The senator representing Bayelsa-East senatorial district, Ben Murray-Bruce, has asked Nigerians to prevail on the newly appointed Minister of Power, Works and Housing, Mr. Babatunde Fashola, not to use a generator in order to feel the plight of Nigerians. The senator also asked the Minister of Transport, Mr. Rotimi Amaechi, to confirm that he would use public transport at least once in a month in order to understand the challenges in the transport sector. Murray-Bruce said this on his official Twitter handle on Wednesday. He said although he respects President Muhammadu Buhari, the President cannot save money with ministers without portfolios. He said whether or not ministers get portfolios, they would still be paid by the government. He said, “Congratulations to the new ministers. Let us challenge Babatunde Fashola to confirm he won’t use a generator so he could feel what Nigerians are feeling. Let us challenge the Minister of Science and Technology, Ogbonnaya Onu, to ensure that the government promotes and use Nigerian-made technology products. The Lagos State Government has said it does not sponsor pilgrims but only ensures their safety while on the spiritual exercise. The Commissioner for Home Affairs, Dr. Abdul-Hakeem Abdul-Lateef, said the state government also coordinated the activities of the pilgrims to keep them from trouble. He spoke during an orientation seminar and rededication service held for intending pilgrims at the Chapel of Christ the Light, a statement said on Thursday. He said the state had concluded plans to commence the movement of the first batch of the 2015 intending Christian pilgrims to Jerusalem and Rome on Friday. He said, “The government’s role remains coordinating the activities of pilgrims, ensuring a hitch free exercise and ensuring that the rights of the travellers are not trampled upon while in the holy land. “The government’s participation in pilgrimage does not mean that the government is the one sponsoring the pilgrims but rather, government serves as a coordinating body for the exercise especially in ensuring the overall safety of the pilgrims.” Abdul-Lateef added that the government of Israel which hosts pilgrims from across the world every year does not relate with any pilgrim as an individual but as a country, hence the need for the pilgrims to be better organised by the government. He also used the occasion to allay fears of unrest in Israel, adding that Lagos State would not embark on a journey to a place where the lives of Lagosians would be endangered. The commissioner said that the present administration in the state expected that every religious organisation would be spiritually rejuvenated and act as development partners with the government. Exhorting the intending pilgrims, Rt. Rev. Dr. A. Adetubo emphasised the importance of prayers as the fundamental reason for the holy journey. The Independent Corrupt Practices and other Related Offences Commission has traced N292m to the account of one of the permanent secretaries that were retired on Tuesday, The PUNCH has learnt. It was gathered on Thursday that the ICPC made the discovery during the discreet investigations into the five months the permanent secretaries presided over ministries in the absence of ministers. Anti-graft investigators were said to have commenced probe into the permanent secretaries’ reign shortly after President Muhammadu Buhari submitted the ministerial list to the Senate. It was learnt that the investigators became curious upon discovery that the account of one of the permanent secretaries swelled up to N292m in the last five months. Our correspondents learnt that three more permanent secretaries might also face trial for alleged corruption. There had been a report on Thursday that five former permanent secretaries would face trial for alleged corruption. It was learnt that the ICPC’s investigations were not limited to permanent secretaries that were compulsorily retired on Tuesday but also those who served in the past five months and still in service. Findings showed that the ICPC might invite some of the permanent secretaries for interrogation upon the completion of its investigation next week. A source in the ICPC, who confided in one of our correspondents, said, “It is true that the ICPC is probing the activities of the permanent secretaries. About N292m was traced to the account of one of the recently retired permanent secretaries. “The commission has concluded investigating some of the permanent secretaries while others are still being investigated. For those that we have concluded investigations on them, we have sent their files to relevant places for action. “It is not exactly true that those who were not sacked by the President in the recent exercise are innocent. They are also being investigated.” It was also learnt the ICPC had been investigating some directors and that the Federal Government had directed anti- graft agencies to place emphasis on recovery of funds from corrupt former public officers. A Presidency source stated, “I can tell you that the focus of the government is changing. The President is more interested in recouping the stolen money. “The President and his advisers are not unmindful of the fact that prosecution