Well, yes you need Wifi or Data (I think you are referring to mobile data) just like in any other country.
VPN just provides a secure tunnel between you and the website. Network provider sees how much
bandwidth you use and when, but not exactly what sites you visit.
PS: In China, some approved VPNs might co-operate with the government though

Your claim is false. Please link to the paragraph that says VPN use is illegal in China.
China doesn't allow unapproved VPNs, approved VPNs are perfectly legal.

Please check your claims before posting.

Most of the sites are blocked by China.
There's only one option to access those sites:

You need to have China government approved VPN.

In 2018. China banned most of the VPNs. However as there's no list of these,
an independent researcher did a study of VPNs in China https://www.vpntesting.com/vpn-in-china,
that shows which ones work, which doesn't.

Keep in mind that you should install it before arriving on the Mainland.
