Mark Hughes has been sacked as manager of Southampton, the struggling Premier League club announced on Monday, despite an improved performance in a 2-2 draw with Manchester United. “We would like to express our thanks to Mark and his staff for all of their efforts during their time at St Mary’s,” the club said in a statement. “The search for a new manager to take the club forward is already under way.” Assistant first team manager Mark Bowen and assistant first team coach Eddie Niedzwiecki have also left the club. Southampton, who were 2-0 up against Jose Mourinho’s United at home on Saturday at one stage, are 18th in the Premier League, just one point ahead of bottom club Fulham. The Nigerian Army is yet to access the $1 billion approved by the Federal Government for procurement of arms to fight the raging Boko Haram insurgency in the North East, the Chief of Army Staff (COAS), Lt.-Gen. Tukur Yusuf Buratai, disclosed yesterday. He told newsmen in Maiduguri that “you know the process of funding is another major issue. The bureaucracy and so on is (are) another issue. Approvals are given but before you really get the money out is another challenge. “So, the people are talking or the media have been talking of $1 billion that has been approved but I tell you up till today, the fund that is supposed to come from that amount to the army in particular, is still in the Central Bank of Nigeria (CBN). The News Agency of Nigeria (NAN) further quoted the COAS as saying: “The Ministry of Defence is yet to access the fund. When the ministry gets the fund, they will get the right equipment for us as proposed.’’ The presidency was, however, silent of the issue when contacted. Specifically, President Muhammadu Buhari approved the money in April this year. Army spokesman, Brig.-Gen. Sani Usman, had also confirmed the non-release on a live programme. But the presidency was not forthcoming when The Guardian sought to know what the authorities were doing to fast-track the release of the money in view of the prevailing insecurity in the country. In a terse response via an email, the Special Adviser on Media and Publicity to the President, Femi Adesina, simply said: “Your question has already been answered by Army spokesman.” Buratai raised the alarm that fake news not only poses threat to national security but also makes the ongoing counter-terrorism fight more difficult. He urged Nigerians to be patriotic. The COAS regretted that after the recent attack on troops of 157 Task Force Battalion at Metele, Borno State, numerous casualty figures were bandied about, adding: “The figure so far has been 23, even if it is one, it is unfortunate. But to go out of the reality, to continue to spread false information is really unfortunate.’’ NAN reports that after the incident, various media reports at different times put the casualty figures at 44, 70, 100 and above until a few days ago when the army confirmed 23 dead and 31 others wounded. He said the military was working to counter fake news being spread about it and its operations through its newly established Cyber Warfare Command. However, two soldiers are feared to have been killed when suspected Boko Haram terrorists reportedly attacked the Buni/Gari community military base in Yobe State at the weekend. The settlement is located on the southern fringe of Sambisa Forest, and 60 kilometres south of Damaturu. Confirming the incident yesterday in the state capital, a military officer, who craved anonymity, stated: “We were caught unawares when the insurgents burst into our base along Damaturu-Biu road amid sporadic gunshots. “By the time we could respond, the terrorists set our Armoured Personnel Carrier (APC) and base ablaze before being pursued with a fighter jet and a helicopter gunship.” The officer said some of the homes in the locality were equally torched, as dozens fled into farmlands and the adjourning Buni/Yadi settlement. The two communities have in the last six years witnessed their fair share of insurgency. With a budget of N9.12 trillion for the 2018 fiscal year, the federal government, through the Debt Management Office (DMO) has so far raised N759.25 billion through the local bond market since the beginning of the year. Although the DMO had set out to raise N1 trillion between January and November this year through the Federal Government of Nigeria (FGN) Bond offerings, it had raised N756.87 billion through the bond market. It was also able to raise N2.38 billion through the FGN Savings Bond between January and September this year. It had raised most of the fund through reopenings of the 12.75 per cent April 2023, 13.53 March 2025 and 13.98 February 2028 papers. In January it had offered and raised N110 billion through the 14.5 per cent July 2021 and 16.2884 per cent March 2027 papers. The DMO had been able to meet its target only twice, January and March, as most of the bond offerings underperformed. Interest in the FGN Savings Bond had also waned as N2.382 billion had been raised through the two and three year papers between January and September this year out of the N10.5 billion that has so far been raised through the savings bond in the last 18 months. Average yields on the FGNSB had declined from 13 per cent last year to 11 per cent this year as the amount raised at each auction declined progressively. At the debut auction held in March last year, the DMO had raised N2.06 billion through the two year bond but as at last month, the amount raised through the 2- and 3-year bond was N368.28 million. Likewise, average marginal yields on the FGN Bonds had declined to 13 per cent from 16 per cent as the average amount raised at the monthly bond auction dropped to N70.9 billion in the first six months of 2018 from N141.6 billion in the comparable period of last year. Nigeria’s domestic debt as at June 2018 had reached N12.15 trillion with most of it made up of high-interest credit. The DMO said the government is working on a strategy to reduce domestic debt to 60 per cent of the total, from 73 per cent as a way of reducing government’s debt-service costs, lowering of interest rates in the domestic market and improving the availability of credit facilities to the private sector. At the November Bond Auction, the DMO had raised N39.52 billion as against N115 billion which it set out to raise. The government had earlier in the year said it would cut back on its local borrowings to reduce what it spends on debt servicing. In 2017, it had spent N1.476 trillion in servicing domestic obligations and as at the end of June this year, N940.998 had been expended on domestic debt servicing. Director-general of the DMO, Patience Oniha, who noted earlier this week that the FGNSB had performed below expectations in terms of investors’ interest, said the debt office was considering allowing Nigerians participate in the FGNSB which is retail – based through their mobile phones. While reacting to the development, managing director of HighCap Securities Limited, Mr. David Adonri , said the present clamour by the generality of Nigerians and commitment of government to rebuilding Nigeria’s dilapidated infrastructure as catalysts for economic development had brought to the fore the need for a functional bond market given the developmental needs of the economy. He said that the dearth of adequate financing has been identified as one key factor inhibiting the much needed investment in critical infrastructure, saying that substantial long term financing would be required to rejuvenate Nigeria’s ailing key industrial sector, power sector, and the provision of socio-economic development in education and healthcare sector among others. He however said that FGN savings bond was still attractive but purchasing power was low. “Having exited the recession, the tendency for financial assets to start migrating to equity is high. Finally, the money market operators have devised means of