could take a long time. The President is more interested in recouping the money. “What is happening is that the anti-graft agencies go for the facts, very strong facts that cannot be denied, confront the people with the evidence and ask them to return the funds if they don’t want to go to jail. “And many of them are cooperating. I can tell you for sure that people are returning money.” Our correspondent could not get the Resident Consultant, Media and Event, of the ICPC, Mr. Folu Olamiti, to react as his telephone indicated that it was switched off or in an area outside network coverage. Buhari however on Thursday warned civil servants at all levels that his administration would not condone any act of indiscipline and corrupt practices. He also justified his administration’s decision to drop the previous practice of administering written and oral examinations on civil servants for ascension to the rank of permanent secretaries. Buhari spoke at the Presidential Villa, Abuja, shortly after administering oaths of office on 16 out of the 18 new permanent secretaries whose appointments were approved on Tuesday, after retiring 17. The remaining two new permanent secretaries were said to be out of the country as of the time their appointments were announced and that they would take their oaths at a later date. The President said the responsibilities bestowed on the permanent secretaries were enormous and that the success or otherwise of the government would depend on their competence, ability and capacity to discharge their duties effectively and efficiently. He said, “I must, however, sound a note of warning. It is within public domain that ministers as chief executives of their ministries as well as other government officials involved in policy formulation and implementation often complain of the intolerable levels of incompetence, indifference or even suspected sabotage by some of the top echelons of the civil service. “Even where permanent secretaries, in some instances, are exempted from these accusations, they are still responsible and liable for failing to provide the required leadership, control and direction. “This administration will not condone any excesses, indifference, incompetence and corrupt practices in any form. “Permanent Secretaries are therefore advised to note these words of caution and disseminate them to all civil servants accordingly. “I am sure the permanent secretaries and all other civil servants appreciate the fact that I have always considered the civil service as an indispensable reservoir of experience, expertise and loyalty. I, therefore, consider the service as a dependable ally in my quest to change this country for the better.” Buhari said if Nigeria would realise its full potential for greatness, its civil service must first understand and accept the “change mantra” of the present administration and lead its spread through all the institutions of governance and the economy. He said his administration would give all the necessary support, protection and encouragement to the civil service to do its work, adding that he had faith in the ability and quality of the Nigerian civil service to provide stability and the desired change. Meanwhile, the President of the Nigerian Voters’ Assembly, Mashood Erubami, has backed efforts of the Buhari administration to sanitise the civil service. Erubami, in an interview with one of our correspondents, supported the merging of ministries by the President. He said, “The adoption of alignment and merger of ministries towards sanitising the civil service and improving the efficient service delivery in the public service also fit with the portfolios,” he said. Erubami added that Buhari had met the expectations of the people by putting round pegs in round holes. He said, “The posting of Prof (Isaac) Adewole to man the Ministry of Health is an indeed a round peg in a round hole just as Abubakar Malami in the Ministry of Justice. Other ministers who might not have been posted to ministries of their professional callings are also in good stead because of their accrued knowledge, experiences and exposure in general administration. “We had looked for ministers that have the genuine interest of the country in their hearts and love the country. We had expected ministers who would think beyond the box, come together to discuss and set standards for their own programmes and policies that will stand them out as the best crops of ministers that Nigeria will ever have. “However for these ministers to be valuable to the people and the nation, they will be expected to rise up immediately after the allotment of portfolios and show daily commitment to actions, which will meet the genuine expectation of the people. Opinion leaders and socio-political associations in the South- East believe that Igbo were deliberately denied ‘juicy’ ministries by President Muhammadu Buhari. Leaders of the foremost Igbo socio-political body, Ohanaeze Ndigbo, and Njiko Igbo, another prominent pan- Igbo association, described the portfolios assigned to Igbo ministers as ‘disappointing.’ Speaking with one of our correspondents on the telephone, President of Ohanaeze Youth Wing, Mazi Okechukwu Isiguzoro, who spoke on behalf of Ohanaeze Ndigbo, said Ogbonnaya Onu and Chris Ngige deserved ‘more influential’ ministries than Science and Technology, and Labour and Productivity, respectively. Isiguzoro said, “We are disappointed that somebody of the calibre of Dr. Ogbonnaya Onu was assigned to Science and Technology ministry, even Dr. Chris Ngige should have been appointed as the Health Minister instead of Labour and Productivity. “Okechukwu Enalama should have been appointed Minister of Finance. “Igbo ministers did not get juicy portfolios, except perhaps Ibe Kachikwu and Rotimi Amaechi, who are our brothers from the South-South. “We are not happy that we did not get the juicy portfolios, although we are happy that our brothers from the Niger Delta got. “Nevertheless, the era of impunity has gone and we expect all the Igbo ministers to perform excellently. “We expect them to close ranks and work towards developing Igboland.” Also, President of Njiko Igbo, Reverend Okechukwu Obioha, said Buhari relegated Igbo ministers to the background in his cabinet. But he admitted that the association was not surprised. He said, “They are adding more salt to the injury, we expected that. We can see that we (Igbo) are not wanted in this country. At the moment, the sharing of the national cake is between the North and the South-West. “What will Ngige be doing as Labour and Productivity minister when the Federal Government is not employing anyone, or creating jobs? “Even the Foreign Affairs portfolio that was given to an Igboman (Geoffrey Onyeama) is of no consequence because already Buhari has travelled to most of the countries and he will continue to do so. “He has travelled in six months more than the immediate past president travelled in six years. “So the Foreign Affairs minister will just be a rubber stamp. “Buhari has taken the Ministry of Petroleum Resources for himself, making an Igboman the Minister of State. “So, he (Buhari) has virtually given the Igbo nothing. “But the problem is this will lead to more agitation for Biafra,” Obioha said. Too early to assess ministers – Nwabueze group However, the Igbo Leaders of Thought, an association of prominent Igbo personalities, led by foremost constitutional lawyer, Prof. Ben Nwabueze, said it was too early to praise, or condemn the new cabinet. The Secretary General of the ILT, Evang. Eliot Uko, said it was a welcome relief that a cabinet had been put in place after several months. Speaking with one of our correspondents on the telephone, he said, “It would be wrong to praise the cabinet, or to condemn it, hurriedly. We are happy that the cabinet has taken off but it is necessary for the cabinet to realise that expectations are very high. “They should also understand the implications of crashing this high expectation.” Asked to state the views of the ILT concerning the ministries assigned to Igbo ministers, Uko said, “The Igbo Leaders of Thought are not that petty-minded to judge which ministries are juicy, and the ones that are not. “Juicy or non-juicy portfolios, we want a cabinet that can take Nigeria to a higher level, bearing in mind that there is need to restructure this country.” CHRD faults education minister appointment But the Coalition of Human Rights Defenders faulted President Muhammadu Buhari appointment of Adamu Adamu appointment as Education minister and a professor as Minister of State for Education. The convener of the body in Akwa Ibom State, Mr. Inibehe Effiong, said in Uyo on Thursday that a reverse of the appointment would be adequate. According to him, Buhari with the appointment of ministers and the portfolios that had been assigned to them was on the right track. “Buhari seems to be on the right track with the appointment of ministers and the portfolios that have been assigned to them. It is encouraging because it shows a departure from the past. “Though I have reservation on some of the portfolios especially that of Education ministry, where Adamu Adamu is the minister, while the professor is made a Minister of State. I felt the reverse should have been the case,” he said. On the corruption charges levelled against some of the ministers, Effiong stated that there was nothing so serious as some of the allegations emanated from those who had political grudges with some of the ministers. He stated that the development was the carry-over of acrimony and hatred by the Peoples Democratic Party senators against some of the ministers. Cabinet composition fair – Ijaw youth The Ijaw Youth Council commended the President for a fair and even distribution of ministries in the assignment of portfolios. The IYC President, Mr. Udengs Eradiri, said on Thursday that the development would help in forging national integration that is badly needed in the country. Eradiri said, “The new cabinet composition will help in national integration that is strongly needed at these trying times of our nation. “We urge the ministers from the Niger Delta to live up to expectations and use their offices to address the challenges of youth unemployment that is the catalyst for the high rate of crimes, kidnappings, pipeline vandalism and oil-related theft prevalent in the region.” Also, a foremost Ijaw activist, Mr. Alagoa Morris, urged President Buhari to ensure