Just because you want to criticize, you are spilling nonesense. Is the government a banking institution. Government is using what it controls (taxation) as an incentive but you are here talking about what it does not control. Yeah, government can introduce policies that seek to lower interest rate but then, do you lower interest rate when there is high inflation?
