The soldiers while expressing their displeasure with the bill which has passed a second reading in the House of Representatives, asked the federal lawmakers to rather debate the issues of their welfare and how to ameliorate their suffering.

Soldiers of junior rank in the Nigerian Army have asked the National Assembly to throw away the bill purportedly seeking the extension of the mandatory service years in the Nigerian Military service from 35 to 40 years.

The soldiers while expressing their displeasure with the bill which has passed a second reading in the House of Representatives, asked the federal lawmakers to rather debate the issues of their welfare and how to ameliorate their suffering.


They said that if the National Assembly decides to go ahead with the debate on the bill without due consultations, it should be noted that where autocracy prevails over decency, anarchy looms.

The soldiers in a statement noted, “The said bill, allegedly lobbied by Generals and other higher ranking officers in the military, found its way to the hallowed chamber of the Federal House of Representatives.

“Sadly, the bill was debated upon at the green chamber without proper scrutiny and has passed the second reading stage without any viable observation or objection.”


They further stated, “In view of this, the other ranks of the military, Nigerian Army in particular, is highly worried that this act by the honourable members of the green chamber might be a misplacement of priority, and this would no doubt further exacerbate the already shrinking morale of troops leading to loss of interest in the service and massive voluntary disengagement by the junior ranks who are the working force.”

The soldiers said that political think tanks and analysts in Nigeria had on several occasions decried the negative implications of keeping too many generals in a nation like Nigeria with a wobbling democracy and declining economy.

The statement said, “However, instead of devising means of reducing the skyrocketing numbers of generals which is already mind-boggling, the House of Representatives is busy debating a bill that will swell it up to an indefinite and grossly alarming proportion.

“It should be noted that most of the offices occupied by these generals today were headed by Lieutenant Colonels and Majors in the recent past, run with less budget and the army fared even far better than what is obtainable now.

“This implies that the more generals the nation gathered, the more sets of confusions the nation is being plunged into.

“It should also be noted that the generals lobbied for such bill not from the zeal of service to the nation but out of greed mischief and the desperation to amass wealth through security budget, while the junior ranks, who are the actual working force of the army are down-trodden like the narrative in George Orwell's novel "Animal Farm".

“At a time like this, it is expected that the honourable members of the green chamber should be debating welfare issues that would ameliorate the sufferings. pains and groaning of troops and their families with a view to burst their morale so as to ensure maximum commitment to clarion calls and effective services.”

The soldiers urged members of the National Assembly to visit troops in their barracks and operational grounds to ascertain the realities of life faced by the junior ranks of the military.

The statement said, “It should be noted that the military last experienced salary increments only in the era of PDP-led government, as throughout the 8 years of APC rule, the Nigeria Police had enjoyed salary increment twice while the army has been bluntly ignored.

“Hence, it is not surprising to see a Police Corporal collecting a salary far higher than that of a Warrant Officer in the army.”

“In the Nigerian Army, for example, an attempt was made to promulgate an allowance called "Non-Regular Allowance but the scale for this allowance is negatively skewed in favour of the generals only.

“Just imagine an allowance bearing the same name and purpose, but only N20,000 to N30,000 is being paid to private soldiers and army warrant officers (other ranks), while a whopping sum of N1.5 million each is being paid to the generals.

“The discrimination and the disparity are much and unimaginable.

“One other area the hallowed chamber is expected to be looking at is the upgrading of soldiers' salary structures and placement.

“It should be noted that quite a significant number of other ranks in the army hold bachelor’s degrees, master’s degrees and doctoral degrees in diverse disciplines, but still remained unmentioned; just like the Doists principle of "wuwei", an oriental spiritual concept of "motion without motion.

“The Nigerian Army did not see any reason for upgrading of status based on qualifications. As much as one is being enlisted with a GCE/SSCE O’Level result, he remains there till retirement.

“As a matter of fact, your junior by enlistment who is opportune to be promoted ahead of you is better placed with higher remunerations irrespective of your academic qualifications as well as years of service and experiences.

“Ordinarily, the members of the hallowed chamber were expected to ask themselves questions such as: Why did some individuals lobby for an extension of service years while many are opting out on a voluntary basis?

“What is the magnitude of the workload of these individuals lobbying for an extension of service years? Would they have called for an extension of service years if they were actively involved in the field?

“Would they have also lobbied for an extension of service years if they had been treated with disdain as meted out to the junior ranks in the force? These and many more questions that demand answers before a such bill should have been considered.

“Indeed, the mode and accelerated hearing given to this purported bill only proved the assertion of a renowned politician who once said ‘the Nigerian government concentrated attention on favouring the generals who are busy doing nothing at the detriment of the junior ranks (the working force) who are going hungry and their families are going hungry’.

“In view of all these narratives, it is imperative that the hallowed chamber set aside the debate on that bill and sit back to have a rethink over it. It should be noted that without the commissioned officers, the army still stands, but without the other ranks there is no army.

“Therefore, if the debate on that bill must continue, it is hereby suggested that all the members of the hallow chamber should split themselves into groups and embark on familiarization tours of all military barracks in Nigeria and operational areas to interact with the junior ranks, and to sample their opinions on this matter, if possible, questionnaires could be used as well.

“However, if the house decides either wise or go ahead with the debate without due consultations; it should be noted that where autocracy prevails over decency, anarchy looms.”the law makers should also look into the levels which the junior ranks are placed
