The Independent National Electoral Commission is set to suspend 100 of its officials this month over various amounts of money they allegedly collected from the N 23bn bribe fund facilitated by a former Minister of Petroleum Resources , Diezani Alison -Madueke , ahead of the 2015 general elections . INEC confirmed to The PUNCH on Tuesday that it had received a report on the indicted staff from the investigations carried out by the Economic and Financial Crimes Commission. It was learnt that the electoral umpire had started reviewing the report and that those indicted in the report would go on suspension. A source in INEC stated that those found culpable would receive their letters of suspension before the end of January . A national commissioner, who confided in The PUNCH , said , “ We are working on the report submitted by the EFCC and before the end of the month, those involved would go on suspension . ” The PUNCH had, a few months ago , reported that the commission had barred the indicted officials from participating in the Edo and Ondo states governorship elections as well as the Rivers State rerun polls. The Deputy Director in charge of Voter Education and Publicity , Mr . Nick Dazang, in a telephone interview with one of our correspondents on Tuesday, confirmed that INEC had received the report on the indicted officials from the EFCC . He stated that the commission would apply its conditions of service to the indicted staff. Dazang explained that it was the responsibility of the indicted personnel to prove their innocence before the suspension could be lifted. He said , “ The position of the commission is that we will apply the provisions of the INEC conditions of service which are the same as the public service rules as they apply to those who are indicted . “ We will apply INEC’ s conditions of service . There is a condition of service which INEC has , which draws from the public service rules . When a member of staff is indicted , then the rules apply; which means that he would now be on suspension. “ When he is placed on suspension , he has to prove his innocence . So that is how it works . ” He said the Chairman of INEC , Prof. Mahmud Yakubu , received the report of the EFCC investigation into the alleged bribery shortly before the Christmas and New Year holidays . Dazang did not give the details of the outcome of the report conducted by the anti - graft agency . He added , “ What I know is that 100 staff are being investigated , and I think that before we went on vacation, the commission officially received the indictment report from the EFCC . “ It was based on that that the INEC ’ s conditions of service will now apply to them . Honestly , I don’ t have the exact figure ( of those indicted ) . An EFCC operative told The PUNCH that some of the indicted officials had obtained injunctions from courts barring INEC from dismissing them . It was , however , gathered that the court order would not stop the EFCC from prosecuting the indicted personnel. The EFCC source stated , “ We heard that some of the electoral officers have gone to court to stop INEC from dismissing them . However , this cannot stop us from bringing criminal charges against them . ” Sunday PUNCH had, on December 10, 2016, reported that the EFCC report contained the outcome of investigations in five geopolitical zones . According to the Sunday PUNCH report , two houses and two plazas had been recovered from a former Resident Electoral Commissioner in Rivers State during the 2015 elections , Gesila Khan, while her accounts had been frozen. According to impeccable sources in the EFCC , Khan allegedly received N 185. 8m ahead of the March 28 and April 11, 2015 elections . It was also reported that the EFCC had arrested one Fidelia Omoile, who was the INEC electoral officer in the Isoko South Local Government Area in Delta State . Apart from tracing over N 112. 4m to her, the commission also retrieved some sensitive electoral materials from her apartments in Edo and Delta states . INEC had arrested one Oluchi Obi Brown , who was the INEC administrative secretary in Delta State . She was alleged to have received over N 111. 5m from the bribe fund . Further investigations by the EFCC showed that Brown had about $75, 000 in an account in the United States . The commission also arrested one Edem Effanga , who is a retired INEC official . Effanga was arrested together with his alleged accomplice , Immaculata Asuquo , who is the Head, Voter Education , INEC , Akwa Ibom State . Effanga was alleged to have received over N 241. 1m , which he shared among INEC ad hoc workers during the 2015 elections . Also in Gombe State , 11 electoral officials , who supervised elections in the state during the 2015 elections , admitted to receiving N 120m out of the N 23bn. The electoral officer for the Akko LGA in Gombe State , Ahmed Biu , and the one in charge of Gombe LGA , Mohammed Zannah , allegedly admitted to have collected the bribes from one Yunusa Biri , also a retired electoral officer , who acted as Gombe State coordinator of the Diezani poll fund for electoral officials in the state. Two casual workers with Chi Limited have lost their lives after a team of policemen opened fire on them during a protest at the company’ s headquarters on Ajao Estate , Lagos State . The deceased , 19-year - old Daniel Osikoya, and the other, whose name had yet to be ascertained , died from the gun injuries they sustained in the leg and thigh respectively . Daniel was said to have joined the company a few days before the incident. However , the Lagos State Police Command said the workers had attacked policemen deployed in the area with caustic soda , injuring an inspector . It added that the operatives responded within the ambit of the rules of engagement. PUNCH Metro learnt that the workers had protested against perceived discrimination between them and the regular employees , saying the management only cater to the welfare of the full- time workers . Some of the casual workers , who spoke to our correspondent on condition of anonymity for fear of losing their jobs, said the distribution of Yuletide gift items by the company to only regular workers was the last straw that broke the camel’ s back . The protesters , who work at the production department , said they deliberated and agreed that each of them would take away a carton of the company’ s products – which range from Chivita juice, Happy Hour to Ice tea and Caprizone , among other dairy products – as their own New Year packages . “ It is