Boot to safe mode. See if problem persists.

Set network to manual, choose MTN.. Doesn't work# move to auto

Yes, he is.

Then it wouldn't work. Here's your best option if you don't wanna flash Gapps.
Download smart app manager on playstore. Let it search then click backup, after its done click send and choose Gmail. (Make sure you have the gmail app). Itll backup to your mail, enter settings and click weekly reminder so itll update u every week to update your contact database since it doesnt sync.

In other words, some phones don't come with FM chip or come with the chip locked.

So therefore, you cannot just go and download radio on the play store like you download calculator, calendar, etc.

I don't mean like literal download na grin

Most phones have the capability of FM radio reception in their chipsets, however more and more manufactures disable this feature (at the request/pressure from carriers and other companies) to encourage people to use online streaming services, that in turn generate revenue for carriers through mobile data use, and companies for purchase of their software.
For example, samsung S Series. Radio only works on sprint edition and doesnt work for other carriers, yet they carry same chips. What may be donein that situation 'll be to get the libs for that edition and get the drivers and flash. Otherwise, NextRadio is a good alternative. Detects whether chip supports it or not and works as a radio if the first case ticks.

Youre making a mistake. That aint specs for hot 4 pro, it isn't MT6580 processor, its the 6737 processor variant.

none I've seen so far...except for PixelExperience and RR in terms of performance..

But still non as perfect as one particular rom build I keep running back to coz of its smoothness and multitasking... Though the rom has been discontinued... Yet coz of the rom I see no reason using all latest miui updated roms..
