This is total waste of man power by forming a monitoring team and shows lack of sincerity to the directive rather coming up with deceitful moves, why not order your men from the VIP and redeploy to their new assignment, then the one that doesn't resume his new posting can be easily be fished out or you don't have proper records of your men or some of the police are ghost??. Talking as if the police is a volunteer armed group like vigilantes. This move is just an eye service and doesn't connect the dots.

Making heaven is not a childs play , if you do evil on earth no amount of prayers and good deed for that dead person can help, what am trying to say is prayer definitely meet the dead but is left to God to grant it. Prayer ease the situation of the dead in the grave (Barzakh) but not that you will not answer for your sin accordingly.
Discussion like this are for deep hearted individuals that really want to research base on the available scripture on the spiritual aspect of life.
Our reasoning or intelligence some time can't help, please there are guides God has provided for us to follow on earth. God did not just create and dump us here to live anyhow, that is why there is a day of judgement.

Prayer meet the dead, especially from the good children they left behind and also from ongoing charity they have done while alive, like planting of fruit trees, boreholes, donations etc that someone is still benefiting from. The best and more beneficiary is the prayers and good deeds the dead carried out while alive.

From the bible, we understand that
HELL is a place of torment
HELLFIRE is like a lake of fire in a city called hell
Later on, the whole of hell will be crushed into that lake
Rev.20.14 - Then Death and Hades were cast into the lake of fire. This is the second death.

Those who die with bad character and records are going to hell (not yet the lake of fire)

The place the dead first go to is "Barzakh"
So research more on it

Islamically on sharing of a deceased properties, God has not created human without guidance and we can't just solely live base on what we perceived to be correct, there is Islamic formula on inheritance sharing for the heirs while the deceased can only include in his WILL those who ordinarily not entitled to his properties e.g like the deceased Friend, driver, loved distance family members etc.
O human kind fear your Lord , seek for his true guidance according to his scripture and the authentic hadith.
The truth is out there for those who strive to find out without bias. Our account to our Lord is certainly sure. The life of this world is short and deceptive, May God help us all.
