Ibb I would describe like a two edged sword.

He made some bad decisions that affected Nigeria till date. But he also made very good decisions and built facilities some of which Nigeria still enjoys till date.

whatever good you try to scavenge for IBB, the fact remains IBB was the genisis of corruption and failed institition in Nigeris.
