The controversial owner of Capital Oil and Gas, now regarded as the largest beneficiary of the multi-billion fuel subsidy scam,led a small band of company staff to rip the nation of several billions of naira through falsification and forgery,a police report into the scheme says.


The Special Fraud Unit-authored report, obtained by PREMIUM TIMES, affirms in part, earlier accusations of large scale fraud brought against Capital Oil and its management by the Presidential Committee on Verification and Reconciliation of Fuel Subsidy Payments.

But the report also provides new details about a scheme that blossomed for years, involving several oil importingcompanies that made similar receipts, while draining the nation of hundreds of billions naira in 2011.

The presidential panel identified 25 companies that allegedly, through multiple fraudulent ploys, received payments for fuel products they never delivered.

But the panel’s composition- with Aigboje Aig-Imoukhuede, Managing Director of Access Bank, the scheme’s major financier, as chairman- drew criticisms with many citing a potential conflict of interest in the committee’s work.

The panel listed Capital Oil and Gas as the number one amongst the fraudulent firms, sparking months of wide-ranging controversies between Mr. Uba and the committee.
Mr. Uba has accused Mr. Aig-Imoukhuede of bias, claiming Capital Oil was “witch-hunted” over a failed business pact it undertook with Mr. Aig-Imoukhuede.
The case remains in court, and at Mr. Uba’s behest, the House of Representatives Petitions committee is also reviewing the allegations.

The police report
The 23-page report by the Police Special Fraud Unit, dated November 5, 2012, said Capital oil received N43.291 billion for a supposed importation of 538.74 million liters of fuel, through fabrication and forgery of documents.
Vital import and clearance documents including Import duty certifications, Bill of Lading, Letters of Credit/form Ms and others were faked with the connivance of officials of the Department of Petroleum Resources, DPR, Petroleum Products Pricing Regulatory Agency, PPPRA, Nigerian Ports Authority, NPA,Nigerian Maritime Administration and Safety Administration, NIMASA, bank officials and other port clearing agents, police said.
The PPPRA was singled out for scathing criticisms.
The report said besides implementing terribly lax regulations, officials of PPRA, whose board is chaired by Ahmadu Ali, the former chairman of the ruling People’s Democratic Party, PDP, colluded to forge papers to clear Capital Oil.
An earlier investigation by theHouse of Representatives intothe subsidy fraud recommended Mr. Ali’s removal and prosecution. Mr. Ali has retained his post despite the indictments being passed to the executive.
The key actors in the Capital Oil scheme were Mr. Ubah; thecompany’s Executive Director for Operations, Orji Joseph; the General Manager Operations, Chibuzor Ogbuokiri; the Depot Manager,Godfrey Okorie; and the Head of Training, Nsikan Usoro.
The police report said all the accused persons and officials from all the named government agencies were questioned.
Those interrogated were asked questions related to sourcing of documents, canal channel depths/width and storage capacity of their tank farms, retail outlets invoices and trucking activities from the tank farms.
The SFU however said investigations were continuing, and efforts were being invested to establish criminal liabilities against the officials of Capital Oil and Gas Limited, and others who conspired in fabricating documents.
“We have requested certifiedcopies of all letters of credit, bills of lading covering PMS cargoes brought by Capital Oiland Gas,” the report said. “Allthese documents are needed to consolidate our proof of evidence. Investigation is ongoing to unravel all criminalinfractions in the transactions, the report emphasized.”
The documents will enable case of conspiracy to commit felony, money laundering, forgery, stealing, obtaining byfalse pretence and economic sabotage to be filed against Capital Oil and Gas, Mr. Uba and the rest, the police said.
The Access bank connection
The report also indicted the bankers of Capital oil, saying they were complicit in the deals.
“These cloudy transactions ofCapital Oil and Gas Limited wasanchored on credit facilities provided by the bankers, which make the banks party to the transactions as originalcopies of the bills of lading were kept by banks as consignees of the cargoes, also proceeds of this fraudulent act were domiciled in banks,” the reports adds.
The report confirms earlier PREMIUM TIMES stories of howbank officials allowed their banks to be used to illegally receive billions of subsidy funds.

Frank Lampard became Chelsea’s highest goalscorer in England’s top division during an astonishing 8-0 rout of a hopeless Aston Villa side at Stamford Bridge.


