The Director, Defence Information, Maj. Gen. Chris Olukolade, has said that troops of the Nigerian Army have recovered some women and children who were locked up by insurgents in Gwoza. Olukolade said that the hostages were being given medical attention and necessary care by troops pending the arrival of troops in the area. He said that some of the freed hostages were providing useful information to troops on the activities of the soldiers. “A number of women, the elderly and children who were locked up by fleeing terrorists in Gwoza have been freed by troops as cordon and search along with mopping up operations continue in the town. “The freed hostages some of whom are so weak are being given medical attention while others are also receiving necessary care pending the arrival and activities of aid agencies. “Some of them are also providing useful information for the intelligence in aid of troops operations in the area.” He stated also that the troops also discovered a building converted by insurgents to a bomb-making factory. According to him, the military has embarked on a careful evacuation of the dangerous materials stored in the building. Meanwhile, men of the 301 Artillery Regiment of the Nigerian Army on Monday foiled what could have been a major attack by insurgents on Gombe State. Parading the corpses of the insurgents before newsmen at the army barracks Gombe, the spokesperson for the regiment, who insisted his name must not be mentioned, said the military succeeded in killing three of the insurgents and captured one alive after a gun duel at Dukku Local Government Area of the state. Items recovered from the insurgents, according to the spokesperson, include a Hilux van, a smart card reader machine belonging to the Independent National Electoral Commission, three boxes of assorted ammunition, one FM rifle and a pair of police uniform. “The success was recorded in the early hours of Monday, (00:30 GMT) when the gunmen attempted to attack a military checkpoint at Dukku but our men overpowered them,” he said. He urged the general public to remain calm, as the military was ready to protect lives and property of residents in all parts of the state. “We thank the general public for cooperating with us. President Goodluck Jonathan has congratulated the All Progressives Congress presidential candidate, Maj. Gen. Muhammadu Buhari (retd.), on his victory in the Saturday’s presidential election. A top government official told our correspondent that Jonathan had called Buhari on the telephone to congratulate him. Meanwhile, Jonathan is currently meeting with the leadership of the National Peace Committee for the 2015 general elections, led by a former military leader, Gen. Abdusalami Abdusalami (retd.). Others at the meeting included the Primate of the Church of Nigeria, Anglican Communion, Most Rev. Nicholas Okoh; Catholic Archbishop of Abuja, Cardinal John Onayeikan; and a former President of the Nigerian Bar Association, Mrs. Priscilla Kuye. The meeting is ongoing. There are indications that President Goodluck Jonathan may soon concede defeat. Some ministers and presidential aides have been trooping in to the Presidential Villa to consult with him since it became clear that the election has been won and lost. Our correspondent gathered that some chieftains of the Peoples Democratic Party will be meeting with the President by 6pm. At the end of the meeting, the PDP is expected to issue a statement on the election and the result while the Presidency will issue a separate statement. While the PDP might announce its decision to contest the election result in court, Jonathan may concede defeat and congratulate maj. Gen. Muhammadu Buhari (retd.). The running mate to retired General Muhammadu Buhari in the 2015 presidential elections, Prof. Yemi Osinbajo on Thursday explained the ‘Conditional Cash Transfer Programme’ included in the manifesto of the All Progressives Congress (APC). Prof. Osinbajo speaking on Sunrise Daily said “this programme is to lift 25 million of the extremely poor Nigerians; Nigerians who earn less than N200 a day to take care of themselves and their families”. Prof Osinbajo, who noted that “we have 119 extremely poor Nigerians”, added that the fast way of dealing with that is the Conditional Cash Transfer Programme. “We will give N5, 000 to the poorest 25 million over a phased period, if their children are enrolled in school and participate in immunization. “So we are actually doing two things; we are giving stipends to the very poorest and ensuring that in order to earn that stipend they certify two conditions”, he said. He further noted that the party decided on the 25 million figure because that is what they can deal with in the first phase, adding that “we are looking at phasing it over a period because it will cost about N1.35 trillion to do so if we do all 25 million at once. He maintained that, if elected, the programme will be done in batches of 5 million people a year, adding that “depending on resources we can even do more”. He said the N1.35 trillion they are proposing for the Conditional Cash Transfer Programme’ is not so much compared to the AMCON bailout of “persons who are in debt, many businesses and businessmen and it cost N5.7 trillion to do and that is a bailout of the relatively wealthy”. He argued that the Conditional Cash Transfer Programme will be an injection into the economy by the beneficiaries, adding that it enables “them to put some money into that economy. “This is the government’s way of not just energizing the local economy but also ensuring that people are empowered. That the very poorest are given a real chance in life”, he maintained.