bunching retail investors to invest in treasury bills contrary to regulations,” he said. Also, chief operating officer of InvestData Consulting Limited, Mr. Ambrose Omordion, said the bond market plays a central role in the deepening of financial markets not only for the diversity of products it offers the market but essentially its role in improving diversification of funding sources and increasing access to credit markets. Omordion noted that the FGN savings bond came up as a alternative investment at a time the government needed funds and the capital market needed a boost in business activities as the stock market was significantly bearish. He however, said that FGN Savings Bond has recorded a low performance this year, a situation attributable to investors’ apathy and dwindling purchasing power. The Managing Director of the Petroleum Products Marketing Company (PPMC), Mr Umar Ajiya, has urged Major Marketers Association of Nigeria (MOMAN) to regulate the volume of petroleum products dispatched to their member stations close to the borders. Ajiya in a statement issued by the Nigerian National Petroleum Corporation’s(NNPC) spokesman, Mr Ndu Ughamadu in Abuja on Wednesday said it would stem cross border leakages and forestall attendant product price hikes. He said that price arbitrage and differential between regulated price in Nigeria and the high product prices in neighbouring countries encouraged smuggling. Ajiya noted that MOMAN and its members remained most reliable in the Nigerian Downstream Petroleum Sector distribution network. He advised that members of the Association should endeavour to increase the respective storage in their depots and stations to avoid stock-out as the yuletide approached. He said that NNPC/PPMC had enough stock of Premium Motor Spirit (PMS) otherwise called petrol, as well as other products, adding that the company’s petrol stock alone would last about 45days. According to him, the target is to get the sufficiency level to 50 days. “We have 2.2 billion litres of petrol, 1.1 on land and 1.1 on marine, 800 million litres in PPMC depots in addition to 27-day sufficiency of AGO, 98-day sufficiency of ATK and 48-day sufficiency of DPK,’’ Ajiya said. He implored MOMAN to take advantage of the NNPC/PPMC stock sufficiency and request for products to always wet members’stations across the country. He further disclosed that NNPC/PPMC had stocked-in products in the nine Inland depots, including Enugu and Aba and would commence selling by Saturday. This, he said was with a view to forestalling frequent shortages being experienced during Christmas and New Year in the eastern part of the country. On his part, MOMAN executive secretary, Mr Clement Isong, said the association was committed to wetting stations in state capitals and other locations across the country. “We are ready to support NNPC/PPMC to flood the nation with products during the yuletide season and beyond as we go into general elections next year,’’ Isong said.. The National Youth Council of Nigeria (NYCN) and 500 other youth leaders across Nigeria have endorsed President Muhammadu Buhari as a youth advancement champion. This is even as the youths groups are set to confer on Buhari with the Grand Patron of Nigerian Youth (GPNY), in an awards ceremony organized by the NYCN in partnership with Iykon Global Foundation (IGF). In a statement co-signed by the President of the Youths Council, Malam Bello Shagari and IGF, the award to President Buhari is in recognition of investments by the administration in development and empowerment of Nigerian youths. The award ceremony which will hold at the Shehu Ya’Adua Centre on Nov. 29th, has as its theme: “Peaceful Election, Good Governance and The Role of Nigeria”. According to the statement, the 500 youth leaders who would be converging on Abuja would also use the opportunity of the awards to sensitise Nigerian Youths on the need to serve as the agent of positive change. It said that youths needed to wake up to their responsibilities to Nigeria by engaging in the election processes and use government machineries to promote social standard in the country. According to the NYCN President, the conference will speak to the issues of preventing electoral violence and corruption by Nigerian youths. The Traditional Ruler of Amuri Kingdom in Nkanu in Enugu State, Igwe Charles Nwoye, on Tuesday urged the INEC to ensure that the 2019 general elections are credible, free and fair. Nwoye who made the call in an interview with the News Agency of Nigeria (NAN) in Awka, said that the 2019 general elections deserved to be conducted with all sense of responsibility. He reminded the Chairman, Commissioners and other staff of Independent National Electoral Commission that they held the office in trust for Nigerians and should not disappoint them. The royal father noted that Nigerians were becoming more politically active and demonstrating seriousness about matters affecting them and the unborn generations. He advised communities, faith-based oragnisations, and other stakeholders to impress it on the people and the faithful, the need to see involvement in politics as a civic responsibility. “There is nothing absolutely wrong in women or Christians taking into active politics; we should all be politically awake so as to be part of the corrective measures being taken,” he said. Nwoye called on INEC to ensure that it prepared well ahead of the 2019 polls, in order to make the people’s votes count. He said the commission should discharge its responsibilities in the interest of peace, truth, fairness and equity and allow the people’s will to prevail. The Association of Bureaux De Change Operators of Nigeria (ABCON) has said its ongoing strategic partnership between the Central Bank of Nigeria (CBN) has kept the naira stable at both the official and parallel markets despite huge campaign spendings by political parties. ABCON President, Alhaji Aminu Gwadabe who spoke with financial journalists in Lagos at the weekend, said measures initiated by the CBN including the sustenance of dollar supply to over 4,000 Bureau De Change (BDC) operators across the country through the International Money Transfer Operations (IMTOs) forex window has helped the status of the local currency. Accordingly, the CBN, spot rate closed last week somewhat flat at N306.75/$1 from N306.70/$1 in the prior week. Similarly, the exchange rate at the Investors & Exporters Forex window closed at N364.70/$1. At the parallel market and BDCs, the naira traded at N363/$1 throughout the week. ‘‘The naira remains stable despite political parties campaign spendings across the nation. The strategic partnership, actions and pre-actions of the Central Bank of Nigeria and the Association of Bureaux De Change Operators of Nigeria have stopped distortions to the exchange rate due to ongoing politicking and campaign spendings in the country.” he said. He also said the determination of the apex bank to maintain the IMTOs forex window for the over 4,000 BDCs on weekly basis has brought steady liquidity in the market and discouraged unethical market behaviours like hoarding, speculation and frivolous demand. Gwadabe said that on its part, ABCON has ensured that its members continue to make dollar accessible to critical end-users like travelers demanding personal and business travel allowances, school fees and medical bills payment abroad among others. Gwadabe said the ongoing ABCON automation and configuration of soft token for forex return rendition by over 4,000 BDCs nationwide will enhance transparency and financial integrity of the operators. “This feat will no doubt strengthen the effectiveness of the technical compliance of the anti-money laundering and counter terrorism financing laws and help Nigeria’s assessment into the Financial Action Task Force coming up next year,” he stated. We also render weekly returns on purchases from the