PoliticsYoruba Leaders’ Threat Against Fulani Herdsmen Diversionary – Falana by chesterlee(op): 7:38pm On Oct 11, 2015
Human rights lawyer, Mr. Femi Falana (SAN), on Sunday picked holes in the threat by some Yoruba elders to banish Fulani herdsmen from the South-West following a recent kidnap of a former Secretary to the Government of the Federation, Chief Olu Falae, in a suburb of Akure, the Ondo State capital.

He described the directive of the Yoruba elders as diversionary and escapist solution.

Falana said in a statement on Sunday, “This is not the time to resort to diversionary or escapist solutions to manmade problems. The ruling class should be compelled to address the challenges of establishing livestock, grazing reserves, ranching and modernisation of pastoralist or nomadic livelihood in line with the aforesaid recommendations.”

Falae was released four days after his kidnap upon payment of a ransom by his family to the kidnappers, who the ex-SGF was sure were Fulani herdsmen.

Barely two weeks after he was released, the herdsmen again led their cattle into his farm, destroying his crops.

Falana argued that the recent kidnap of Falae only added “a new dimension to the kidnap saga in the region” as he tried to situate the criminality in the same context of the October 2010 kidnap of a traditional ruler and a college provost in Ekiti State and the abduction of the wife of Osun State Speaker in Osogbo about the same time.

He recalled that the wife of Osun State Speaker was later found by a vigilance group in Ogun State and that shortly after that, the then Chairman of Ejigbo Local Government Area of Lagos, was kidnapped and was only released upon th payment of N15m ransom.

He said, “Instead of calling on the security agencies to enforce the law by arresting and prosecuting the group, some Yoruba leaders threatened that the South-West region would secede from Nigeria if Fulani nomads were not banned from entering the region!

“It is unfortunate that the senior citizens, who issued the threat, did not address the legal implications of their demand. It ought to be pointed out that every Nigerian has a constitutional right not be expelled from any part of the country.”

Falana said the threat against the Fulani herdsmen in the South-West would not solve the problem until far-reaching measures, such as proactive intervention by the police as well as establishment of modern livestock production by state governments, were adopted.

He added, “It is on record that not less than 10,000 heads of cattle are consumed in the South-West daily. Majority of the heads of cattle are brought in malnourished, having been made to walk hundreds of kilometres from the northern part of the country.
“Instead of issuing threats, the Yoruba leaders ought to have mobilised the South-West state governors to set up ranches and abattoirs for the production and distribution of meat in the region.”
He said Falae was part of the 2014 National Conference where it was recommended that long term cattle routes and grazing reserves be phased out to lay emphasis on ranching and that states which have large livestock populations should “endeavor to maintain grazing reserves.”

He added, “For instance, through a PPP arrangement a modern abattoir, the largest in Africa, was built in Ibadan, Oyo State in 2011.
“But due to some inexplicable reasons the state government has refused to allow the abattoir to function.

“The Ekiti state government once had a ranch. It was established by the Adekunle Ajasin government in the second republic. But it has since collapsed due to lack of maintenance.”

He called on the police to “move speedily to dislodge the bandits, who have seized Chief Falae’s farm”.

Falana stated, “The Yoruba leaders should consult with the South-West state governors with a view to addressing the increasing wave of insecurity of life and property in the region.

