10 people per state?
That's not possible. Check previous awarded scholars max is 5 per state, then 6 for oil producing states!

Hello guys. for the FGC people. information reaching me has it that the selection is done on state basis. hence..somebody can have the lowest score and still be picked because he happens to be the highest in his state. up to 10 people might be selected from each state.
