Our ongoing Color of Coronavirus project monitors how and where COVID-19 mortality is inequitably impacting certain communities—to guide policy and community responses to these disproportionate deaths. The coronavirus has claimed nearly 171,000 American lives through Aug. 18, 2020—about 15,000 more than our last update two weeks ago, or averaging about 1,100 deaths per day. We know the race and ethnicity for 95% of the cumulative deaths in the United States.

Our latest update reveals continued wide disparities by race, most dramatically for Black and Indigenous Americans. We also adjust these mortality rates for age, a common and important tool that health researchers use to compare diseases that affect age groups differently. This results in even larger mortality disparities observed between Black, Indigenous, and other populations of color relative to Whites, who experience the lowest age-adjusted rates nationally. Age-adjusting elevates the mortality rate (above the actual rate) for Latinos more than any other group—revealing that COVID-19 is stealing far more Latino lives than we would expect despite this group’s relative youthfulness.

The APM Research Lab has independently compiled these death statistics. (Learn more about how). The result is the most robust and up-to-date portrait of COVID-19 mortality by race available anywhere, with a lens on inequitable deaths. We have been tracking these deaths for more than four months now, revealing COVID-19’s growing toll on all Americans, but with the heaviest losses among Black and Indigenous Americans. In addition, Latinos and Blacks have seen the sharpest rise in their actual mortality rates during the past two weeks, as shown below.

CDC confirms that coronavirus already spreading in New York City when European travel ban went into effect in March
A U.S. ban on travelers arriving from the EU on March 13 came too late to prevent widespread community transmission in New York City, according to a report Thursday from the federal Centers for Disease Control and Prevention.

CDC researchers analyzed the genetic code of virus samples collected from three dozen infected New Yorkers in early March, and found that most of those early cases of the coronavirus could be traced back to Europe. It also confirms what many researchers have already said: That widespread community transmission was well under way in New York City by the time mitigation measures, such as the travel ban, school closures and stay-at-home orders went into effect.

None of the New York City strains were directly connected to Wuhan, China, where the outbreak originated — an “unanticipated” finding, according to the CDC researchers.

“Although travel restrictions are an important mitigation strategy, by the time the European restrictions were implemented, importation and community transmission of SARS-CoV-2 had already occurred,” reads the report.

It’s not the first research to indicate travel from Europe triggered New York City’s severe outbreak, the worst in the U.S., in which more than 25,000 people have died. Gov. Andrew Cuomo has repeated for weeks that the virus came from Europe, and said the CDC report “definitively explains what happened in New York.”

“The federal government just missed it,” he said, adding that the U.S. “spends billions of dollars on an alphabet soup of federal agencies charged with that specific responsibility.”

He said the failure of the federal government to listen to its own health officials is “wreaking havoc” on the country and now threatens the state again, as residents from hot spots in the South and Southwest travel to New York. The White House did not immediately return requests for comment on the CDC study or the timing of the travel ban.

Earlier on Thursday, Cuomo tempered hopes for the fourth and final stage of reopening in New York City, in part out of concern over the spike in U.S. cases. Museums, indoor cultural venues, malls and indoor dining will remain closed when New York City is cleared to enter Phase 4, which could begin as soon as Monday, Cuomo said.

The state will make a final decision on Phase 4 in New York City by 4 p.m. Friday, but either way no new indoor activities will open as part of the phase, Cuomo said. Reopenings could be limited to botanical gardens, zoos and outdoor film and TV production, Mayor Bill de Blasio suggested at his own briefing on Thursday.

“We are still seeing issues not just in the bars and restaurants, but all across the country,” Cuomo said, pointing to air-conditioned indoor spaces at risk of spreading the disease. “So, we’re going to take that precaution in New York City.”

The state is also cracking down on bars and restaurants where standing crowds and poor mask enforcement risk spreading the virus. Only venues that serve food will be allowed to serve alcoholic beverages and only to seated patrons. Walk-up bar service is not permitted in the state, Cuomo said.

Another new policy will shutter New York City businesses if they are cited for three or more violations, and could be closed before that for “egregious violations,” Cuomo said.

Other New York City developments:
• New York City will provide care for 100,000 public-school children on “remote learning” days, when the child is not expected to attend class in-person. The so-called learning labs will host children in kindergarten through eighth grade at libraries and other cultural institutions, giving some working parents child care five days a week. The school system, which supported 1.1 million students before the pandemic, is expected to expand the program to more students throughout the year.

Travel bans meant to stop the coronavirus from getting to the US from China and Europe came too late, according to a new analysis of cases from the US Centers for Disease Control and Prevention.

The US restricted travel from China on February 2 and from Europe on March 13, but by March 8, Covid-19 was already circulating among the community in New York City and, by March 15, community transmission of the virus was already widespread, the analysis found.

What was circulating most closely matched the strain of the virus circulating in Europe, not China, which President Donald Trump has repeatedly blamed for not preventing its spread to the US.

By the time the Trump administration had placed travel restrictions on Europe, the importation of the virus and the community spread of the disease had already started in New York City, according to the report. Testing was limited at the start of the epidemic in New York City, which allowed people with undetected cases to spread the virus.

Trump has repeatedly pointed to his travel bans as evidence that his administration has effectively responded to the pandemic, claiming as recently as Tuesday that “we saved millions, potentially millions of lives.”