PoliticsBuhari’s Govt, Most Unprepared In History —PDP by chesterlee(op): 4:27pm On Oct 11, 2015
The Peoples Democratic Party has berated the President Muhammadu Buhari’s administration as lacking in capacity and worsening the country’s economy. The major opposition party in the country said there was widespread disenchantment being expressed by Nigerians over the inept handling of governance and insincerity by the All Progressives Congress-led Federal Government. In a statement issued on Saturday by its National Publicity Secretary, Mr. Olisa Metuh, the PDP said Buhari’s government had become a huge source of worry for the health of the nation. The party noted that the attitude of the APC administration to governance in the last five months and the feelings of a cross section of Nigerians underscored the fact that the PDP, notwithstanding the setback of the last general elections, remained the only true pan-Nigeria vehicle that guarantees the unity, stability and prosperity of the nation as well as the welfare of individual Nigerians, irrespective of class, creed and tribe. The statement read in parts, “It is now manifest to all that the APC administration is completely bereft of ideas needed to effectively manage the nation, a consequence of which is the sudden decline in the economy, general anxiety and prevailing unhappiness and grumbling among the citizens across board. “The apparent lack of capacity and ingenuity by this APC government to run the affairs of our dear nation has become evident in the myriads of political and economic glitches that have bedevilled the polity since it took office on May 29. “Nigerians, going by their comments, are deeply disturbed that instead of focusing on issues that directly touch on their lives, especially given its long list of campaign promises, the APC administration has remained high on propaganda, violating the constitution for partisan capital, hounding perceived political enemies; while at the same time continuing in their trick of hoodwinking the populace, using their so-called body language theory in the attempt to appropriate achievements of the previous PDP administration.” The PDP said the fact that the Buhari-led government had been unable to pursue any investment in any of the critical sectors, eliciting public fears of serious economic crisis in the coming years. The party added that the APC was not the desirable alternative to the PDP, but a band of “power grabbers, who swindled the electorate to get into office using false promises and propaganda.” In his reaction, the National Publicity Secretary of the APC, Mr. Lai Mohammed, asked what the PDP actually wanted. While promising a comprehensive reply to the statement by the main opposition party, he said Nigerians know whether they Buhari government was working or not. “They said we are not working, yet light has improved. They said we are not working, yet we are stamping out corruption and the PDP is not happy. They will bellyache for long,” he added. Meanwhile, the Lagos State chapter of the PDP has dismissed the Lagos State National Assembly Election Petitions Tribunal’s judgment upholding the declaration of Mr. Femi Gbajabiamila as winner of the March 28, 2015, House of Representatives election in the Surulere Federal Constituency 1. Gbajabiamila is the Majority Leader of the House of Representatives. The candidate of the PDP, Tony Ashikodi, who polled 14, 550 votes against Gbajabiamila’s 21, 715 votes, had headed for the tribunal to challenge Gbajabiamila’s victory. The Justice C.U Anwuka-led three-man tribunal, on Friday, however, rejected the petition challenging the victory of Gbajabiamila and his party, the APC, in the said election. The Publicity Secretary of Lagos PDP, Mr. Taofik Gani, in an interview with one of our correspondents, expressed disapproval of the verdict, stating that the party would challenge the judgment at the Court of Appeal, as well as petition the National Judiciary Council. He said, “The popular opinion is that the PDP candidate, Mr. Tony Ashikodi, won that election. We are surprised that despite the array of evidence and the facts being so obvious to the tribunal, as put forward by our lawyers, the tribunal still went further to give judgment to Gbajabiamila. “Again, on technical grounds, the tribunal in Lagos has not been delivering justice and we make bold to say that at the end of all, we will approach the National Judicial Council to probe the manner which this tribunal delivers judgment on the petitions in Lagos State.” According to the party spokesperson, Gbajabiamila’s victory is momentary. He added that the tribunal is under watch and expressed conviction that the NJC would investigate why “in Lagos, despite numerous petitions, all the tribunals are doing is delivering judgment in favour of the APC.”