banks to Trade and Exchange Department of the apex bank. We also ensure strict compliance to the provisions of the anti-money laundering laws observance of appropriate Know-Your-Customer principles in the handling of forex transactions,” he said. The Bishop of the Catholic Diocese of Umuahia, the Most Rev. Lucius Ugorji, has expressed concern over the call by IPOB on the South-East to boycott the 2019 general elections. Ugorji expressed his concern in his sermon on the occasion of the Corpus Christi (the celebration of Christ the King) at the Mater Dei Cathedral, Umuahia on Sunday. News Agency of Nigeria (NAN) recalls that the proscribed Independent People of Biafra (IPOB) has repeatedly issued statements, calling on the people of the zone not to participate in the general elections. The group said the boycott would underscore the demand for a referendum over its agitation for Biafra and further press for the realisation of the Republic of Biafra But Ugorji said that failure to vote during the 2019 polls would amount to abdication of one’s right and civic responsibility. He said: “I heard that some persons are discouraging people from going to vote during the general elections. “It is your right and civic responsibility to vote during elections. Elections offer the citizenry the opportunity to elect good leaders who will provide good governance. “If you fail to vote, you have failed to exercise your civic responsibility as responsible citizens, thus paving the way for the emergence of bad and insensitive leaders. “Presently, we are still Nigerians. We do not have another country we can call our own. “So it is our right and civic responsibility to vote and chose those that will govern us at the federal, state and local government levels. The cleric said that the period of the electioneering provided an opportunity for the present administrations at all levels to give account of their stewardship based on their campaign promises to the electorate. He recalled that the administration of President Muhammadu Buhari promised a three-point agenda that hinged on security, job creation and fight against corruption. “This is the time for the Federal Government to give account of its performance on each of the agenda,” he said. Ugorji further charged the Independent National Electoral Commission (INEC) to ensure that votes would count in 2019, especially with its promise to use the card reader. He also admonished the judiciary to resist financial inducement to subvert the wishes of the people, adding that it should make integrity and uprightness its watchword. He said that the Catholic Church was non-partisan but encouraged its faithful to exercise their civic responsibility toward the election of credible leaders. On the Corpus Christi, the cleric said that the event marked the end of the liturgical year in the Catholic Church and also helped to remind Christians about the end of time. “It reminds us about when Christ will come as king and incorruptible judge to judge the world and take his people to himself.” The bishop therefore urged Christians to emulate Jesus Christ by bearing authentic witnesses in all they did in their homes and larger society. A fire outbreak occurred at the Zenith Bank around Ilupeju area of Lagos, Sunday afternoon. In a footage seen by Akelicious, the centre of the building was engulfed with fire. The Indigenous People of Biafra (IPOB) has restated commitment towards restoring Biafra sovereignty through peaceful and democratic process, stressing it would not be deterred by confrontations with security agents. The group also dismissed as “untrue” reports that its members on a campaign march of “no elections” next year in southeastern states on Friday, attacked and killed a police officer in Nnewi. It said those allegedly arrested by the police, following the incident, could be poor innocent citizens, as no member of the group was missing from the peaceful protest. Reports had it that the peaceful protest turned bloody and allegedly led to the death of four persons, following a clash between the protesting group and police, while attempting to gain entry into Nnewi Main Market. However, in a statement made available to The Guardian, yesterday, by the Media and Publicity Secretary, Emma Powerful, IPOB said it has never indulged in violence or crime, no matter the level of provocation from security agents and Nigerian government. The statement read: “It is shocking and baffling that people in government have decided to use some media houses to propagate false information and lies against IPOB activities, not minding that we have remained peaceful and civil in every of our outing and conduct, especially the recent ‘no election’ evangelism that happened in Nnewi, Anambra State. What happened, yesterday, at Nnewi, Anambra State is another example of a lawless police organisation intent on causing trouble.”It explained that the officer in question was actually hiding inside a gutter and had resurfaced afterwards. IPOB noted: “After hiding a policeman in the sewer, Anambra police authority had the temerity to lie. A former permanent secretary in the Federal Ministry of Labour and Employment, Clement Iloh, on Friday, told a Lagos State High Court sitting in Ikeja that he cannot remember the number of bank accounts that he has. The Economic and Financial Crimes Commission (EFCC) had arraigned Iloh before the court on October 16, 2017, on a three count charge of stealing by converting property in the sum of N14 million belonging to the federal government to personal use. The defendant allegedly supervised numerous programmes such as the Subsidy Reinvestment and Empowerment Programme, SURE-P and awarded fictitious contracts to himself using his personal company and friends. He, however, pleaded not guilty to the charges. The former permanent secretary, while being cross-examine by the EFCC counsel, Rotimi Oyedepo, denied collecting various funds from contractors and other sources through his late special assistant. When he was confronted with a certified true copy of the statement of his personal account with ASO Savings and Loans Plc., which he identified as his, he claimed that he does not know the source of the N8million which was transferred to the account on the July 16, 2014. He claimed to have closed the account. He was also not able to explain the source of the N50 million moved in tranches of N10 million each from the said account. As well as explain the source of other monies found in the account totaling N100 million received in his account on December 20, 2013, in tranches of N20 million and another N100 million received in his account on February 17, 2014. The defense council, Uwana, in response to the list of monies received in the said account, objected to the line of questioning. He accused the prosecution of asking questions not related to the charge before the court. He also argued that his opposing counsel should not have raised the issue of a forfeiture case resolved at the Federal High court in suit number FHC/L/1128/2017 when trying to use affidavit evidence sworn to and signed by John Tsako, the late special assistant to his client. President Muhammadu Buhari yesterday read the riot act to leaders who undermine the economy by denying workers their benefits while stuffing personal accounts with public funds, saying they will not escape the current anti-corruption dragnet. Recalling that federal government’s bailout to states and the Paris Club funds were basically meant to alleviate the sufferings of the people, the president described the misappropriation of the funds as unjust and unfair to workers. Speaking when he received an All Progressives Congress (APC) delegation from Benue State led by Senator George Akume at the presidential villa, Abuja, President Buhari noted that the Federal Executive Council (FEC) had been monitoring the plight of workers across the