that the ministers do not fail the nation by giving them necessary tools to carry out their functions. He challenged the President to ensure that critical areas of corruption, power supply, mass housing, justice and human rights, security, etc were tackled, saying tha addressing them would be the beginning of getting the nation out of its present predicament. Morris state, “The appointment of ministers and assignment of portfolios was long awaited and, thank God, it finally came like a much desired rain in the arid land. “However, while it is hoped that round pegs are not placed in the square holes, it is important to say that much is being expected from Buhari and his cabinet and the Nigeria project must not fail, especially with the sailing mantra of change. “Again, it is instructive to urge Mr. President to ensure that the round pegs in round holes meet their expected ends. To be effective in the task ahead, the necessary tools of the office should not be denied them because if you appoint and starve the ministers free mind to execute their duties, that is ‘disempowerment’.” He reminded the President that Nigerians had been in the wilderness of needs for too long and that it was time the government made the positive moves to get Nigerians out of the woods. He also urged Nigerians to give genuine support to the Federal Government so that the populace, could as a nation, advance collectively towards the ideal – the promised land. He advocated the necessity for Buhari and Nigerians to exercise the important roles of supervising, monitoring and observing the ministers and offer criticism where necessary constructively so that they would not veer from the task given to them. It should come as no surprise that science fiction writers have often provided prescient glimpses of future technologies. From the advanced submarine imagined by Jules Verne in his 1870 novel Twenty Thousand Leagues Under the Sea to the spacecraft described by H.G. Wells in his 1897 novel The War of the Worlds, there are countless examples of science fiction works that have foreshadowed, or even inspired, the development of real technologies. Since there are so many films that depict fictional technologies that were later invented, this list is far from comprehensive. However, we tried to include films that featured the earliest depiction of a particular technology. We also highlighted several films that accurately predicted multiple future technologies. On the other hand, some of the movies included on this list were chosen according to our personal preferences and our subjective opinion of what constitutes an accurate prediction of a future technology. Keeping those caveats in mind, here are eight science fiction movies that provided amazingly accurate glimpses of future technologies. Movies are listed in the order of their release dates, from oldest to newest. 8. Movie: Metropolis (1927) Technology: Android No, director Fritz Lang’s seminal science fiction film does not depict Google’s open source operating system. However, it does feature one of the earliest movie portrayals of a robot that is made to look like a human. In the film, a mad scientist named Rotwang transforms a robot into a doppelgänger of another character named Maria, in order to crush a workers revolt. While today’s androids may not approach the same level of human likeness as Rotwang’s creation, there are plenty of fairly realistic humanoid robots that will take you deep into the uncanny valley. Perhaps the secret to more realistic androids lies in Rotwang’s use of a Tesla coil and an inverted pentagram. As an added bonus for science fiction fans, it should be pointed out that the original robot in Metropolis looks a lot like a cross between Star Wars’ C-3PO and Spaceballs’ Dot Matrix. 7. Movie: Woman in the Moon (1929) Technology: Space travel While French director Georges Méliès’s famous A Trip to the Moon film preceded Woman in the Moon by over twenty years, the depiction of space travel in Fritz Lang’s film is considered much more realistic. While the characters in A Trip to the Moon utilize a giant cannon to launch their spacecraft into the eye of an anthropomorphic moon, Woman in the Moon includes a fairly accurate depiction of a multistage rocket launch. On the other hand, the film’s depiction of some aspects of rocket travel and the moon were pretty far off base, such as the rocket’s launch from water and the existence of a lunar atmosphere. Still, Woman in the Moon offers an amazingly prescient depiction of later rocket launches into space, especially considering that the movie was made twenty-eight years before the Soviet Union’s Sputnik 1 launch. 6. Movie: 2001: A Space Odyssey (1968) Technology: Tablet computer Among all the wondrous technical gadgetry depicted in Stanley Kubrick’s groundbreaking science fiction film is a device that many of us likely own today: the tablet computer. Besides depicting devices that bear an unmistakable resemblance to the tablets we use today, Kubrick’s film also fairly accurately predicted the time period when these devices would appear. Apple’s iPad made its debut in 2010, only nine years after the setting of 2001: A Space Odyssey. As reported by FOSS Patents, the movie props’ resemblance to Apple’s iPad became enshrined in U.S. federal court records when Samsung cited 2001: A Space Odyssey as prior art against Apple’s iPad design patent claim. Fortunately — as far as we know — no one has yet tried to replicate Kubrick’s depiction of a killer artificial intelligence. 