PoliticsBoko Haram Says Leader Shekau Is Alive In New Video - Yahoo by chesterlee(op): 5:11pm On Oct 08, 2015
Lagos (AFP) - Boko Haram said in a new video
on Wednesday that its elusive leader Abubakar
Shekau was alive and still in charge of the
Nigeria-based Islamist group whose six-year
insurgency has killed thousands.
"Our leader, Abubakar Shekau is alive and
remains our leader," declared a gun-wielding man
surrounded by dozens of fighters in the 17-
minute video in Arabic and Hausa that was
posted on social media.
"Our allegiance remains with (Abu Bakr) al-
Baghadadi," added the man who has appeared in
previous Boko Haram videos, referring to the
leader of the Islamic State group that has seized
large swathes of Syria and Iraq.
In March Shekau proclaimed Boko Haram's
allegiance to IS.
Shekau has not been seen on video since
February and had not spoken until an audio
message last month where he disputed the
Nigerian military's claims of successes against
the insurgents.
The shadowy leader's absence since has sparked
rumours about whether he is still alive or might
have been deposed as leader, with other videos
this year fronted by an unknown rebel.
The latest video also denied Boko Haram was
losing to the military.
"They lied that they have confiscated our arms,
that we have been chased out of our territories,
that we are in disarray," the armed militant in the
footage said.
"It is not true that 200 of our members have
surrendered. It is also not true that our wives
and children have been liberated, and that they
have been enrolled in school," he said.
"The fact is that forces of the infidels have now
resorted to propaganda because they have failed
to subdue us in any way. We are still a force to
reckon with."
The violence sparked by Boko Haram's
insurgency has claimed some 17,000 lives and
made 2.5 million homeless since 2009.
The release of the latest Boko Haram video came
as at least 14 people were killed Wednesday in
three separate suicide bomb attacks in northeast
Nigeria that were blamed on the militants.

PoliticsRe: Niger Delta May Erupt In Violence Again, International Group Warns Buhari by chesterlee(op):
Buhari should urgently look into this matter.

Environmental degradation is on the rise in the Oil producing communities. You need to visit these areas and feel their plight.

Unemployment is another major issue in Niger delta. You see people from other regions working and earning big in the companies at your backyard. Yet, you are finding it hard to secure an average paying Job. It's quite disheartening.

The President should look into this matter or get ready to face another possible backlash!..

PoliticsNiger Delta May Erupt In Violence Again, International Group Warns Buhari by chesterlee(op): 11:06am On Oct 08, 2015
As the Nigerian Government grapples with a horrific Islamist insurgency in the North East, an International conflict prevention group has warned that if the Muhammadu Buhari administration fails to urgently address the “long-simmering grievances” and deprivation in the oil rich Niger Delta, the region could soon erupt in violence again.

In its latest report issued September 29, the International Crisis Group warned that increasing complaints over chronic poverty and oil pollution as the Presidential Amnesty Programme for ex-militants reaches its twilight, may fuel a renewed rebellion in the region.
The group observed that since the defeat of Goodluck Jonathan, who is a native of the region in March, some activists have resumed their “agitation for greater resource control and self-determination” while some ex-militants have threatened to return to the creeks to resume the armed struggle that characterised the region prior to the amnesty programme.

At its peak in 2009, the insurgency in the Niger Delta cut Nigeria’s oil output by over 50 per cent and was costing the government close to four billion naira (nearly $19 million) per day in counter-insurgency operations, according to the International Crisis Group
An amnesty programme put in place by the government in 2009 helped in reducing violence in the region.

The report however said the programme failed woefully to address the inherent causes of violence in the region such as poverty, youth unemployment and environmental pollution caused primarily by oil spills.

“The government has largely failed to carry out other recommendations that addressed the insurgency’s root causes, including inadequate infrastructure, environmental pollution, local demands for a bigger share of oil revenues, widespread poverty and youth unemployment,” the report observed.

According to the report, the original arrangement where militants in the amnesty programme were paid through their leaders helped in making fighters dependent on their leaders as well as solidify the bond between them in such a way that makes it easy for the militant leaders to rally their fighters to cause trouble.

The report stated that because the stipend paid to ex-militants ( N65,000) is way more than the national minimum wage of N18,000 many ex-militants have become indolent and instead of seeking paid employment, rely on the stipend.
It however said stopping the payment of the stipend may create serious security challenges.

“There is a serious mismatch between the training the former militants receive and the job market. At the end of March 2015, reportedly only 151 of the 15,451 graduates from the training programs had found jobs with credible organisations in the country.