country and the utilisation of the bailout and Paris Club funds by some states. He stated: “I honestly don’t know how people sleep when workers have not been paid. The workers have to pay rent, buy food, send their children to school and they have healthcare to take care of. “I assure you that my main interest is all Nigerians in all parts of the country. Therefore, if anybody tries to create any impression that I prefer any group across ethnicity or religion, let him dare me by being caught red-handed stealing public funds. I will deal with him’’. A statement by his special adviser on media and publicity, Femi Adesina, also quoted the president as saying the visit by the APC delegation from Benue State had revived government’s morale. President Buhari said the federal government had made significant progress in diversifying the economy by investing in agriculture and encouraging more individuals and entrepreneurs to go into farming. Pointing out that Nigeria would soon become self-sufficient in feeding its citizenry, he said, “We are proud of what we have achieved with resources at our disposal.” Buhari listed ongoing road, rail, sea port, airport and power projects as hallmarks of his administration’s commitment to improving lives. He said that the Ministry of Agriculture and the Central Bank of Nigeria will be further motivated to work together and support all interested Nigerians to take up farming on commercial scale. On killings in some parts of the country, including Benue, Zamfara and Taraba states, he said they were carried out by “ungodly’’ people who had no religious or ethnic inclinations. “We know about herders. The ones we knew carried sticks, and sometimes cutlasses to cut foliage for their cattle. We now have people who carry AK 47s and pretend they are herdsmen. “We are working hard to secure our borders. We are going to see how the old cattle routes can be opened. We will control movement. Please beg our people to be patient,’’ he said. The president pointed out that security personnel were already uncovering the network of the killers and arresting them. In his remarks, the leader of the delegation, Akume, said the negative narrative in the state about the federal government was fast changing, as more people have discovered the good intentions of President Buhari to secure lives and property, and alleviate poverty. “Your Excellency, Mr President, we know your commitment to Nigeria. We know how much you love the country and will be ready to die for the good cause,’’ Senator Akume said. Akume, a former governor of Benue State, told the president that APC members have started sensitization and mobilisation of voters for the 2019 elections, noting that more have accepted the party and its manifesto in the state. An Appeal Court sitting in Benin has set aside the position of Kwale High Court on a motion of stay of execution filed by Deputy Speaker of the Delta State House of Assembly, Friday Osanebi, with regards to the authenticity of his parliamentary membership of the state. The court said the power to grant such an application was not in the coffers of the lower court in Kwale. By virtue of the Appeal Court ruling, the Deputy Speaker is to vacate his representation of the Ndokwa East Constituency as provided in the Kwale High Court ruling on the 2015 House of Assembly election in the local government in suit between Mr. Ozegbe Lawrence and Osanebi and two others. However, in a swift move, Osanebi has filed a case before the Supreme Court to review the judgment on stay of execution as passed by the Benin Appeal Court. Osanebi, in Asaba yesterday, said the court only corrected a process, and there’s no reason for tension as he patiently awaits the judgment of higher court in the case that was earlier decided in Kwale this year. The deputy speaker, who urged his constituents and teeming supporters to remain calm, said: “I am still the privileged representative of Ndokwa East and Deputy Speaker of the state House of Assembly. The court only corrected a process today (yesterday). Emeka had challenged the competence of the state high court in Kwale in granting a stay of execution filed by our legal team. So, the court in Benin only said no, ‘we are to grant the application.’ That’s all! So, there’s is no cause for alarm.” He also charged his supporters not to be distracted but remain focused, noting that very soon, the Court of Appeal will make its position known on the earlier judgment in Kwale. The Nigeria Customs Service (NSE), Seme Area Command has announced improved revenue generation over the last two months, raking in N1.948 billion and several seizures during the period. Area Controller of the command, Mohammed Uba Garba, who resumed as the new head of the command two months ago, stated this while addressing journalists at the command headquarters in Seme. “I assumed duty here in August 2018 with a clear mandate from the Comptroller General of Customs (CGC) in line with his policy thrust which places strong emphasis on integrity and transparency in public service. To reinvigorate the offensive against smugglers and similarly improve revenue, Seme officers were re-orientated to step up their actions against all economic saboteurs without any compromise. It is therefore heart-warming; to see that early signs show that our resolve is yielding positive results. “During this period, our resolute determination to succeed resulted in an, impressive revenue generation of one billion, nine hundred and forty-eight million, four hundred and eight thousand, five hundred and nineteen naira sixty-six kobo only (N1,948,408,519.66) realised for the period under review,” he said. He declared that the command under his watch will do what is necessary to put economic saboteurs out of business. Similarly, the uncompromising stance of the enforcement unit led to the seizure of 850 items with a duty paid value (DPV) of three hundred and seventy million, three hundred and forty four thousand, one hundred and eighteen (N37 8, 344,118.00). The seizures include the following items: 16,729 bags of 50kg foreign rice which is equivalent of 27 trailers of rice valued at N302,477,049,115 cartons of imported frozen poultry products worth N728,654, 50 litres of jerry Cans of vegetable oil valued at N400,440, 111 pieces of used tyres worth N859,345 21 vehicles valued at N134,410,536 and 57 packs of Tramadol worth N11,090,832 He said already, seven suspects were arrested, explaining: “some were convicted, bailed and currently detained in connection with the seizures and are undergoing interrogation for possible prosecution. “Beyond the above statistics, it is obvious that the seizures represent protection of the economy and security of our people. Let me state clearly that it is simply not enough to inform you about the revenue and seizures (with the DPV); what is of paramount importance is to boost our economic growth and provide employment for our teeming youths. “Take for instance, the government policy on rice; the rationale behind the policy is geared towards self-sufficiency in terms of food production that would meet the demand of the citizenry. Incentives have been created for rice farmers, individuals and state governments have committed so much in terms of finance in order for this goal of self-sufficiency to be actualised.” The Seme Command, he added, cannot afford to be complacent, noting that the dangers inherent in smuggling are too numerous to mention, hence the command’s resolve to fight them relentlessly. “Among the seizures recorded, are imported frozen poultry products. As you are aware, such products are unhealthy and very dangerous for human consumption due to the chemical substance used in preserving them, which are carcinogenic. “For the avoidance of doubt, we are not out to frustrate members of the public or indeed the business community, our major interest is to facilitate legitimate trade. The University of Nigeria, Nsukka (UNN) Chapter of the Academic Staff Union of Universities (ASUU), has announced that its members would boycott the 2018 convocation of the university. The Chairman of the chapter, Dr Ifeanyichukwu Abada, made the announcement in Nsukka on Thursday at a news conference after a congress to update members of the union on the ongoing nationwide ASUU strike. He said the union agreed at the congress to write the Vice-Chancellor of UNN, Prof. Benjamin Ozumba, to suspend the 2018 convocation of the university, billed to start on Nov. 26 and end on Dec. 2. “One of the resolutions reached at this congress is that Ozumba should suspend arrangements for the 48th convocation of the university until the ongoing ASUU strike is suspended. “If he refuses and decides to go ahead with the convocation, academic staff of UNN will boycott all the activities lined up for the convocation “I wonder what the convocation will look like in the absence of lecturers, heads of departments, directors and deans of faculties, who have the responsibility of presenting graduating students to the university during convocations.’’ Abada said that severe sanctions would be imposed on any academic, who might sabotage the union by participating in the convocation if the university decided to go ahead with it. “ASUU executives in Nsukka zone, who attended this congress are in support that the convocation should be cancelled since the ongoing ASUU nationwide strike is total and comprehensive. “Serious sanctions will be placed on any academic staff who participates in the convocation if UNN decides to go ahead with it. “If some universities in the country can cancel their convocations because of ongoing ASUU nationwide strike, I see no reason why UNN will not do same.” The unionist said the congress was happy with the compliance of UNN workers with the ongoing strike of the union, urging the members to keep it up. “The congress is happy that the strike since it started has been total and comprehensive in UNN. “The total compliance has paralysed academic activities at both the Nsukka Campus and the Enugu Campus of the university. “The nationwide strike embarked upon by academic staff of public universities in the country will continue until the Federal Government meets the demands of the union,” he said. https://www.akelicious.net/2018/11/ASUU-members-threaten-to-boycott-unn.html

The Police on Thursday arraigned one Thomas Ogar in a Kubwa Grade I Area Court for allegedly selling expired beverages. The police charged the defendant, who loves in Kubwa village Abuja, on one count of selling noxious foods or drinks. The prosecutor Babajide Olanipekun told the court that the defendant was arrested by a team of policemen on patrol on Dei-Dei road, Abuja on Nov.20. He said the defendant was arrested in a white vehicle with the expired beverages unfit for human consumption and he took same for supply. He added that the offence contravened the provisions of Section 187 of the Penal Code. The defendant pleaded not guilty. The Defence Counsel, Gabriel Esegine prayed for the court to grant his client bail on the most liberal terms. The judge, Abdulwahab Mohammed, admitted the defendant to bail in the sum of N200, 000 bail with one reliable surety resident within the court’s jurisdiction. He adjourned the matter until Jan. 23. s the campaign for the presidential and National Assembly election kicks off, the Independent National Electoral Commission (INEC) has warned against any contravention of the Electoral Act and its election regulations, vowing to strictly monitor campaigns by political parties. The Chairman of INEC, Prof. Mahmood Yakubu, disclosed this Wednesday during a meeting with Resident Electoral Commissioners (RECs) at the commission’s headquarters in Abuja. He told them that the campaign for the 2019 presidential election officially commenced on Sunday, November 18, 2018 as provided for by the Electoral Act, in line with the commission’s timetable and schedules of activities, urging them to ensure strict compliance with the extant rules guiding the election. “The commission is committed to closely monitor the campaigns pursuant to our statutory mandate and to ensure compliance with the extant laws and regulations,” he said. Continuing Yakubu said, “We are pleased that the focus in the last few days, since the commencement of the campaigns has been on policies rather than personalities. We sincerely hope it remains this way.” Multiple sections of the electoral law regulate the conduct of campaign by political parties and politicians, who are enjoined to keep the polity safe from injurious statements. Specifically, Section 95 of the Electoral Act (2010) prohibits certain conduct at political campaigns, with subsection (1) saying that “no political campaign or slogan shall be tainted with abusive language directly or indirectly likely to injure religious, ethnic, tribal or sectional feelings.’’ Subsection 2 of the section is more emphatic, “Abusive intemperate, slanderous or base language or insinuations or innuendoes, designed or likely to provoke violent reactions or emotions shall not be employed or used in political campaigns,” while subsection (3) says, “Places designated for religious worship, police station, and public offices shall not be used for political campaigns, rallies and processions; or to promote, propagate or attack political parties, candidates or their programmes or ideologies.” The law also prohibits the abuse of culture for political purposes. For instance, Section 95 (4) says, “Masquerades shall not be employed or used by any political party, candidate or person during political campaigns or for any other political purpose,” while Subsection (5) says, “No political party or member of a political party shall retain, organise, train or equip any person or group of persons for the purpose of enabling them to be employed for the use or display of physical force or coercion in promoting any political objective or interest or in such manner as to arouse reasonable apprehension that they are organised, trained or equipped for that purpose.” Subsection (6) also says, “No political party, person or candidate shall keep or use private security organisation, vanguard or any other group or individual by whatever name called for the purpose of providing security assisting or aiding the political party or candidate in whatever manner during campaigns, rallies, processions or elections.” On the consequences of the breach of the Act, Subsection 7 stipulates penalties for infringement as N1million or 12 months imprisonment for individuals and N2million in the first instance and N1million for subsequent offence for a political party; while subsection ( says aiding and abetting of contravention of subsection (5) by any person shall warrant N500,000 fine or three years imprisonment or both.At the meeting with the top INEC officials wednesday, Professor Yakubu stressed that the last meeting held with the RECs, two months ago focused on the preparations for the 2019 general elections, especially on the conclusion of the Continuous Voter Registration (CVR) exercise. He noted that the commission had been working on the clean-up of the voters’ register, describing it as the foundation for the conduct of credible elections. He explained that the recently displayed voters’ register in all polling units nationwide was for claims and objections, and ensuring that citizens help the commission to identify any ineligible registrants, such as persons below statutory age of 18 years and non-Nigerians, who may have registered as well as deceased persons and multiple registrants. He said wednesday’s meeting enabled the RECs report on the outcome of the exercise in their various state, adding that the reports would be shared with the general public.” The chairman said the meeting would dwell on the