The new study looked at data collected by the New York Department of Health and Mental Hygiene between March 1 and 20, the early days of the pandemic in the US. The department announced on March 8 that there was sustained community transmission.

The department examined specimens taken from people who went to the emergency room with flu-like symptoms. Of the 544 specimens tested, 36, or 6.6%, were positive for the novel coronavirus.

Doing additional genetic sequencing of the samples, the strain of the virus more closely resembled the one circulating in Europe, rather than the one circulating in China. That means that the novel coronavirus was likely introduced to New York through Europe or by travelers from other US locations, the report said.

CNN reported in April that two separate research projects started earlier this year also suggested as much, also suggesting the virus may have been circulating in the city earlier than thought.

There are currently more than 3,497,000 confirmed cases of coronavirus in the US, and the virus has claimed the lives of more than 137,000 Americans, according to data from Johns Hopkins University.

Washington — Chicago Mayor Lori Lightfoot said Sunday that the coronavirus is "devastating" black communities in part because of the underlying health conditions that disproportionately impact people of color.

Lightfoot said on "Face the Nation" that the high number of deaths from the coronavirus among African Americans is not unique to Chicago, but rather tracks closely with the death toll in large cities nationwide.

"The answer that we believe is right is because of the underlying conditions that people of color and particularly black folks suffer from, whether it's diabetes, heart disease, upper respiratory illnesses, the kind of things that we've been talking about for a long time that plague black Chicago, that lead to life expectancy gaps," Lightfoot said. "This virus attacks those underlying conditions with a vengeance."

In Chicago, 72% of those who have died from the coronavirus are black. African Americans make up 30% of the city's population.

"it is devastating our community," Lightfoot said.

To confront the coronavirus crisis that has roiled the country, Lightfoot said it's vital to look at the data, including demographic information, to better understand the deadly illness. In Chicago, the city has deployed a racial equality rapid response team made up of health care providers, public health officials and other stakeholders, she said.

"We are going all-in in a hyper-local focus to make sure that we are tapping into those neighborhoods where there's a high death rate, where there's a high positive test rate," Lightfoot said. "And we are bringing people into healthcare systems and making those kind of connections that may not have otherwise existed."

She said the city is also focused on addressing the spread of misinformation about the coronavirus to ensure residents are better informed.

While the coronavirus pandemic has effectively halted the U.S. economy as governors order residents to stay at home and the federal government urges Americans to forego working from their offices if they can, President Trump has signaled an eagerness to reopen the economy as quickly as possible.

Earlier Sunday, Dr. Anthony Fauci, the head of the National Institute for Allergy and Infectious Diseases, said there could be a rolling reopening of the economy by May, depending on several factors. Lightfoot said that for Chicago to begin a return to normalcy, any reboot would depend first on the coronavirus outbreak being controlled.

"We cannot open up the economy until we make sure that we've got all the health care controls in place," she said. "That means widespread testing, contact tracing, and we've got to see not just a flattening of the curve, but a bending down."

In the U.S., there have been more than 530,000 confirmed cases of the coronavirus, including more than 19,000 in Illinois.

We like to believe that here in the U.S. we are protected. We like to believe that the institutions that have been put in place to protect us run like well-oiled machines, precisely according to plan. But oftentimes, it’s the rigidity of these bureaucratic systems—and the failure to see beyond the narrow box of a singular job description—that can be most dangerous.
In the small town of Frederick, Md., just outside of Washington, D.C., a man named Randy White lost both his wife, Debra, and his 28-year-old daughter, Kristen, herself a mother of two, to cancer. Many households in his neighborhood have a similar story. According to the Kirsten Renee Foundation, there are now 1,300 documented cancer victims living within a one-mile radius.
Conducting investigative research for our new TV show ASPIREist, environmentalist Philippe Cousteau Jr. and producer Spencer Wilking traveled to Frederick to find out more.
This area of high cancer rates is adjacent to a U.S. military base called Fort Detrick. From 1943-1969, the fort was a center of the U.S. biological weapons program and performed research on chemicals including Agent Orange and anthrax, weaponized botulism and radioactive carbon.
According to the U.S. Army Corps of Engineers and the Environmental Protection Agency, some of these substances were buried in a part of Fort Detrick called “Area B.” The lawsuit alleges that this contaminated the aquifer that feeds into the stream that runs through downtown Fredrick. In 2009 a report from the Agency for Toxic Substances and Disease Registry foundcontaminants in the the groundwater but said exposure was not expected to cause health effects.
Devastated by the loss of his dearest ones, White became an activist. He hired scientists, conducted research and filed a class action lawsuit against the U.S. army—Erin Brockovich style. There is also a petition to the Secretary of the Army and Congress demanding that this toxic waste be cleaned up. The Army has denied links to cancer deaths and asked a judge to dismiss the lawsuits.
Under U.S. law, the task of fixing Frederick’s deadly cancer cluster falls under no one’s job description, at Fort Detrick or beyond. Although the army has acknowledged that the site is toxic, it has not acknowledged that this is a problem for the neighboring citizens. The Center for Disease Control has given Fort Detrick the highest biosafety level (level 4), meaning that the biological agents housed there are so dangerous, that the highest level of precautions are necessary to keep these agents contained.
The lives of the residents of Frederick have fallen through the cracks of our protective institutions. Hundreds of families have been destroyed. More than 14,000 have signed a petition to clean up the site. For White, this occupied every moment of his existence. “It’s changed my life so radically, sometimes I don’t even know who I am.”