“Many currently being trained have high expectations of positions in oil, gas and aviation companies, but industry sources insist there presently is limited room to absorb many job-seeker. Frustrated graduates may be tempted to return to militancy or violent crime, only now better educated and more likely capable of extracting new concessions from the federal government,” it noted.

The report also pointed out that the cancellation of the pipeline protection contracts of some ex-militant leaders by President Muhammadu Buhari is likely to push some these militant leaders to resume their arms campaign against the government.

It added many militants leaders have become stupendously wealthy and politically influential following years of government patronage during the Goodluck Jonathan administration thereby increasing their capacities to cause mayhem or make higher demands from government.
The organisation slammed former President Jonathan administration for paying “less commitment to the crucial tasks of improving infrastructure, restoring the environment and enhancing livelihoods. In spite of promises and substantial appropriations, little progress has been made”.

Ineffective Ministry and agencies

The report stated that the Ministry of Niger Delta Affairs, the Niger Delta Development Commission, NDDC and other agencies created to address Niger Delta related issues such as oil spills and environmental degradation have woefully failed to meet the expectations of the people.
The report noted that the NDDC for instance, has only completed 37 per cent (2,328 out of 6,349) of projects launched since 2000. In fact, Mr Jonathan lamented in December 2013 that the NDDC has little on ground to justify the huge appropriations it gets.

The report observed that corruption is the main cancer plaguing the commission as it may have become a conduit through which funds are “pumped into the pockets of politically connected individuals than a vehicle for the region’s development.”

“Some politicians, especially in the federal legislative committees on Niger Delta development, and also in the Delta states assemblies, are alleged to view and manipulate it as their cash cow.”

Similarly, the report stated that the Ministry of Niger Delta has let little impact in the region.

“Many of its projects are incomplete or long abandoned. Its flagship effort, the 338km east-west highway that initially ran from Warri in Delta state to Oron in Akwa Ibom state and is being extended to Calabar in Cross River state is significantly over budget and still under construction, despite repeated assurances of imminent completion.”

“Public confidence has diminished. In April 2013, Ondo state oil-producing communities demanded it be disbanded. In March 2014, Senator James Manager, chairman of the Senate committee on the Niger Delta, observed that it had “failed to commission a single project since its creation.”

It stated that people of the region as lost confidence in the ability of the Ministry in addressing the issues that plague them. It added that the effectiveness of the Ministry is further hampered by cascading budgetary allocations and lack of patronage from donors.

“Donors have failed to finance a proposed $10 billion multi-stakeholder trust fund for a ten-year Niger Delta Development Action Plan, unveiled in 2013.

“Performance is hampered in several ways, beginning with dwindling budgets. Of the 456 billion naira (about $2.8 billion) the ministry received over six years, 2009-2014, 349 billion naira ($2.1 billion) went to the east-west highway. Like the NDDC, it has not received all its appropriations.”

Just like the NDDC, deep-seated corruption has also contributed to the ministry’s ineffectiveness, the report noted.
Recommendations

Though the report admitted that there are no indications that these disgruntled militant groups will actually mobilise against the government, the report recommended a series of measures to prevent the eruption of violence in the region:

It advised Mr Buhari to visit the Niger Delta as soon as possible “to underscore his commitment to the region and lay out a comprehensive plan for its security and development.”

It also suggested that the amnesty programme should be wound down gradually so to ensure registered ex-militants to complete their training.
It also called on the government to scrap the Ministry of Niger Delta and to initiate a holistic reform of the NDDC to “make it a more accountable and effective agency.”

The report called on the government to take steps to prevent environmental degradation by empowering and making the Hydrocarbon Pollution Restoration Project independent from the petroleum ministry.

It added that government should work closely with the House of Assembly to accelerate the passing of the Petroleum Industry Bill and called on major oil companies such as Shell and Eni to prevent oil spills and create jobs for local youth.