progress made on the collection of outstanding Permanent Voters Cards (PVCs) by citizens as well as new modalities for a more efficient administration of the collection process. He added that the meeting would consider the recruitment and training of election duty staff, discuss the ongoing review of the framework for voting by Internally Displaced (IDPs), explore additional administrative measures in support of Persons with Disabilities (PWDs) in the electoral process. “We will also examine additional ways to safeguard the sanctity of the ballot against the menace of vote-buying at polling units, appraise issues relating to electoral logistics and generally and generally access facilities and preparations for the general elections,” the chairman added. A Federal High Court in Abuja Wednesday ruled against a no-case submission filed by the founder of Daar Investment and Holdings Company Limited Raymond Dokpesi, over an alleged N2.1 bn fraud received from the Office of the National Security Adviser in 2015. “I hereby strike out the application,” the Judge John Tsoho said in court on Wednesday. Dokpesi, who is also the founder of African Independent Television (AIT) and Ray Power Radio, is facing trial for the alleged diversion of N2.1 billion received from the office of former National Security Adviser, Sambo Dasuki. On May 28, the AIT proprietor told the court that he would be making a no-case submission end his trial after the Economic and Financial Crimes Commission (EFCC) closed its corruption case against him. He also denied the the allegations against him and accused the federal government of defamation of character. The Judge, however, has insisted that the defendant would have to explain to the court his own side of the matter. The White House said on Monday it restored in full the media credentials of CNN reporter Jim Acosta, ending a contentious legal battle, but also warned that he may be ejected again if he fails to abide by new rules being implemented for media events with the US president. CNN said it was dropping its lawsuit on Acosta’s access, a case that raised concerns over constitutional rights for the press. “Today the @WhiteHouse fully restored @Acosta’s press pass,” CNN said on Twitter. “As a result, our lawsuit is no longer necessary. We look forward to continuing to cover the White House.” The White House said it also issued new rules that call for journalists to “ask a single question” and then “yield the floor.” Follow-up questions will only be taken “at the discretion of the president or other White House official.” “We have created these rules with a degree of regret,” White House spokeswoman Sarah Sanders said in a statement. “We would have greatly preferred to continue hosting White House press conferences in reliance on a set of understood professional norms… But, given the position taken by CNN, we now feel obligated to replace previously shared practices with explicit rules.” Sanders added that “a more elaborate and comprehensive set of rules might need to be devised” for interactions with the president outside the White House, but that it is holding back for now “in the hope that professional journalistic norms will suffice to regulate conduct in those places.” Acosta returned to the White House on Friday following a court order from a judge hearing CNN’s lawsuit alleging that Acosta’s ejection after a heated exchange with President Donald Trump violated constitutional free press guarantees. Human rights lawyer, Chief Malcom Omirhobo has sued the federal government of Nigeria, the security chiefs and the government of the 36 states of the federation at the Federal High Court, Abuja, seeking to restrain the military from embarking on operation crocodile smile 111 in the Niger Delta region of the country. Joined as plaintiff in the fundamental rights enforcement action is Malcom Omirhobo Foundation, while the attorney general of the federation, National Assembly, Nigerian Police Service Commission, Nigerian Police Council, Nigerian Police Affairs Commission, minister of defence and the commissioners of Police across the states and Federal Capital Territory (FCT) are joined as defendants. The applicants are asking the court to declare that the military operations violate their fundamental human rights to life, dignity of human person, personal liberty, family and private life and therefore illegal. They also prayed for a declaration that operation Python Dance 111 in the South East is a violation of the rights of the Nigerian public resident in the area and therefore Undemocratic and unconstitutional. In addition, the applicants want the court to declare that maintenance of law and order and the enforcement of law in Nigeria is the primary and constitutional responsibility of the Nigeria Police Force and not the Nigeria Armed forces. They therefore, prayed the court to order the defendants to evacuate the military from the zone as well as an order mandating the Police to take charge of enforcement of law and order in those zones. Omirhobo also asked for a perpetual injunction, restraining the president and other defendants from using armed forces to perform the duties of the Police. Supported by 112-paragraph affidavit personally deposed to, by the 2nd applicant, Omirhobo averred that he is a lawyer from Ughelli in Niger Delta Region of Nigeria. He swore that as a minister in the temple of justice with the commission to defend the constitution of Nigeria at all times, it has become necessary to seek for courts intervention as a result of the military operations in the two zones despite protest from members of the public. His words: “That the first and second rounds of both exercises led to the wanton violation of the fundamental and human rights of the Nigerian Public in the South East Zone and Niger Delta Region of Nigeria respectively. President Muhammadu Buhari and representatives of the governors under the auspices of the Nigeria Governors Forum (NGF) yesterday met behind closed door to discuss ways out of the minimum wage conundrum. Although resolution of the meeting which lasted about an hour was not made known, there were indications that the meeting was deadlocked. Daily Sun learnt that the governors resolved to settle the issue away from the media so as not to unduly heat up the polity. A source close to the meeting, yesterday, said the governors resolved to stick to their initial proposal of N22,500 which they made on the eve of the submission of the committee’s report on October 6, 2018. Another source said the governors have settled for N24,000 which was the proposed figure by the Federal Government that was turned down by organised labour. However, Organised Labour warned governors that reject the proposed minimum wage to forget the 2019 election. Deputy President of the Trade Union Congress (TUC), Mr. Sunday Salako, said, in a telephone interview with the Daily Sun, that Labour had no interest in whatever might be the outcome of the latest governors meeting with President Buhari. “All we’re interested in is the passage of the new minimum wage bill into law. We are not quarreling with them. What we want is for the president to send a bill to the National Assembly for ratification. When this is done, let us now see a governor that will not pay.” He said Labour was happy that it coincided with the election year, noting that labour would make good use of the opportunity. “We are going to use it as part of our campaign strategy; if you can’t pay minimum wage, then forget election.” Salako said Labour had equally advised the governors that rather than running to President Buhari, any of them that feels he cannot pay, should go back to their state and inform the workers there. “If they are bold enough let them go and address their workers and face the consequence thereafter.” He said the campaign that they could not pay until the sharing of allocation