Conduct a mass operation,and code name it "operation whiskey alpha tango"
Bomb all of them to Oblivion,go after them,possess their hideout,burn everything down,comb every forest and shoot them on sight,no mercy,no space for surrendering,cut their limbs,decapacitate them,force then to eat pork meat,burn them and scrape their skin off.

Do this for 3-6 months if possible,and see some changes.
