The Senate on Tuesday approved N30, 000 as the new national minimum wage with an appeal to the Federal Government to start the implementation immediately to prevent the organised labour from embarking on strike to demand payment.

The acting Chairman of the Senate ad hoc committee on the National Minimum Wage Bill, Senator Francis Alimikhena, while delivering the report, said a fine of N75,000 would be imposed on firms that refused to comply with the new minimum wage.



The panel also recommended an urgent review of the revenue sharing formula to enable the states to pay the new minimum wage.

The committee urged the ministers of Finance and Budget and National Planning to, as a matter of urgency, compute and forward the actual amount required for the new minimum wage to the National Assembly so that it could be included in the 2019 budget.

The Leader of the Senate, Ahmad Lawan, wondered why the fine for non-compliance jumped from N5, 000 as recommended by the executive to N75,000.

Lawan, who commended the Federal Government for fulfilling its promise to the Nigerian workers, urged the organised labour to reciprocate the gesture by being more productive.

Senator James Manager described as unfortunate, the fact that some state governments had yet to implement the N18,000 minimum wage.

The Minority Leader, Biodun Olujimi, noted that the review of the revenue sharing formula would enable more state governments to pay the new wage.

Senator Barnabas Gemade noted that the bill was passed promptly to show that the National Assembly was committed to workers’ welfare.

He said all states could pay the new minimum wage because the governors had enough money to buy votes during elections.



Senator Andrew Uchendu said the tripartite committee should engage in regular meetings with a view to reviewing the minimum wage constantly.

Senator Tayo Alasoadura said fine for not keeping records of employees should be N.5m instead of the recommended N75,000.

Alasoadura, who noted that some local government areas had yet to start implementing the N18,000 minimum wage, expressed support for the review of the revenue sharing formula.

Under the current sharing arrangement, the Federal Government takes 56 per cent, states receives 24 per cent while the local governments share the remaining 20 per cent.

The Senate in the committee of the whole approved all the recommendations contained in the report.

Senate President, Bukola Saraki, urged the Federal Government to pay the new minimum wage without delay instead of waiting for the workers to go on strike before implementation.

Imo State Governor Rochas Okorocha has challenged Chief Emeka Ihedioha to probe him over the state chapter of the Peoples Democratic Party’s allegation that he withdrew N17bn from bank accounts belonging to the state government within four days.

Ihedioha, who won the March 9 governorship poll in the state on the platform of the PDP, will succeed Okorocha on May 29.
The ex-Deputy Speaker of the House of Representatives had threatened to recover what he called “Imo Property” from Okorocha, warning financial institutions against further dealings with the governor.

But in a statement by his Chief Press Secretary, Sam Onwuemeodo, on Monday, Okorocha told Ihedioha to prove that the state truly had N17bn and how he withdrew it.

The governor said, “The guy is just being smart politically, but political smartness is different from having the capacity for leadership or governance.

“Where in Imo State, with a meagre Federal Allocation and Internally Generated Revenue, can one get N17bn to withdraw?

“He is coming to become governor with the only income he made at the National Assembly, because prior to his going to the National Assembly, he never did any paid job. And he is trying now to blackmail a man adjudged to be the highest property owner both in Owerri and in Abuja many years before becoming governor.”

Okorocha said the governor-elect lacked the capacity to match his achievements in the state.

The statement added, “He has not said anything about free education, urban renewal and other sensitive people-oriented programmes and policies of the Rescue Mission Government in the state. He is only talking about money and property. A man who failed as a member of the House of Representatives won’t do magic as a governor.

“He should also know that with what Governor Okorocha has achieved, Imo people won’t entertain any excuse from him. If he likes let him talk about Rochas Okorocha from now till when he will leave as governor.”
Okorocha urged the public to ignore the allegation, saying he was ready for probe.

He said, “After May 29, 2019, he has every right to probe even the food Rochas Okorocha and the family ate in Government House.”

Meanwhile, the state PDP has challenged Okorocha to publish the state’s account statement to prove that he has not engaged “in last-minute looting of the treasury.”

A statement by spokesman for the party in the state, Damian Opara, insisted the governor withdrew N17bn from the state treasury.

The statement said, “For emphasis, we insist that, within the last four days Okorocha has made huge cash withdrawals from banks to the tune of N17bn. We challenge him to publish the financial status, including a comprehensive statement of the account of Imo State to buttress his defence as that is the only evidence our party and the good people of Imo will accept as the truth.

