I think from personal experiences, I believe the government under the guise of "Ministry of Works" has most likely requested for the sum of money from the contractors

Here in Nigeria, the state government will compel contractors to
—make newspaper publications to praise the Governor for nothing as if you are working for free.

—support Government's family programs, projects —wife of Governor, commissioner's sister's wedding, burial ceremony of a lost uncle — with a minimum stipulated sum

—be present at political gatherings to show support

—give monetary support in church thanksgiving of Governor's family

And so on.....

And all these 'compulsory' requests will still be conveyed using Government letter head.