5. Movie: Star Trek III: The Search for Spock (1984) Technology: Mobile phone When it comes to predicting future technologies, it can be argued that the Star Trek franchise tops all other science fiction movies combined. Some of the currently existing technologies that the Star Trek franchise predicted include videophone communications, 3-D printers (replicators), and computer speech recognition. However, perhaps the most iconic Star Trek technology that later became a reality is the handheld communicator. Interestingly, the first two Star Trek theatrical releases — Star Trek: The Motion Picture and Star Trek II: The Wrath of Khan — depicted the films’ characters using wrist-worn communicators instead of the classic handheld devices used on the original television series. So perhaps the smartwatch should also be added to the list of technologies predicted by Star Trek. However, the classic handheld communicators returned in Star Trek III: The Search for Spock. Martin Cooper, the inventor of the first cell phone, cited the handheld communicators depicted in the Star Trek universe as an inspiration for his invention, according to TIME. While Cooper’s first cell phone was a “brick” that bore little resemblance to the handheld communicator seen in the clip above, the “flip phone” design that was later used by various mobile phone makers appears to be directly inspired by Star Trek’s iconic devices. 4. Movie: Short Circuit (1986) Technology: Military robot While this film’s story about a robot that becomes self-aware after being struck by lightning may not be based on solid science, its depiction of the military’s interest in robots was spot on. In the film, “Number 5,” or “Johnny Five,” is an experimental prototype robot that the government has developed for military applications. Today, the use of robots by the military for reconnaissance and attack purposes is well established. The best known military robots may be the unmanned aerial vehicles that are used by the U.S. and various other militaries around the world. However, there are also military robots that use a continuous track-based design that looks a lot like Johnny Five’s. Hopefully this MAARS robot developed by defense contractor QinetiQ will never gain self-awareness. 3. Movie: Back to the Future Part II (1989) Technology: Wearable tech Not surprisingly for a film that revolves around time travel, Back to the Future Part II depicts multiple futuristic technologies. While we’re still waiting for functional hoverboards, Nike has apparently promised self-lacing shoes for 2015, according to The Verge. Another real technology predicted by Back to the Future Part II is the smart eyewear that Marty McFly’s children are using in the film. Is it a head-mounted virtual reality device like the Oculus Rift, or is it more like Google Glass? We’re not sure, but as seen in the clip above, the device apparently handles phone call notifications. 2. Movie: Total Recall (1990) Technology: Driverless car Loosely based on a short story by science fiction author Philip K. Dick, this blockbuster film starring Arnold Schwarzenegger is packed with all sorts of futuristic technologies that have yet to be invented, including machines that can implant false memories and animatronic disguises that sort of work. However, amid all the Martian mayhem, there is also a scene that depicts a technology that is currently being developed by Google: driverless cars. To be fair, Google’s self-driving car project does not include a creepy robot driver that looks like the offspring of Andy Griffith and Howdy Doody. The sleek self-driving vehicles depicted in 2004’s I, Robot are probably closer to what Google has in mind. However, we give props to Total Recall for giving a fairly early portrayal of what may one day become a widely used technology. 1. Movie: Minority Report (2002) Technology: Gesture-based user interface Once again, a Philip K. Dick short story was the source material for a film that portrayed multiple fictional technologies that have since become reality, including facial recognition software, personalized advertising, and psychics who predict future crimes. Okay, maybe not that last one … yet. However, the film did accurately predict gesture-based user interfaces long before touchscreens and motion-sensing inputs became common. In the scene, Captain John Anderton — played by Tom Cruise — manipulates images on a computer with dramatic gestures. While most people today don’t operate their smartphones and tablets with exaggerated two-handed gestures, the swipe and pinch-to-zoom motions used by Anderton are essentially the same gestures used to operate touchscreens today. The user interface seen in Minority Report also foreshadowed motion sensing input devices like Microsoft’s Kinect system. It should be noted that Minority Report’s amazingly prescient predictions weren’t just random guesses about what the future may look like.
