What i know bandits can do is relocation to abother location with victims phone and an extra phone secretly and undetactable. Then use both phones to call the victim's people and then the actual negotiating bandits and place them on loud speaker mode. Even those method can still be traced if the agents are up and doing with latest tech. It gives them the room to track the location of the negotiating bandit or middleman for the duration of the call.