All sort of records fell on an afternoon that will live long in the memory of Villa’s young team, who were subjected to their club’s heaviest loss in all their years of playing among England’s elite. A 7-1 drubbing at Chelsea in March 2010 was among their previous worst.



Lampard becomes Chelsea’s record top-flight league scorer with 130 goals for the club, overtaking Bobby Tambling (129).


Lampard scored on his 500th Premier League start, and scores his 100th Premier League goal in London. Only Thierry Henry (133) has scored more in the capital.


Seven other players got in onthe act which is another new record for the Premier League.

Fernando Torres (3), David Luiz (29), Branislav Ivanovic (34), Lampard (59), Ramires (75, 89), Oscar (79, pen) and Hazard (83) helped themselves to goals as Paul Lambert’s young side collapsed only a week after they completed a 3-1 win at Liverpool.


Chelsea substitute Lucas Piazon replaced Juan Mata on 74 minutes and saw Brad Guzan save a penalty seconds before Ramires added the eighth goal.


Guzan was probably at fault for the Ramires goal, but the goalkeeper should be content at preventing Rafael Benitez’sside from reaching double figures with the home side camping out in the Villa half.

Strangely enough, there was not one booking in the match. Apart from Guzan’s performance, Villa have few positives to take from such a going over with Christian Benteke spending most of the day offside.


Andreas Weimann saw Chelsea goalkeeper Petr Cechdeflect a shot onto his bar and over, but that was about it from them.


Their five-match unbeaten run before this contest was under threat in only three minutes when Torres rose to power César Azpilicueta’s cross into the net for his seventh goal in six games.
Luiz sent a free-kick over thewall and into the net from 25 yards out for a superb second before Ivanovic headed the third after Guzan had clawed out a Gary Cahill shot.


Lampard drove a majestic fourth into the corner of the net from outside of the box seconds after Guzan had prevented Victor Moses from scoring with Villa cut wide open.
Ramires accepted a pass fromLucas Piazon to thump a shot through the legs of Guzan for the fifth with Hazard playing aone-two with Oscar before winning enough space to senda sixth goal crashing into the net.


With referee Phil Dowd obviously in no mood to allow any softish challenge to go unpunished, Oscar picked himself up the ground to convert a penalty for the seventh after he was felled by Chris Herd.


Lucas Piazon was fouled by Ciaran Clark only for Guzan todive to his left to make a fine stop to deny the Brazilian player his first goal on his Premier League debut.
Ramires added the eighth when he thrashed the ball intothe net with Villa left in tatters. Chelsea are third in the table two points above Arsenal while Villa must recover from this mauling. They are 16th in the standings only three points ahead of 17th-placed Southampton.

Frank Lampard (Chelsea) – Could have given it to several players in a blue shirt, but we will go for Lampard due to his distribution and goal from the midfield area. Showed he is worth a new deal before being replaced by Ramires on 61 minutes.

The chances continued to flow- Hazard blasting one over - but then, on 62 minutes, Cech was at last asked to do something - and what a contribution it was! Weimann looked certain to score but hispowerful shot was deflected up onto the crossbar by our keeper to the congratulations of the defence who wanted a clean sheet just as much he did.


Guzan clawed out Azpilicueta'sshot that was creeping inside the near post and then Oscar,on for Torres, pulled his first shot across the face of goal with Villa exposed by Ramires 's pass.
Lucas Piazon was handed his Premier League debut and after just a minute played arguably the pass of the game. Ramires finished it in style with a shot through the keeper's legs.


The substitutes were taking over and Oscar was fouled bythe clumsiest of challenges from Herd with Dowd not hesitating in giving the penalty. Oscar rather than David Luiz took it; he aimed high and found the net.


Hazard's goal which made it 7-0 was the individual effort of the game - his close controlleaving Villa chasing shadows before he rifled it into the far top corner.


Villa were left to pray for the final whistle but before it blew Chelsea both missed a penaltyand scored the eighth to equalour best top-flight win.
Piazon was the player fouled for the spot-kick and keeping up the pattern of letting the same player take it, the 18-year-old had the chance for his first Chelsea goal but Guzan saved.



Ramires made no mistake with a carefully placed shot when Oscar attacked the ragged West Midlanders' defence yet again and slipped the ball to his compatriot.


In one fell swoop, Chelsea haddrawn level with Manchester City and Manchester United's goal-difference totals. We nowtrail United at the top by 11 points with a game in hand and City by seven, also with agame in hand.

