very few players do well with Pep in their first season. Even Rodrigo struggled.