is redressed has been on since last week, hence it was not new to the workers. Similarly, Kwara State TUC chairman, Kolawole Olumoh, charged governors to cut down their expenses on political appointees and others. He alleged that most governors appointed special assistants or advisers that were not relevant to governance in their various states. “It is surprising that the governors could renege on their initial agreement at the tripartite meeting where it was agreed that they would pay the N30,000 minimum wage or,” he said. Governors had last week resolved to present another formula to address the issue of minimum wage to President Buhari. Yari had told newsmen at the last emergency meeting that it was impracticable to implement the N30,000 minimum wage without downsizing the workforce all over the country. He added that the resolution was either for the Federal Government to accede to the review of the national revenue allocation formula or mass sack. Mrs Olubunmi Lawal, the National President, National Association of Paediatric Nurses (NAPN), on Saturday said Nigeria ranked third with about 800,000 preterm births annually. Lawal disclosed this in an interview with the News Agency of Nigeria (NAN) in Abuja as the world commemorates 2018 World Prematurity Day. This year’s theme is: “Working together, partnering with families in the care of small and sick newborns”. She said annually, 15 million babies are born premature globally out of which 60 per cent are born in Sub-Saharan Africa with one million deaths recorded. “India ranks first, secondly China and Thirdly Nigeria with 773,600 preterm births yearly, hence the need to raise awareness on the challenges and interventions at communities, families, and to government at all levels. “Premature birth is a common, costly and critical health problem and also the leading cause of new born death and children under the age of five globally. “Preterm births are babies born before 37 completed weeks of gestation which are categorised as Extremely Preterm with less than 28 weeks gestation. “Others are Very Preterm, which are babies born between 28 and 32 weeks gestation and Moderate to Late Preterm are babies born between 32 weeks and before 37 weeks gestation,’’ she said. Lawal listed causes of preterm birth to include placenta abruption, where the placenta separates from the uterus during pregnancy, hormonal changes, which could cause stress to the unborn baby or mother, among others. She explained that babies born too early may experience a long-term health issue that affects the brain, lungs, vision as well as lifetime disabilities than babies born at full term. She added that 75 per cent of such complications could be prevented with adequate equipment, skilled health workers and available intensive care units in healthcare facilities. “This is a call to action, preterm birth is critical and costly to us as a nation, and therefore we want a continuous and sustainable intervention from all stakeholders. “To achieve Sustainable Development Goal in 2030, the Federal and State Governments must invest in education, healthcare, research, advocacy and community programmes to help give every baby the chance to survive and thrive,’’ Lawal said. The Federal Government has declared Tuesday, 20th November 2018 as public holiday to mark the Eid-El Maulud celebration. Residents of Kajola Community in Ogun State on Friday counted their blessings as they freely fetched beef from 10 cows killed by a train. The News Agency of Nigeria (NAN) reports that men and women including commercial motorcyclists and passersby used knives, cutlasses to cut from the lifeless cows. The train, which took off from Lagos, headed for its final destination, Kajola Terminus, when it ran over the cows which were crossing rail track at 11:50 a.m. The cows were searching for food when they crossed the rail track. The herders seemed to be caught unawares but no human life was lost to the accident. Some of the residents who spoke with NAN said that the herders had been warned to desist from bringing the animals near the track. They also said that the meat would waste if people would not fetch them. One of the residents, Mr Adeola Paseda, told NAN that he fetched beef that would be enough for his family for at least one week. “I am one of the residents that got here first; I have meat that can last for a week,” he said. Mrs Bola Akanni, who was carrying a basin of beef, said, “Times are hard now; if we do not take the meat, it will amount to waste of an opportunity.” Mr Fatai Akeem, told NAN that he was alerted by his friends immediately the accident happened. He said that he was sad to see pieces of beef littering the track. “I watched as people cut meat in basins and took them to their houses. “The herders lost a lot because they could not listen to advice not to bring cows near the rail track,” he said. The All Progressives Congress (APC) yesterday enjoined the Igbo not to be deceived by the endorsement of the presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, by some southeast leaders. In a statement by its national publicity secretary, Mr. Lanre Issa-Onilu, the party said the endorsement was an affront to the Igbo people whom it described as victims of a 16-year misrule by the PDP. The APC pointed at its “massive infrastructure and social programme investments” in the region as proof that no basis of comparison exists between its government’s performance and PDP’s years of retrogression. “The APC considers Atiku and his PDP co-travellers as people who have lost any sense of shame. It will be interesting to know what the PDP will be telling the Igbo people during the campaign. This acceptance demonstrates the settled resolve of Nigerians across board to vote out the incompetent Buhari administration because of its manifest failures in governance. “The PDP is aware of how this acceptance has sent jitters to the APC and President Buhari, particularly with regard to the claims that Mr. President and the APC were making inroads into the southeast. With the assemblage of all leaders of note in every sector from all the five states of the southeast receiving our candidate, it is settled that President Buhari and the APC do not have any support in the zone,” the PDP said. The statement added: “This acceptance could not have been less significant because the Buhari-led APC administration has no achievement of any sort in the entire zone. The PDP commends the people of the southeast and Nigerians in general for their courage in collectively resolving to rally with Atiku and our other candidates to rescue our nation from shackles of the Buhari administration and return her to the path of good governance, national cohesion and economic prosperity.” APC National Chairman Adams Oshiomhole meanwhile has threatened to take Senate President Bukola Saraki to court for questioning his integrity. “It is sad that Saraki, who just woke up from slumber occasioned by his crushing defeat at the Port Harcourt presidential primary election of his party, could degenerate to such a low level. It is equally sad, but not unexpected, that Saraki, who is politically drowning, would make such libelous comments against the national chairman of the APC. And I challenge Saraki to mention one name of an aspirant that gave money to the national chairman or we file a legal action against him,” Oshiomhole said in a statement. He added: “Whereas, the basis on which he made those comments was tenuous and unjustifiable, it is on record that Saraki has been in the eye of investigations by the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) for sundry cases of corruption. That is the same man that has taken it upon himself to question Comrade Oshiomhole’s credibility. “We challenge him to mention one person who has claimed that he gave money to Oshiomhole to influence him and the decision of the party’s National