pure injustice to give only the full -time workers gifts without giving any to casual workers , who do most of the jobs . That was why we fought for our rights. It is unfair for the policemen to attack us . We were about to move the cartons out of the company’ s gate when the policemen invited by one of the company ’ s security men started shooting. “ Bullets hit Daniel in the thigh and another worker was shot in the leg . I was with the two workers that were shot; it was God that saved me. They shot at us as if we were thieves. “ They were not taken to a hospital on time and Daniel died around 8am that day. He bled to death . The other victim died this afternoon ( Tuesday) . Because of that incident , we were not allowed to work , ” a worker said . A patrol van of men of the Rapid Response Squad stationed in one of the company ’ s gates was observed by our correspondent, who visited the area on Tuesday. Casual workers were denied access into the company . Another worker, who claimed to have spent two years in the company , said , “ Each worker usually takes away a carton of drink at the end of the year . Some production workers on afternoon duty had already taken some cartons on Friday and our bosses didn ’ t talk. “ Those on night duty wanted to leave with their own cartons around 5am on Saturday when the policemen started shooting. Two persons died from the injuries they sustained . ” “ Later , policemen attached to the company came to the gate and told their colleagues to let us go with the products. “ Most members of the management are Indians . They are treating us like slaves in our own country. ” The late Daniel ’ s father , Olufemi Osikoya, said the company did not contact the family on time, adding that they had informed their family lawyer to institute a legal action against the company . He said , “ My son was a decent person . If not for some issues the family is sorting out , he was supposed to have been in a higher institution . “ He was shot in two places . Instead of them to rush him to a public hospital , he was taken to the company’ s clinic . “ We were called around 7am . When I got there , he was groaning in pain and had lost much blood. “ He gave up immediately we got to the Lagos State University Teaching Hospital, Ikeja . He joined the company in December . I learnt that his colleague that was shot is also dead . ” One of the company’ s receptionists , who identified herself only as Lorrita, told PUNCH Metro that the official , who would make official comment on the occurrence , was not around . The Police Public Relations Officer in Lagos , SP Dolapo Badmos , said the workers were violent . She said , “ The command received a distress call that workers of Chi Limited were disrupting business activities of the company. “ The command ’ s operatives were mobilised to the scene to douse tension , but the workers attacked the policemen, throwing caustic soda at them . “ As a result , one inspector suffered severe burns and he is recovering in a hospital . Why should a policeman on duty be attacked ? The Central Bank of Nigeria has not printed small naira denominations for about a year now, causing the scarcity of the notes in the economy, the News Agency of Nigeria reports. Sources at the CBN hinted that for a year now, the apex bank had not awarded contracts for the printing of the notes such as N5, N10, N20 and N50, which was usually done abroad. NAN gathered that the recently printed notes in circulation, N200, N500 and N1,000, were produced by the Nigerian Security Printing and Minting Plc. The NSPM produces currency notes and coins for the CBN and a wide range of security documents for the federal, state and local government establishments, commercial banks and blue chip companies. According to the NSPM website, the company has the ability to print over 40 million notes weekly. However, the sources said the high cost of printing banknotes was the reason the apex bank did not give out contracts for their production. “The cost of printing N50 is almost the same as N1,000. Printing small denominations costs more than the value, and with the present economic situation, it makes sense to print higher notes, which can be done locally by the NSPM,” one of the sources explained. A worker at First Bank of Nigeria Limited told NAN that throughout the festive season, there were hardly smaller currency notes to give to customers. The worker, who spoke on the condition of anonymity, said, “We usually request for cash from the CBN through our Cash Management Centre, but recently, we have not been able to get mints of N100 and below. “We had N50 at one point but it wasn’t in the quantity we are used to getting. We have been telling our customers who call to request for mints that the smallest currencies they can get is N200.” A political economist, Mr. Jude Ndukwe, said the implication of the situation was that prices of goods were likely to increase since there were no smaller currencies in circulation. He said, “A bread seller is likely to increase the cost of bread from N350 to N400 simply because he does not want to deal with the difficult task of getting change. “The same goes for a bus conductor and so forth. This act alone is enough to add to the hardship of the average Nigerians; N10 or N50 may not mean anything to some, but it means a whole lot to millions of Nigerians living in poverty. So the government should do something about this.” But the Acting Director, Corporate Communications, CBN, Mr. Isaac Okorafor, denied the allegation that the apex bank had not contracted the printing of smaller denomination currencies since 2015. He stated, “There is no scarcity of smaller denomination notes in the market. People are complaining because we did not make provision for mints to be supplied in smaller denominations during the festive season. “You see, people are fond of abusing these denominations by spraying them to be stepped on during weddings and other ceremonies. The abuse is even worse during the festive season; so, we decided to make scarce the denominations. But it’s not that we have not been printing them. “Yes, we haven’t printed abroad but we also print locally, which we have been doing.” When asked the last time Nigeria actually had the smaller denominations printed, Okoroafor promised to get the details. He reiterated that it was a crime to hawk or sell mint notes in the country, saying there was an enforcement committee comprising the CBN and the security agencies to check the menace and arrest culprits.
