It's for the simple reason that the Nigerian government is a very irresponsible one.

While the builders have no excuse to erect buildings without first obtaining building approvals, the government agencies could as well have been more proactive to prevent or stop the buildings at an early stage; and certainly before it occasions the loss and lamentations.

No building project springs up overnight, they take years to complete and it's well known that the concerned government agencies usually have mobile agents. Even if the buildings were marked and the developer continued, why not demolish it at its infancy?