Working Committee (NWC) in the just-concluded primary elections. We insist that Saraki with his kind of prebendal politics is nothing but a monumental disgrace to the nation’s democracy.” In a related development, Buhari yesterday unveiled a wristband preparatory to the commencement of his re-election campaign. The item tagged ‘Buhari Unity Band’ was the brainchild of a group called Good Governance Ambassadors of Nigeria (GOGAN). Campaigns, according to the timetable of the Independent National Electoral Commission (INEC), would officially start Sunday. Buhari, at the event, described the band as “a visual and token symbol of our resolve to live in unity as one and preach the message of unity wherever we live.” According to him, “those who subscribe to the unity wristband will be known as Nigerian Unity Ambassadors. At least three soldiers were killed and several missing after a Boko Haram attack on a military base in Nigeria’s northeastern Borno state, military and militia sources told AFP Thursday. Boko Haram fighters believed to be from the IS-affiliated Islamic State West Africa Province late Wednesday attacked the base in the town of Kareto, 150 kilometres (about 90 miles) north of the state capital Maiduguri. The militants temporarily dislodged troops from the base before being repelled with aerial support, the sources said. “We lost three soldiers in the fight and several others are still missing,” a military officer in Maiduguri told AFP. “The terrorists were smoked out of the base by a fighter jet which deployed to the scene,” said the officer who asked not to be named because he was not authorised to speak on the incident. Troop reinforcements were sent to the base, the officer said. It was not clear if the jihadists took away weapons. A civilian militia fighting Boko Haram in the area said troops withdrew to the town of Gubio, 60 km away, while Kareto residents fled across the border into Niger. “The bodies of three soldiers were recovered after the attack,” said the militia who preferred not to be identified. “More troops have arrived in Kareto but most residents have not returned,” he said. It was the second attack on the military base in two years. In April 2016, a Boko Haram raid left 24 soldiers wounded, according to military authorities. Boko Haram jihadists late Wednesday also attacked Mammanti village, just outside Maiduguri, killing one person and burning the entire village before stealing hundreds of cattle, the local chief of the village and residents said. “The insurgents came around 11:00 pm (2200 GMT) and opened indiscriminate fire,” Muhammad Mammanti, a resident, said. “They killed one person and burnt the whole village and stole our cattle,” Mammanti said. Earlier in the day a group of jihadists abducted seven women while working on a farm near the town of Bama, 70 km from Maiduguri, after killing their male escort, militia sources said. Boko Haram has stepped up attacks on farmers and loggers in recent years, accusing them of passing information on the group to the military. Despite the government’s insistence that the group is near defeat, Boko Haram has recently carried out major attacks on military and civilian targets, killing scores. The House of Representatives on Thursday raised alarm over how indigenous shipping companies are shortchanging the Federal government of revenue to the tune of over 300 million dollars. House committee on Maritime Safety, Education and Administration, investigating allegations of non remittance and ill practices by the shipping companies, revealed this at the investigative hearing in Abuja. The committee revealed that so much monies amounting to 300million dollars from 3 per cent levy they collected on behalf of the Nigeria Maritime Administration and Safety Agency, (NIMASA), from international shipping companies had been diverted. Chairman of the committee, Rep. Umar Bago, said that while it was common on the part of the shipping firms as receivers on behalf of NIMASA to receive 3 per cent levy from their parent companies ( as Nigeria agents), regrettably they deployed such monies for their personal use Bago added that at times they changed their corporate names ,directors and decline to remit the funds to the nation’s consolidated fund account. ”You collect monies from international shipping companies, sit on the money, change your company names and directors, and do business with the funds without remitting to the consolidated fund, ” he said. The News Agency of Nigeria (NAN) reports that 12 local shipping firms , some of which have denied the allegation of wholesale indebtedness to government are currently being investigated by the House from 2004 till date. They are: GAC, Daddo Maritime Services, Blue Sea, Divine Marine, Transoceanic support services, Inchcape shipping and Maersk. Others are AlRaine, Hull Blyth CMA CGM- Delmas, Joe Eboje and Peak shipping. In their presentations, those who appeared before the panel like, Gac, Inch cape, faulted the amounts allegedly owed NIMASA. For instance from the whooping 172million dollars, Gac argued that it owed less than 5million dollars and not 172million dollars. It was the same position canvassed by Inch cape and Hull Blyth. Both claimed that the figures before the committee did not represent what they owe, since reconciliation of figures was continuous. According to the firms, some payments made to NIMASA were not receipted, a development that has also jeopardized the reconciliation process. Nine months after more than 100 girls were kidnapped from the Government Girls’ Science and Technical College, Dapchi, Yobe State, academic activities in the school have fully resumed. On february 19, 2018, 110 girls were kidnapped by Boko Haram insurgents. Although the insurgents released the students in March 2018, one of them, Leah Sharibu, is still in the custody of the insurgents, while five others were said to have died in captivity. In October 2018, Boko Haram had threatened to keep Sharibu as a slave for life, when they issued the threat to murder a medical aid worker, Hauwa Liman. News of Liman's eventual murder was reported on October 15, 2018. Hajiya Adama Abdulkarim, Principal of the school, told NAN on Thursday that at least 80 per cent of the students and teachers had resumed. “More than 80 per cent of the students have resumed, likewise the teachers. Almost all of them are around except for very few who are away for one or more official reasons. School activities are moving smoothly as they were before the ugly incident,” she said. Abdulkarim also noted that the school had taken steps to "comfort and encourage the students". She said: “Before the incident, there were no matrons in the school, but now, with the help of the local government and permission of the ministry of education, we have been able to source for six elderly women. We instructed the matrons to always be around, especially in the hostels, after class hours, to comfort and encourage the students. “On the side of the government, the military, police and civil defence personnel have been around the school at all times." She also disclosed that the government had created admission spaces for 700 students in the next academic session, adding that “By the grace of God, the incident will not happen again." She also appealed for more support to rehabilitate the school "with essential facilities that will attract parents to bring their children to learn and actualise their dreams". Spoke-sman of the presidential candidate of Peoples Democratic Party, PDP, Alhaji Atiku Abubakar; Mr. Paul Ibe has described the administration of President Muhammudu Buhari as a disaster, saying it has left Nigerians worse off. He said Nigerians have never been so divided under a government that promised change. This came as a support group known as Atiku Action Group, AAG 2019, said it has mobilised over three million Nigerians for Atiku.