Summary
Christmas came slightly early at the Bridge as the Blues turned on the style, especially in the second half of this one-sided encounter.


Seven scorers supplied the eight goals with Fernando Torres setting the team on itsway with a fine early header. David Luiz and Branislav Ivanovic made it 3-0 by the break and after the interval Frank Lampard scored his 130th Chelsea top-flight league goal to set a new club record.


Substitutes Ramires , with two,and Oscar, also found the net,as did Eden Hazard , and we also had the luxury of one missed penalty. At the other end Petr Cech kept a clean sheet with a superb save on to the crossbar.


Team news
David Luiz lined up in midfield for a second time in a Chelseashirt. Lampard also started and captained the side. The three midfielders ahead and the striker were the same as the Club World Cup final - so Victor Moses , Juan Mata and Hazard lined up behind Torres.
Ivanovic was in central defence alongside Gary Cahill with Cesar Azpilicueta at right-back.
Aston Villa, seeking consecutive Premier League wins for the first time in 56 matches, were unchanged from their victory at Anfield.


First half
With Chelsea looking to build on the win at Sunderland in our last league game, and the cup victory at Leeds in our most recent outing, the first 45 minutes couldn't have gonea lot better.


Petr Cech was a near spectator throughout and in attack, although we didn't create the bucket-load of chances in the first period that we saw in the second, wetook a good percentage of those that did come our way before the break.
Lampard, making the 500 th Premier League start of his career, had the chance to testBrad Guzan very early on after Torres had been illegallyimpeded when the ball was played forward for the first time.


That free-kick was drilled in to the wall but the lively pre-Christmas crowd did not have to wait long for something to celebrate. The Villa marking was not tight as Azpilicueta sent a cross over with just two minutes on the clock but Torres was still a good 15 yards out as he met the ball. The header was worthy of Kerry Dixon in his pomp and found the top corner of the Shed End net with the Villa keeper's arms flailing.


The next opportunity did takea while coming. Moses won a corner with some direct running but that only resulted in a Villa break that was dealt with comfortably enough once it reached our half.
David Luiz and Mata cut through the Villa defence with an exchange of passes with 18 minutes played but the Spaniard was loose with his touch and lost the chance to shoot. Moses picked up the pieces but no one could apply a touch to his pacy cross.
Midway through the half there was a Chelsea shout for a penalty after Baker draped anarm over the front of Torres as Cole chipped the ball towards the centre-forward, but Phil Dowd played on.


The ref was more accommodating when Hazard was chopped to the turf by Herd just five yards outside the Villa area. Lampard was again one of the players liningup behind the free-kick but this time David Luiz off quite ashort run-up tried his luck. The strike was perfect and the Blues were 2-0 up with 28minutes played.
A set piece was Villa's undoingagain five minutes later, this time a corner. It fell to the feetof Cahill who turned sharply and shot.

Guzan did very well to keep that effort out, especially as it took a deflection, but he was grounded as Ivanovic pounced to head home from a few yards out.
Villa's reshaped three-man defence had been credited with playing a major part in their recent revival in results but today they looked full of errors. Passes out from the back were going astray and men were left unmarked. David Luiz tried to make it 4-0 before the break with a dig from distance but Guzan was able to pouch it.


Second half
It took a very impressive save from Guzan four minutesafter the restart to keep out afourth Chelsea goal. This time he tipped over Mata's shot with next to no time to react after Moses's cross, intended for Torres, had deflected into the path of our no.10.
The keeper had an easier jobin catching Lampard's bouncinghalf-volley soon after but the Chelsea one- and two-touch moves were beginning to flow.Moses and Mata had the crowd purring with one combination but Torres couldn't reach the cross at thefirst time of asking, and was offside when he did put the ball in the net moments later.


Moses should have scored when put through by Hazard but Lampard did find the net intrademark style with 58 minutes played. Given room over 30 yards out, never advisable, he struck his shot low and it bent away from Guzan into the bottom corner.
Lampard had his 190 th Chelsea goal and was replaced by Ramires two minutes later to a huge and heartfelt ovation from the Stamford Bridge crowd.

of a girl who used to be my 'bestfriend'.
At the service, they read a diary entry
she had wrote in her high school years.

'I stare at him wishing he was mine,