“Now that Okorocha has decided to make a mockery of his drowning self by questioning the capacity, preparedness and astuteness of Ihedioha, we will not in any manner aid his desperate attempt to divert attention from his last-minute looting spree.”

As Imo indigenes continue to wait patiently for the results of the state Governorship/House of Assembly elections, the All Progressives Congress (APC) in the state has raised the alarm that some fake uniformed men on the payroll of Governor Rochas Okorocha are in an unholy alliance to scuttle the mandate of the people.

Concise News reports that in a statement titled, “Imo governorship election process need to be vigilantly watched,” signed by the chairman of the party, Prince Marcellinus Nlemigbo, but read by Chief Enyinnaya Onuegbu, the state publicity secretary, the party claims it was armed with unassailable fact that some agents of darkness were hard at work to thwart the collective resolve of the electorate to install the candidate of the party (Senator Hope Uzodinma) to pilot the affairs of the state in the next political dispensation.

Nlemigbo alleges that misguided police officers working in concert with some agencies in some LGAs of the state actively stopped elections in many polling units where the party was clearly leading with wide margins, just as the miscreants he says violently disrupted the process and burnt electoral materials.

Also, the APC chairman alleges that there were no elections in over 90 per cent of the polling units in the Ngor Okpala where the reign of thugs, assisted by some uniformed men took over the centre stage where election materials arrived 10 a.m.

Citing numerous instances of violent interruptions of the voting process including Owerri West where people were allegedly scuttled by axe bearing cultists who he said shot sporadically to scare electorate away, Nlemigbo in the statement adds that in Nkwerre LGA, a soldier who was indicted for helping Governor Okorocha to rig the Senatorial elections two weeks ago was in the same LGA where he chased out voters from most of the polling units and forced INEC staff to write results in favour of the Active Alliance (AA).

The same event he says took place in Nwangele LGA where the returning officer was chased away by the police and the army.

Furthermore, Nlemigbo who cites electoral mal-practices in the Mbaitoli and Nwangele council areas perpetrated by some fake members of the party says, “Although we are sure of victory, knowing that the good people of Imo State voted massively for us, we are, however, worried that the violent disruptions caused by the police, army and fake Okorocha’s armed uniform men, have contaminated the voting process.

“We hereby call on the Federal Government, the Independent National Electoral Commission (INEC) as well as national leadership of APC to take note of these infractions on Imo State election process.”

He continues:

“We also call on the Nigerian Police and Nigerian Army to take note of the disruptive and unpatriotic roles being played by some of their personnel in the election process. Our concern is to ensure that the voters are given to us by Imo people on Saturday, March 9, 2019, are announced as voted.

Given the degree of desperation and determinations by the Imo State Government led by Okorocha to use the state finance and resources to install his son-in-law; and with the collaboration of some uniformed agents of the police and army, the electoral process calls for close vigilance,” he concludes.

Emefiele reportedly received a letter from the office of President Muhammadu Buhari on Monday to vacate his office.

Sources within the presidency told TheCable there is no truth in the reports.

“The president does not have the power to sack the CBN governor without the approval of the national assembly,” one of the persons familiar with the matter told TheCable.

“The reports are fake.”

When TheCable likened the matter to the suspension of Muhammad Sanusi II, the former CBN governor, the source said: “Suspension is different from sack, and Emefiele has not done anything wrong to be suspended or asked to proceed on terminal leave.”

Section eight of the CBN Act of 2007 says a CBN governor can be removed by the president “provided that the removal of the Governor shall be supported by two-thirds majority of the Senate praying that he be so removed”.

Emefiele’s tenure as CBN governor is expected to come to an end on June 3, 2019 — five years after his appointment.

Another source said “the rumour mill is grinding so fast, seeing its exactly three months to the expiration of his tenure”.

TheCable understands that Emefiele was in his office on Monday and no such letter was received by the office of the governor.

Emefiele can be reappointed as the CBN governor based on the discretion of the president and the approval of the national assembly.

Section 10 of the CBN Act prescribes that “the Governor and Deputy Governors shall be appointed in the first instance for a term of five years and shall each be eligible for re-appointment for another term not exceeding five years”.

The act is silent on terminal leave, but TheCable understands that CBN governors do not go on terminal leave due to the sensitivity of the job.

Nigerians on Twitter have been reacting to the alleged resignation of the Minister of Finance, Kemi Adeosun.

While some applauded her action and called it a dignified step, considering her lingering National Youth Service Corps certificate scandal, others are calling for her arrest and a refund of salaries received while in office.

Adeosun reportedly resigned over allegations that she had forged her NYSC certificate.
